Technical Officer
OBJECTIVES OF THE POSITION:
Under the responsibility of the Project Manager, the Technical Officer will support the implementation, supervision, monitoring, communication, coordination, and evaluation to ensure quality implementation of the project " Fostering multi-stakeholders mobilization for the inclusion of persons with disabilities in their community in marginalized areas of West Bank implemented by Handicap International and local partners and funded by MOFA Luxemburg and EU / NSA.
THE ORGANIZATION:
With over 30 years of experience, Handicap International (HI) is an independent and impartial aid organization, currently active in 60 countries, working in situations of poverty and exclusion, conflict and disaster. It works alongside people with disabilities (PwDs) and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
HI has been present in the Middle East since 1987 and currently operates in Egypt, Iraq, Lebanon, Jordan and Palestine, with a regional office based in Amman, Jordan, and field offices in each country. In Palestine, HI has been active since 1996 and works in both Gaza and West Bank, through several projects funded by the European Commission (EC), the Ministry of Foreign Affairs of Luxembourg (MOFA Lux), the Canada Department of Foreign Affairs Trade and Development (DFATD), the French Development Agency (AFD), and Caritas Germany. It annual budget for 2014 is more than 1.5 million Euros, and it employs more than 20 nationals and one international staff, divided in 3 offices (Jerusalem, Ramallah and Gaza).
RESPONSIBILITY:
1.1 SPECIFICALLY LEAD THE FOLLOWING ACTIVITIES WITHIN THE PROJECT:
Responsible for the implementation of the activities related to the expected result: Multi CBR programs have increased capacities to refer and facilitate the inclusion of PWDs into mainstream socio-economic services at the community level, and according the project log-frame
Responsible for the implementation of the activities related to the expected result: Services provided by physical rehabilitation centers in the State of Palestine are based on a user-centered approach, and collaboration and referral mechanisms between key stakeholders are improved; and according the project log-frame
Responsible for the implementation of the activities related to the expected result: Key socio-economic services in the target areas have increased the inclusion of disability and PWDs in their work, and according the project log-frame
Technical support for the DMA in the implementation of the activity related to expected result: Multi-stakeholder working groups (MSWGs) of service providers, local authorities, DPOs/SHGs, Community-Based Organizations (CBO) and Community-Based Rehabilitation (CBR) actors jointly assess the situation of PWDs and plan for their inclusion at local level, and DPOs/SHGs have increased capacities to promote the inclusion of PWDs into mainstream socio-economic services and effectively contribute to multi-stakeholder planning processes at local level
Support the PM in providing support to partners teams to ensure project services provision as planned.
Technical Support to the PwD and DPOs to design an awareness campaigns and/or organize initiatives with relevant authorities on the rights of PWDs regarding access to services.
Participate in the continuous spread of HI technical resources on rights of PWDs, empowerment of PWDs among stakeholders partners.
Follow up partners monthly progress in line with the project action plan.
Ensure partners teams are using the project assessment tools timely and adequately as frequent as planned
Provide support to partners teams supervisors to ensure organized users manual and computerized filling system at the partners location.
Report to the PM on partners monthly progress using the different project monitoring tools (statistical and narrative reports, data base, partners monthly expenses follow up sheet).
Follow up and facilitate for on the job training days implementation by local consultants to partners teams on bi-monthly basis.
Support PM in organizing HI follow-up and coordination field visits to partners and activities.
Support partners to identify selection criteria for the Municipalities and MSWG in the two targeted governorates.
Ensure partners teams intervention is in line with services quality criteria and principles.
Conduct monthly coordination and technical exchange meetings with partners.
Conduct training needs assessment to partners teams.
Identify training needs and implement as possible during the monthly meetings with partners teams.
Prepare the technical part of the ToR for recruiting a specialized consultant.
Follow up and supervise the recruitment of the consultant process.
Liaise and support the recruited consultants
Conduct weekly technical support and follow up field visits to partners
Identify any technical or documentary resources or additional skills for guaranteeing the quality of the project.
