Technical (Health, Safety and Cost Reduction) Training
Program Background
Given the ongoing situation in Gaza, Oxfam GB and partners believe that humanitarian aid interventions have to be coupled with longer-term economic recovery approaches. In this regard Oxfam GB commissioned a detailed market assessment that was undertaken in September 2010.The market assessment commissioned focuses on identifying sectors that provide greater opportunity for vulnerable and poor households to generate sustainable livelihoods and quality employment, and support the development of the local Gazan economy. The three sectors were selected (food processing, dairy and ICT).
The ultimate goal of the ongoing program is to contribute to economic recovery and socio-economic empowerment of youth, small scale producers, processors and ICT businesses in the agriculture, dairy and ICT sectors in the Gaza Strip.
SEC seeks a local training provider (individuals) to deliver technical training in hygiene and safety for Palestinian Food Industries Union (PFIU) members. The training aims to enhance the members’ capacity building and technical knowledge regarding food safety and hygiene. A total of 5 training-days will be delivered to the targeted group where 3 days dedicated to hygiene and safety while 2 days for cost and waste reduction.
Objectives
The main objective of this consultancy is to provide transferable skills for PFIU members and equip them with the capacity and technical knowledge to produce high quality food products and ensure survival and success in the future.
The transferable skills will be delivered through 5 training days covering two main topics as outlined below:
First topic (3 training days): Health and safety covers but not limited to the following:
-Introduction about health and safety.
-Health and safety requirements, procedures and skills.
-Health and safety in manufacturing inventory, production line and for workers.
-Tools and equipment used for health and safety
-Methods for preventing food pollution.
-Case study for health and safety.
Second topic (2 training days): Cost and Waste reduction addresses but not limited to the following:
-Introduction for cost and waste reduction.
-Techniques for cost and waste reduction in food processing factories.
-Case studies for cost and waste reduction.
The trainers is expected to utilize various tools and methods during the training including case studies, games, group discussion and other analytical tools as deemed necessary.
Timeframe:
The expected timeframe to deliver the 5 training days: [end of April or first week of May 2014]. The training will commence upon signing the contract with the consultant and will end by the satisfactory submission of the deliverables outlined in the TOR.
Deliverables
According to the above listed service, the trainer will be asked to submit the following deliverables:
-Conducting 30 training hours.
-The training materials for each topic.
-A comprehensive training report.
-One original copy of the health and safety standard requirement toolkit should be delivered for SEC before starting the training.
Trainer minimum qualifications
The trainer should be specialized in conducting trainings with processed food factories with evidenced experience in providing such services in:
-Solid experience in health, hygiene and safety for processed food in the Gaza Strip context, (At least 3 years experience).
-Relevant experience in cost and waste reduction for processed food factories.
-Relevant experience in technical training.
The technical offer should include the trainer’s name with the CV's. Please note that the offer should include only the training hour rate and training materials cost; as all the logistics for the training will be provided by SEC.
Interested consultants are required to submit their technical and financial proposals; the technical proposal must include: training approach, detailed description of the mentioned training topics including (the training sessions contents, duration, and purpose), the action plan and CVs clarifying related experience.
Payment Request
The payment is lump-sum base 100% contingent upon successful completion of the Scope of Work and approved final report by SEC and OGB.
Budget
Please submit the budget for the proposal In ILS.
Criteria of selection:
Proposals will be evaluated based on the technical approach and the financial proposal according to the following percentages:
-Technical approach: 80%
-Financial proposal: 20%
Only the qualified proposal will be selected and will be sent a written notification.
Proposal submission:
The trainers are asked to submit technical and financial proposal to SEC Gaza office – Abu Ghalion building (2), 5th floor on Saturday 19/4/2014 before 3:00 pm.
The information needs to be submitted to SEC in two sealed separated envelopes, one for technical proposal and one for financial proposal.
