The Opportunity – Supply Chain Officer (Mobile)
Post location: Gaza Field Office - Rafah and subject to change based on SC priorities and response in Gaza.
Contract Duration and Level of Effort: 6 months with possibility of extension.
ROLE PURPOSE:
The four Supply chain officers - Mobile will be based in Gaza. The Country Office will support the office s/he is assigned to in execution of all supply chain related tasks involving the country office, regional office or response office. S/he will be the main link between the area offices and the SCI international supply chain, with the primary responsibility to ensure the effective communication and efficient flow of program supplies from regional / global markets to program sites in Gaza.
Since this role is in a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
SCOPE OF ROLE:
Reports to: Supply Chain Manager.
Staff reporting to this post: None.
Budget Responsibilities: None.
KEY AREAS OF ACCOUNTABILITY:
Role is responsible for complete end-to-end support to the area offices – for all supply chain activities requiring involvement of the oPt country office, SCI Egypt and SCI Response office in Gaza.
Scope of responsibility: The Supply Chain Officer - mobile will be responsible from the time a Procurement request is submitted to the country office up to the time the required goods / services are delivered to the end user in the field in Gaza.
Key areas of accountability :
Procurement
- Procurement Request (PR) processing
- International Request (IR) processing
- Purchase order / contract processing
- Payments processing and reconciliation
Transport
- Transport costing and budgeting
- Transport contracting
- Liaison with area / field offices and the Procurement Unit to arrange transport
- Import documentation support
- Supplier contract management
Reporting
- Preparation of Periodic and ad hoc reports
- Monitoring of Key performance indicators
Area office support
- Provide technical support to the area offices in specialized supply chain tasks
- Visit area offices and provide support / training
- Follow up and expedite all area office orders with suppliers.
Gaza office support
- Procurement processing
- Asset management

In order to be successful, you will bring/have:
QUALIFICATIONS
First degree in procurement / logistics / Supply chain management, and Has achieved or is studying towards the Diploma in Procurement & Supply from the Chartered Institute of Procurement & Supply (CIPS UK) or comparable professional body.

EXPERIENCE AND SKILLS
Essential
- 3+ years of experience in humanitarian logistics / supply chain management
- Substantial experience in all technical areas of logistics / supply chain operations including procurement, transport, distribution, warehousing and stock management, fleet management and asset management
- Strong analytical skills and ability to use basic analysis tools like Excel ©
- Remote support to supply chain operations across multiple field offices
- Ability to build effective working relationships quickly with a wide range of people, both internally and externally
- Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
- Strong communication skills - written and spoken English and Arabic
- Working in multicultural teams
- Willingness and ability to travel to Gaza
