System Developer

 

 

Background:
In the framework of the development of water information system, PWA with fund from UNICEF is working towards enhancing the databank department and its related systems.  The PWA is considering the appointment of a qualified Data analyst (DA) and a qualified System Developer (SD).
The system developer is the subject of this TOR. In overall terms, s/he will be responsible for developing codes and new interfacing according to the outcome and system analysis process.

Tasks and Responsibilities:

Under the general direction of the project manger, the SD will be required to familiarize himself/herself with all aspects of the execution of the Project.  More specifically s/he will be responsible for the following:
-Analysis of the currently available system within PWA;
-Modify the system according to the recommendations of the assessment carried out over the past year;
-Upgrade the used interface for data entry and retrieval in line with the system users feedback and develop additional new interfaces according to the PWA and other users workflow (intra and inter);
-Develop users protocols and codes according to the identified and approved roles;
-Support the development of preliminary reporting scheme electronically; and
-Develop the interactive link between database and website according to the data dissemination policy of PWA;

Reporting responsibilities

The SD will work at databank department at the PWA headquarters in Ramallah,. S/he will produce reports according to the standard PWA reporting requirements and procedures.

Essential Required Qualifications, Skills, knowledge and Competencies:

-A Bachelors degree from an accredited university in computer engineering/science, programming, system development or another relevant field;
-At least three years of previous relevant experience in system analysis and development;
-Working experience using ORACLE, VB, .net framework and mySQL; Knowledge in GIS, UML is preferable. 
-Oracle Certified Associate accord and Oracle Certified professional is preferable.
-Knowledge of water and waste water sector in Palestine is preferable;
-Strong interpersonal and staff support skills.
-Ability to work in a team environment.
-Excellent communication skills.
-Good command of English language.
-The ability to work under pressure.

Time Frame and Contract

The duration of the contract is about 1 ½ year on a full-time basis, subject to recruitment under  civil servant after project completion. The expected starting date for this position is April-May 2011, dependent on the recruitment process.
