System Analyst/Application Designer

The Palestine Monetary Authority is an autonomous organization with an important role in the development of the Palestinian economy through its work in economic analysis, in supervision of banking institutions, and in keeping the banking system sound and effective.

It invites qualified candidates to submit their resumes for the following permanent position:

Title: System Analyst/Application Designer

The system analyst will work on the design of new Web-based enterprise solutions serving business users in the PMA and the banking sector. HeShe should be capable of translating business requirements into detailed technical designs for enterprise computer systems.

Minimum Requirements
-Minimum BSc ( MSc or higher preferred) in computing or computer related discipline.
-MSc with at least 5 years experience or a BSc with 7 years experience.
-The experience should include at least 3 years as System Analyst. Required experience in the following areas:
-Relational database design, setup and implementation (at least 2 yrs in Oracle10g)
-Multi-tier, web-based application design & development (3 years)
-XML programming, techniques and technology (Web Services standards a plus)
-Structured analysis and modeling experience (UML essential)
-Web application and portal design and development (.Net Framework required, MS Sharepoint server a bonus)
-Middleware solutions, platforms and technologies (workflow & messaging required, IBM MQ Series and BPM a bonus)
-Project management and team-leadership (must have managed at least 3 project teams)
-Excellent communication and presentation skills (MS Office tools, Vizio, Erwin)
-Good command of Arabic and English speaking, writing and reading.
-Banking sector, MIS or Financial applications experience an advantage

Candidates for the above positions are all expected to have:
-Excellent computer skills.
-The ability to communicate verbally and in writing in Arabic and English fluently, and a demonstrated ability to make clear and concise presentations in these languages.
