Position Title: Technical Coordinator
Period: 9 months
The Agricultural Development Association (PARC) is a leading Palestinian Agricultural Development Organization, established in 1983 under the name of the Palestinian Agricultural Relief Committees (PARC). Since its establishment, PARC has been efficiently engaged in Palestinian land development, water resources and environment, poverty reduction and women empowerment, olive oil marketing, as well as other crucial rural development programs.
PARC is implementing a project titled "Enhancing Drought Resilience through Innovative Water Management in the Gaza Strip", that is funded by BMZ – Germany through Diakonie Katastrophenhilfe (DKH). This project aims at increasing the availability of water with good quality among Palestinian households and farmers. The overall objective of the project is to mitigate drought risk in the Gaza Strip by strengthening resilience through water rationalization strategies applied to agriculture and domestic practices.
Within the framework of this project, increasing farmers and households' resilience towards drought is with important concern. For that, PARC is in the process of constructing 302 rainwater harvesting systems at household level to increased access to sustainable water resources. In addition to that, PARC is establishing 46 greenhouse rainwater harvesting reservoirs (pools) to increase access to sustainable and high quality water resources. Considering the above, under the direct supervision of the Project Manager, PARC is looking to hire a qualified candidate to fill the position of Technical Coordinator in order to be responsible for supporting the management, progress monitoring, coordination, budget follow up, evaluation and reporting to ensure quality implementation of the project. The project is now in its final year and thus there is significant reporting requirements for which the assistance of the aforementioned technical coordinator is essential.
DUTIES AND RESPONSIBILITIES
The Technical Coordinator will be responsible for the following tasks:
-Collaborate with the project team in planning, implementing and monitoring of the designated project.
-Perform documentation review and assess in organizing the project’s related documents towards proper filing and close out.
-Work with the project manager and staff to work on the monitoring system for the project, capturing progress towards project indicators.
-Assess in developing high quality progress, technical, interim, monitoring and evaluation, and specialized reports towards the finalization of the close out report.
-Conduct regular visits to partner organizations and project locations.
-Coordinate with the project manager and meet other organizations that implement similar activities.
-Manage the project field team and ensure that they are thoroughly involved in the project planning and direction.
-Provide ongoing recommendations to the project manager and other senior staff enabling them to make the necessary decisions assuring the relevance and effectiveness of the project as well as compliance of systems against PARC’s accountability framework and stated project procedures and objectives.
SKILLS AND COMPETENCE
-Demonstrated experience of complex project management/leadership.
-Excellent written skills with proven ability and experience of developing high quality reports and proposals.
-Strong project monitoring and evaluation knowledge and practice including developing log frames, and analyzing quantitative and qualitative data for reporting purposes.
-Understanding and experience of managing the complexities of implementing projects with institutional donor grant funding.
-Strong business skills including solid financial and IT skills, with attention to detail to develop and analyze donor budgets and reports, and support the financial management/monitoring.
-Analytical skills and critical thinking with the ability to research, analyze, and report.
-Highly developed interpersonal, communication and influencing skills: both written and verbal.
-Ability to work effectively with others in diverse team situations to achieve fundraising targets.
-Self-motivated, target-driven and a proactive approach to funding.
-Ability to manage time effectively, and adapt priorities to respond to changing demands
and tight deadlines, across multiple time-zones.
-Ability to work under pressure and within a team.
Academic and Professional Qualifications and Experience
-Bachelor Degree in Business Administration, Social science, Social work, or other related field.
-Three years of professional experience in project management, preferably with experience in working with NGO's preferably in the same field.
-Professional level in both Arabic & English language skills.
