General Objective
The overall responsibility is to contribute significantly to the organization's mission by upholding the highest standards of engineering excellence, team management, and stakeholder engagement by leading the Engineering department in technical specifications, drawings, and the effective implementation of activities in the field, and facilitating data collection, conducting thorough technical assessments, and managing the engineering team, and handling reporting responsibilities.
Key Activities:
The candidate will be responsible for:
Objective 1: Project Coordination.
- Collaborate with other departments and teams to ensure seamless project integration and alignment with organizational goals.
- Coordinate with duty bearers, beneficiaries, and key stakeholders to define appropriate design, fostering inclusive decision-making.
- Provide technical support during the proposal stage, including the preparation of conceptual designs, technical solutions, and estimated costs.
- Represent Action Against Hunger (AAH) in pertinent technical meetings, such as clusters' technical task forces, consortium gatherings, and donor visits, ensuring effective communication and collaboration.
- Develop fact sheets and analyses detailing AAH's technical innovations and implementation methodologies for transparent reporting and documentation.
- Prepare preliminary design layouts and proactively share them with relevant stakeholders, soliciting valuable input and feedback for comprehensive project planning.
Objective 2: Project Planning, Design, Implementation, and Evaluation.
- Develop and communicate the department's vision, goals, and strategies to ensure alignment with organizational objectives.
- Prepare and monitor comprehensive short- and long-term plans for the Engineering Pool’s team, encompassing assessments, implementations, and transportation plans.
- Oversee the assessment, technical design, and end-to-end implementation of projects, ensuring seamless execution from conception to completion.
- Allocate resources, manage budgets, and closely monitor project timelines for efficient resource utilization.
- Provide timely technical guidance and support to team members, fostering a collaborative and innovative work environment.
- Develop creative technical designs, solutions, and techniques adaptable to various contexts and environments.
- Participate in preparing detailed technical designs for complex activities, such as construction in sensitive areas and advanced water pumping systems.
- Identify potential project risks and proactively develop mitigation strategies for effective risk management.
- Monitor and promptly address issues that may impact project timelines or outcomes, maintaining proactive issue resolution.
- Lead the design and implementation of technical surveys and project identification studies in coordination with the program manager.
- Develop work procedures, create tools, checklists, and forms to monitor work progress and ensure quality standards.
- Create tools supporting collaboration with other departments, such as contractors’ offers’ evaluation and performance assessment.
- Ensure projects adhere to established quality standards and meet stakeholder expectations.
- Prepare comprehensive implementation plans for all projects and overall planning for the Engineering Pool.
- Revise and validate technical designs prepared by engineers, maintaining accuracy and adherence to specifications.
- Use engineering software programs to prepare detailed technical designs and specifications for proposed activities.
- Conduct regular monitoring visits to project locations, ensuring implementation aligns with the approved designs.
- Participate in contractor offers’ evaluations, providing technical recommendations on capacity and methodology.
- Collaborate with the quality control engineer to uphold high documentation and work quality standards.
- Support the Head of Projects in monitoring and controlling project budgets and indicators, including consortium dashboards and cost estimation.
- Develop and communicate the department's vision, goals, and strategies to ensure alignment with organizational objectives.
- Prepare and monitor comprehensive short- and long-term plans for the Engineering Pool’s team, encompassing assessments, implementations, and transportation plans.
- Allocate resources, manage budgets, and closely monitor project timelines for efficient resource utilization.
Objective 3. Reporting
- Actively contribute to the writing of technical documents related to the design and implementation of technical activities, including terms of reference, technical studies or surveys, tender reports, Memorandum of Understanding (MoU), announcements, and technical evaluations.
- Ensure the accuracy of project documentation by preparing detailed technical reports, engineering forms, and timely progress updates.
- Write internal reports for submission to the line manager, providing comprehensive insights into project developments and status.
- Document minutes with clear conclusions, recommendations, and action points resulting from meetings or field visits, facilitating effective communication within the relevant department.
Objective 4: Human Resources Management
- Provide strong leadership and guidance to the engineering team, ensuring alignment with the organization's mission and objectives.
- Offer administrative and operational support to the engineering team, fostering an environment conducive to efficient project execution.
- Monitor and track team leave plans, reviewing and approving leave applications to maintain operational continuity.
- Support, promote, and follow up on teamwork among technical project Engineer, fostering a collaborative work culture.
- Participate in, and if necessary, review job descriptions of technical members during recruitment processes.
- Prepare technical tests for new vacancies in the department and lead the technical evaluation process, including test corrections and the technical segment of interviews.
- Conduct team evaluations at least once a year, providing constructive feedback for professional development.
- Facilitate capacity building for the engineering team through the provision of technical trainings to enhance skillsets and knowledge.
Objective5: Innovation and Creativity
- Lead exploration and implementation of innovative engineering solutions for complex challenges.
- Foster a culture of creativity within the team, encouraging inventive technical designs.
- Actively engage in research and development initiatives to advance technical capabilities.
- Integrate sustainable practices into engineering interventions for environmental responsibility.
- Facilitate cross-disciplinary collaboration to infuse creativity into project solutions.
- Implement an idea-sharing platform to encourage team members to contribute innovative ideas.
- Support continuous learning for the team, fostering adaptation to new and creative approaches.
- Establish a recognition system for innovative solutions, encouraging a culture of excellence.
- Other duties, translation and driving through the West bank and field sites.

The Candidate profile:
- University degree (BA in civil engineering, or related field. Advanced degree preferred.
- Minimum 5 years of hands-on experience in designing, implementing, and supervising engineering interventions, coupled with expertise in engineering team management.
- Familiarity with humanitarian or emergency programming is advantageous, and experience in Monitoring and Evaluation of programs/activities is also a positive attribute.
- Varied experience overseeing diverse construction, non-construction, and infrastructure projects, handling planning, implementation monitoring, reporting, and expense management.
- Proven ability to efficiently manage teams and resources for optimal project outcomes.
- Extensive background in collaborating with international NGOs and relevant stakeholders, with a focus on emergency and development projects.
- Knowledge of different geographical contexts in Palestine, including expertise in Area C and its associated implications.
- Exceptional organizational skills, delivering tasks on time and maintaining high quality in challenging contexts.
- Proficient in managing documentation processes with a commitment to stringent quality standards.
- Adept at using relevant software and tools for technical design, project management, and documentation.
- Detail-oriented and precise in handling documentation and coordinating project activities.
- Strong interpersonal skills for effective teamwork and liaison with diverse stakeholders.
- Solution-oriented mindset with the ability to address challenges encountered during project execution.
- Flexibility and adaptability to meet evolving department requirements.
- Excellent communication and organizational skills.

- Possession of a valid driving license with proven driving skills.
- Good understanding and application of principles related to the environment, climate changes, gender, safeguarding, and work safety.
- Proficiency in English (spoken, read, and written) and Arabic (spoken, read, and written) is mandatory for this role.
- Proficient in AutoCAD, GIS, MS-Project, and Microsoft Office applications. Experience with WaterGEMS, SewerGEMS, and 3D modeling software is an added advantage.
- Ability to travel in West Bank and stay overnight.
