Technical Coordinator

With the Strengthening of Police Structures Phase III in the Palestinian Territories Programme, Germany is making a comprehensive contribution to developing the capacity of the police force as part of a structural police reform in the Palestinian territories. This contribution includes process-related support for organisational and institutional development. The objective is as follows: The civil police force in the Palestinian territories (PCP) is operational and committed to democratic values and human rights. The PCP’s civic orientation and cooperation with the citizens plays a key role in its work. The civil police approach is mainstreamed in the context of structural reform in all police stations in the West Bank. The PCP is further developed to carry out professional, transparent and citizen-oriented policing tasks at the community level throughout the West Bank.

Technical Coordinator (Full-time)
Responsibilities and tasks include but are not limited to:
He/She
-supports the Palestinian Civil Police (PCP) in formulating project action plans and ensure process oriented approach
-coordinates and assists in preparing and conducting project activities and carries out other activities required for implementing programme components. This coordination is jointly carried out with the PCP personnel in the HQ and also in the districts. Such activities include preparing, carrying out and documenting training events, workshops, forums, and team meetings
-is responsible for ensuring that expenses for specific project activities are in accordance with the prevailing provisions
-assists national and international advisers in carrying out their work in the area of Capacity Development
-prepares Terms of References for international and national consultants according to the technical and conceptual needs and follow-up on deliverables and monitor the quality of outcomes
-regularly consults with the GIZ officer responsible for the contract and cooperation on all project activities
-supports the PCP in developing capacities in organizational matters including standardization of organizational structures, job descriptions, and standard operating procedures (SOP) across Community Police Stations (CPS)
-reviews training material that is required to boost capacities of police officers in organizational matters with focus on standard operating procedures for community police services
-prepares training plan for conducting the training and ensures that training activities are suitable and sustainable beyond the programme duration
-assists the project with all organisational and management issues
Required qualifications:
-university degree in Political Science, Social Sciences, International Relations or Business Administration (B.A. or preferably MA/MBA)
-At least 5 years’ professional experience in a comparable position with solid understanding of organizational development theories
-Working experience in conducting training or development of training material
-Previous exposure to police work is an asset
-Fluent in English and Arabic. German is a plus.
-Strong computer skills, particularly in MS Office application (e.g. word, excel, PowerPoint)
-Excellent communication and interpersonal skills
-Good working knowledge of ITC technologies (related software, phone, fax, email, the internet)
-Ability to work under stressful conditions, self-initiator, flexible and able to work with people of different backgrounds, service oriented, friendly personality, well organised and motivated.
-Willingness to upskill as required by the tasks to be performed