1.2 ORGANIZE THE ACTIVITIES FOR Multi CBR programs have increased capacities to refer and facilitate the inclusion of PWDs into mainstream socio-economic services at the community level, and according the project log-frame
Support the conduct of a central training on the new WHO CBR guidelines for supervisors/team leaders from 2 governorates of existing CBR programs, with a focus on socio-economic services and a focus on a training of trainers. This training will outline the crucial role of CBR within the rehabilitation sector and processes, including the identification of PWD, the referral of PWD to existing services, in particular socio-economic services, and the sharing the information at the local level.
Follow up with CBR manager to prepare and submit the action plan (in 2 governorates) for training of CBR workers
Follow up the implementation of the training courses for CBR workers
Support CBR workers in identification of PwDs, assessment of their needs and provision of information on existing services in WB
In WB, Support CBR workers to enhance referrals to existing services, in particular socio-economic services this involves: i) Mentor CBR Managers to develop and improve job description of CBR workers; ii) On-the-job support for the updating on internal referral systems.
1.3 ORGANIZE THE ACTIVITIES FOR Services provided by physical rehabilitation centers in the State of Palestine are based on a user-centered approach, and collaboration and referral mechanisms between key stakeholders are improved
Support the strengthening the implementation of the UCA within rehabilitation centers
Support in conducting needs assessment workshop to identify priorities and needs within targeted rehabilitation centres, After an assessment of the needs and demands of the staff, technical training will be designed and implemented, and will be complemented by on-the-job training and clinical supervision.
Support the design of six modules of formal technical training and implement for upper management staff in the rehabilitation centers.
Support the design of advanced formal technical training modules and implement for key professionals (primarily physical therapists and occupational therapists) and Social workers to continue to support the implementation of the user-center approach.
Draft the ToRs for the physiotherapy and occupational therapy consultants who are going to implement the trainings
Identify for local and international consultants to hold the training
Prompt the implementations of the user centered approach within the rehabilitation centers (HI partners) in the West Bank
Support the strengthening the cooperation and coordination between rehabilitation service providers and DPOs through the existing UCA Steering Committee
Support the updating referral systems and policies at central level in West Bank
Support the establishment of the User Centered approach Steering committee.
Provide technical support to the DPOs.
Provide technical support to the steering committee.
Field visits to the rehabilitation centers for follow up the progress on the activities
1.4 ORGANIZE THE ACTIVITIES FOR Key socio-economic services in the target areas have increased the inclusion of disability and PWDs in their work, and according the project log-frame
Technical support to the awareness raising activities in targeted communities towards CBOs and SPs based on the results of participatory situation assessment of inclusion of PWDs
Technical support to the capacity-building of (mainstream and socio-economic) service providers and CBOs on disability and improvement of inclusion of PWDs into their services
Technical support and evaluation of the implementation of pilot initiatives in the West Bank promoting a greater access of PWDs to mainstream services
Support the Identification and dissemination of good practices and lessons learned from disability-inclusive pilot initiatives
JOB REQUIREMENTS:
The position is based in Ramallah
Ability to work under pressure in an unstable and changing environment
Good skills in organization, co-ordination and the transfer of knowledge are essential. The person must be able to work independently and without constant supervision.
Excellent communication skills and a commitment to team work are essential to ensure cohesion with other program and partner staff
Flexibility, ability to take initiative and make decision
Good Organizational skills/ Proactive
High Level of written and verbal skills English and Arabic
Ability to work in a team / Group leadership
TECHNICAL SKILLS:
-Fluent in both written and spoken English
-Excellent computer skills, especially in the use of publisher and Access
-Knowledge of project cycle management, especially logical frameworks
-Experience in designing and implementing training
-Experience in the development sector is an asset
-Willingness to travel to the field
EDUCATION AND EXPERIENCE:
At least 5 years professional experience in working in the disability field
Bachelor Degree in Occupational Therapy
