The Opportunity – Supply Chain Manager (For Nationals Only) 

Post location:  Gaza Field Office

Contract Duration and Level of Effort: 12 months with possible extension

ROLE PURPOSE: 

The purpose of this role is to lead the Supply Chain function in the Gaza Field Office and provide technical support, training coaching to Field Offices (FO) staff, ensuring the whole function enables programme delivery, whilst remaining aligned and in compliance with SCI systems and policies. Part of this role is also to strengthen partner capacities and disseminate lessons learned and best practices – and engage with other external parties like suppliers, service providers, ministries, clusters, and other INGOs in the field of supply chain and logistics.

Together with CO supply chain, this position will manage the set up and scale up of all emergency response Supply Chain functions and responsibilities in the field. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY: 

Technical & Functional Leadership

Lead the Supply Chain function in Gaza Field Office and represent the function both internally and externally.

  • Support the development and implementation of the Country Supply Chain Management Strategy, to be aligned to Regional and Global priorities with the aim of delivering value for money to our donors, quality goods and services to our beneficiaries and exceeding our operational KPIs. 
  • Promote the role of the Supply Chain function, using and sharing analysis and management information to drive best practices and operational efficiencies for the benefit of the field office and CO.
  • Act as the custodian of Supply Chain Policies and Procedures for the FO. Ensuring that the latest versions are in place, understood, that there is consistency and transparency throughout all processes; and that minimum standards of efficiency, quality, and timeliness, value for money are maintained. 
  • Accountable for ensuring all standard reporting is timely and accurate including KPI management and ensure planning and corrective actions are implemented, based on KPI results.
  • Lead any FO activities linked to SCI’s Global Supply Chain Transformation initiative, in particular continuing to embed the new ‘Source to Pay’ ProSave system, and the upcoming Fleet Transformation project 
  • Ensure all suppliers are trained on CSG and in compliance a cross the FO procurements and business interaction.
  • Ensure adequate representation of the FO in Logistics Clusters and other working groups, as necessary.
  • Work with internal and external audit teams, as required, to ensure access to required information.
  • Represent the organisation’s interests effectively in dispute mitigation with internal and external parties.

Enabling Programme Delivery, Design & Emergency Preparedness

Work closely with programme teams to ensure that supply chain planning and processes facilitate on-time, on-budget and compliant programme delivery, and the achievement of results.

  • Lead the process of the FO Master Procurement Plan and Sourcing Pipeline and follow up with Programme Managers and Supply Chain team on the reconciliation process on a monthly basis.
  • In line with Save the Children Procurement Policies and Procedures, and in partnership with programme teams, establish Framework Agreements (FWAs) with suppliers for frequently required goods and services.
  • Proactively and constructively engage in key cross-departmental meetings and processes, such as Award Review and BvA Meetings.
  • Support Emergency Preparedness and Contingency Planning processes and ensure that the FO is meeting key preparedness actions related to the Supply Chain function.
  • Support the costing process of new proposal development and ensure up-to-date market data and previous learnings are incorporated to improve the competitiveness. 
  • Ensure the optimal level of utilisation of SCI and rented vehicles, to facilitate programme delivery and monitoring, whilst always upholding organisational standards for road safety.
  • As per SCI policies, manuals, and SOPs, manage complex contracts of the FO like CTP/CVA, and Construction contracts; and lead all strategic procurement 
  • Ensure that Supply Chain risks are flagged, understood and that the needed mitigation plans and internal controls are in place, wherever possible; 
  • Ensure proper inventory and stock management, and usage of the Total Inventory Management System (TIM) as and when required, based on programme activities.

Leadership & People Management

Manage and develop members of the Field Office Supply Chain team.

  • Nurture a collaborative working environment within the Supply Chain team, which maintains a focus on staff wellbeing, motivation and morale.
  • Manage the performance of direct reports through effective use of Save the Children’s Develop to Perform process; including the establishment of clear, measurable goals and objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations.
  • Provide advice and support for FO team to ensure compliance related to the supply chain business cycle and mentor FO Supply Chain colleagues, including support with goal setting and periodic 360-degree feedback, for example.
  • With support from the Country Office Supply Chain Manager, maintain and resource a Supply Chain structure which ensures teams or individuals are appropriately focused on management, sourcing and buying as discrete capabilities within the team. 
  • Improve accountability through the establishment of clear reporting lines and documentation, promoting transparency in Procurement activities and ensuring that inter-department processes are under a constant improvement cycle.
  • Hold regular monthly Supply Chain Reviews with the FOs and undertake regular quality checks, ensuring all concerns received are addressed in timely fashion and reported back to Field Manager, CO Supply Chain Manager and the Director of Programme Operations.

Knowledge Management & Capacity Strengthening

Serve as an advisory resource and ensure adequate capacity strengthening and upskilling for colleagues across the office and within partners and suppliers. 

  • Ensure that all staff are completing the mandatory trainings related to Supply Chain, as required by their respective roles.
  • Assess partner’s capacities in supply chain, develop capacity building plans and system upgrades required and support implementation team in partner’s capacity building. With implementation team, deliver training and capacity component for partners as per any capacity strengthening plans.
  • Stay and keep supply chain updated with training opportunities and participate in regional and global supply chain workshops/trainings.

EXPERIENCE AND SKILLS 

Essential 

  • Holder of a Supply Chain (logistics) university degree or related business degree from a recognized university.  
  • At least 5+ years prior INGO experience in Supply Chain and/or operational management, within a complex/large scale country programme and in emergency response/humanitarian environments. 
  • Substantial experience in all technical areas of Supply Chain operations including procurement, logistics, transport/distribution, warehousing and stock management, fleet management, and asset management. 
  • Experience of developing / implementing a complex international supply chain to support different types of programmes, and coordinating resources to meet the programme objectives
  • Experience of working in remote field basis with limited infrastructure
  • Proven track-record in managing and supervising others in supply chain, including training, capacity building & mentoring
  • Ability to synthesize and analyze complex information, and make clear, informed decisions
  • Experience of advising and supporting others at all levels with supply chain aspects of a programme, including strategic thinking, planning & donor relations
  • Ability to build positive & productive relationships quickly with a wide range of stakeholders, both internally and externally
  • Excellent planning, management and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Strong communication (written and spoken), and interpersonal skills in English with experience in managing multicultural teams
  • Strong experience in the local market and related laws in Palestine.

Desirable

  • Previous experience/exposure to automated systems for procurements.
  • Experience in WB, GZ and Israeli markets, 
  • Advance computer application skills
  • Managing complex supply chain operation in volatile security conditions.
