Technical Engineering Manager
For a period of 12 months with possibility of extension
General Objective
The overall responsibility is to contribute significantly to the organization's mission by upholding the highest standards of engineering excellence, team management, and stakeholder engagement by leading the Engineering department in technical specifications, drawings, and the effective implementation of activities in the field, and facilitating data collection, conducting thorough technical assessments, and managing the engineering team, and handling reporting responsibilities.
Objective 1: Project Coordination
- Collaborate across departments for project integration.
- Coordinate with stakeholders for inclusive design.
- Provide technical support during the proposal stage.
- Represent AAH in technical meetings.
- Develop fact sheets and analyses for reporting.
- Prepare and share preliminary design layouts.
Objective 2: Project Planning, Design, Implementation, and Evaluation
- Develop and communicate departmental vision and strategies.
- Prepare and monitor comprehensive project plans.
- Oversee project assessment, design, and implementation.
- Manage resources, budgets, and timelines.
- Provide technical guidance and support to the team.
- Develop and revise technical designs.
- Identify and mitigate project risks.
- Conduct monitoring visits and surveys.
- Ensure quality standards and stakeholder satisfaction.
Objective 3: Reporting
- Contribute to writing technical documents and reports.
- Ensure accurate project documentation and progress updates.
- Write internal reports and document meeting minutes.
Objective 4: Human Resources Management
- Provide leadership and support to the engineering team.
- Monitor team leave plans and support recruitment processes.
- Conduct team evaluations and facilitate capacity building.
Objective 5: Innovation and Creativity
- Lead innovative engineering solutions and research initiatives.
- Foster a culture of creativity and sustainable practices.
- Encourage idea-sharing and continuous learning.
Objective 6: Other Duties
- Translation work.
- Driving within West Bank base and field sites.

- University degree (BA in civil engineering, or related field. Advanced degree preferred.
- Minimum 5 years of hands-on experience in designing, implementing, and supervising engineering interventions, coupled with expertise in engineering team management.
- Familiarity with humanitarian or emergency programming is advantageous, and experience in Monitoring and Evaluation of programs/activities is also a positive attribute.
- Varied experience overseeing diverse construction, non-construction, and infrastructure projects, handling planning, implementation monitoring, reporting, and expense management.
- Proven ability to efficiently manage teams and resources for optimal project outcomes.
- Extensive background in collaborating with international NGOs and relevant stakeholders, with a focus on emergency and development projects.
- Knowledge of different geographical contexts in Palestine, including expertise in Area C and its associated implications.
- Exceptional organizational skills, delivering tasks on time and maintaining high quality in challenging contexts.
- Proficient in managing documentation processes with a commitment to stringent quality standards.
- Adept at using relevant software and tools for technical design, project management, and documentation.
- Detail-oriented and precise in handling documentation and coordinating project activities.
- Strong interpersonal skills for effective teamwork and liaison with diverse stakeholders.
- Solution-oriented mindset with the ability to address challenges encountered during project execution.
- Flexibility and adaptability to meet evolving department requirements.
- Excellent communication and organizational skills.
- Ability to work under pressure and contribute effectively as a team member.
- Possession of a valid driving license with proven driving skills.
- Good understanding and application of principles related to the environment, climate changes, gender, safeguarding, and work safety.
- Proficiency in English (spoken, read, and written) and Arabic (spoken, read, and written) is mandatory for this role.
- Proficient in AutoCAD, GIS, MS-Project, and Microsoft Office applications. Experience with WaterGEMS, SewerGEMS, and 3D modeling software is an added advantage.
- Ability to travel in West Bank and stay overnight.
COMPENSATION PACKAGE:
ILS 133,628 gross/ year divided in 12 payments and based on experience. In addition, Action Against Hunger covers food and transportation allowances for a fully worked month.
