Background Information - Jerusalem

The UNOPS Jerusalem office opened in 2006 and now has sub-offices in East Jerusalem, Ramallah and Jericho. The portfolio includes infrastructure, procurement, human resources, capacity building, access coordination and security projects for partners and beneficiaries throughout the occupied Palestinian territory.
Background Information - Job-specific
Radio Communications is one of the most critical tools the Palestinian Civil Police (PCP) is currently using in its daily operations – responding to emergencies, fighting crimes and protecting public order. During 2008- 2011, the PCP set up three new radio sites, which bring the coverage area of the PCP two-way radio system to 80-90% of the geographical area of PCP responsibility in area A according to Oslo agreement. In order to reduce the direct running cost of the management and maintenance of the system, the PCP will need to create an internal unit for this purpose. The PCP has already a trained team of engineers and has therefore technical readiness to assume the needed responsibilities, together with Ministry of Interior and other Palestinian Authority Security Forces.
Functional Responsibilities
The Systems Manager reports to the Operations Manager on the day-to-day technical management, operation and oversight of the Palestinian Authority Security Forces Radio Communications System and ensures that it meets the users’ needs.
The general duties of the Systems Manager include:
-Monitor the system and its components for normal operations
-Monitor performance of the entire network for normal operations
-Diagnose system performance problems and development of corrective action recommendations, as necessary; test for system reliability
-Notification of system malfunctions
-Ensure dispatch of repair services in the event of an equipment malfunction
-Ensure all installation, upgrade, maintenance, configuration and other required procedures are
preformed according to the Standard Operating Procedures approved by the Palestinian Authority Security Forces Telecommunications Committee
-Ensure all equipment management, maintenance and repair procedures comply with the vendor
standards, procedures and recommendations.
-Manage System database elements including subscriber IDs, talkgroup IDs, and the various
parameters that relate to their effective operation
-Manage contractual relationships with equipment vendors support services, liaison with them for
issues related to the equipment
-Provide timely information to the Operations Manager and agency points of contacts on any System
or repair/maintenance issue related to System equipment
-Provide monthly reports to the Operations Manager on the operation of the System and its
availability calculations
-Work with the Operations Manager and Telecommunications Committee to develop the budget for
Operation and Maintenance support of System equipment
-Conduct the database backups as per the Standard Operating Procedures
-Attend meetings with the Telecommunications Committee to review operations of the System and
share ideas or issues of interest
-Maintain and ensure security of the System Key
-Approve and conduct emergency service repairs, under conditions where the System is in process of failing or has failed
-Mentor and train the radio support team
-Analyze the system log files, perform traffic erlang calculations and determine the system usage
levels comparing with plans; identify trends and needs for system modifications
-Any other duties as required

Education/Experience/Language requirements
a-Education (Level and area of required and/or preferred education)
-Advanced university degree (Master’s degree or equivalent) in Information Technology engineering relevant discipline, First University degree in combination with two additional years of relevant professional work experience maybe considered in lieu of the Master’s degree requirement
-Motorola certification in Smartnet
b-Work Experience
-At least five (5) years of experience in managing, operating and maintaining Motorola radio communications networks;
-At least five (5) years of experience in managing technical support teams, in the field of radio communications.
C-Languages
Fluency in English and Arabic is required, both oral and written
