Technical Advisor
Background
MAP is partnering with the Mother’s School Society (MSS) to implement a psychosocial project entitled “Hope Arises”. The project aims to contribute to building healthy families through decreasing the negative effects of psychological and social problems in women and their children. This will be achieved through improving the ability of women to identify and deal with health, psychological, social and family problems that face them, and to strengthen the resilience and self-reliance of women, raising awareness among women and young people about the risks of drugs, energy drinks and alcohol and strengthening the creative drives of children. The project will be implemented in ten locations in the Nablus area.
About Medical Aid for Palestinians (MAP)
Medical Aid for Palestinians (MAP) is a UK charity, established in 1984 in the aftermath of the Sabra and Shatila massacres in Lebanon. It provides support to the health and medical needs of the Palestinians living under occupation Palestine, and to refugees in Lebanon and to other vulnerable communities in the region. MAP recognises that access to healthcare is the prime component of the fundamental human right to health. This right is compromised by military occupation, the ongoing conflict and the lack of a just political solution to the crisis. Working in partnership with local health providers and hospitals, MAP addresses a wide range of health issues and challenges faced by the Palestinian people. With offices located in Beirut, Ramallah and Gaza City, MAP responds rapidly in times of crisis, and works directly with communities in the longer term on health development.
About the Mothers School Society (MSS)
The Mother’s School Society was established in 1999. It works with mothers and young women in cities, villages and refugees camps in Nablus Governorate. It seeks to elevate the role of Palestinian women with the family and society through empowering them economically, socially, politically, culturally, and educationally.
Purpose of role
MAP and MSS are seeking a technical advisor to provide expertise to guide the implementation the project “Hope Arises” being implemented by the Mother’s School Society and Medical Aid for Palestinians. This will be achieved providing advice and mentorship on best practice for implementing psychosocial projects, focusing especially on the curriculum, methodology and capacities of the staff delivering the programme and identifying areas of these which require strengthening.
Scope
-Conduct a technical appraisal of the MAP-MSS project, to ensure that it complies with international standards of best practice and to identify strengths and opportunities and any areas which require strengthening
-Advise on revisions needed to strengthen the programme.
-Appraise training and technical support needs of MSS staff/ consultants responsible for delivering the programme and formulate a training plan.
-Review staff supervision frameworks and formulate recommendations as required
-Advise MAP and MSS on its M&E framework for the project with a particular focus on the measures required to assess impact.
-Provide ongoing technical advice and support to MSS project staff as they implement the project.
Expected deliverables
-Technical appraisal report of the MAP-MSS project with recommendations on how it can be strengthened
-Training needs assessment of staff
-Training plan and curriculum
-Regular reports on consultant’s actions related to the project including details of meetings held.
Person specification
-A relevant qualification in psychology, social work or a related field. A relevant postgraduate qualification in strongly preferred
-At least 5-7 years’ experience in conducting needs assessments and designing, managing, monitoring and evaluating psychosocial programmes for women, preferably in Palestine
-Experience in appraising training and technical support needs of MHPSS project staff and conducting appropriate training
-Strong interpersonal and communication skills
-Fluency in written and spoken Arabic and English
Time Frame
The consultant will be required to commit a maximum of 15 days for this assignment (excluding item 6 under Scope which will be reviewed after completion of the first 5 tasks.
The deadline for completing tasks 1-5 is 26 February 2016.
