Senior Coordinator for the Mental Health and Psychosocial Technical Unit in Gaza, occupied
Closing date: 15 June 2010
Location: Gaza City
WORK ASSIGNMENT
Purpose of the assignment:
To manage and coordinate the Mental Health and Psychosocial Technical Support Unit in Gaza through the provision of technical support and coordination to mental health and psychosocial service providers, as well as to the Mental Health and Psychosocial Support (MHPSS) Working group in Gaza.
General:
-Monitor and evaluate the Technical Unit program implementation and results
-Network with main stakeholders in the Gaza Strip, including the government and the MHPSS Working group
-Manage the day to day running of the Technical Unit
-Manage, coordinate and supervise the staff of the Technical Unit
-Supervise and monitor the budget at project level.
Technical:
-Develop, coordinate and periodically evaluate the mapping of the Mental Health and Psychosocial actors in the Gaza Strip
-Assist the members of the MHPSS Working group and relevant actors in developing , monitoring and implementing an effective MHPSS Referral system
-Develop an MHPSS Resource Centre in Gaza City which meets the needs of all MHPSS actors in Gaza
-Reinforce coordination between the psychosocial and the mental health groups, ensuring adherence to the IASC Guidelines on Mental Health and Psychosocial support in Emergency settings
-Liaise with, and provide technical support if required to the Gaza MHPSS Working Group
DELIVERABLES
-Fully developed mapping tool, online, with a reporting system in place, user manual and maintenance protocol
-Functioning and appropriate referral system in place and in use by MHPSS actors based on the mapping system referred to above
-Training modules and manuals for the dissemination of mapping and referral system
-A Resource centre, offering a range of services and information on capacity building opportunities in the Gaza Strip, studies carried out and information relating to MHPSS, for all the actors in Gaza and outside.
PROFESSIONAL COMPETENCE AND EXPERIENCE
Significant experience in:
-The provision of mental health and psychosocial services in humanitarian contexts, in particular with vulnerable population such as children and families, older people and persons with disabilities
-Mental health care management and participatory action methodologies at community level
-Planning, monitoring, evaluation and reporting skills
-Understanding and working with governmental structures in developing countries – as well as a good knowledge of UN agencies and NGOs
-Understanding of the Middle East political and economical situation, particularly the Israel/Palestinian conflict
-Previous experience in building a mapping system and/or a medical or psychosocial referral system would be a plus.
PERSONAL COMPETENCE
-Strong skills in interpersonal relations, networking and communication, and ability to engage and form effective working relations with counterparts
-Ability to work under pressure
-Ability to sell the project to stakeholders, including the government, winning their confidence
-Ability to run meetings, organize workshops and train
-Good organizational skills. Excellent writing and analytical skills
-Good negotiation skills, with qualities of persistence and neutrality
-Strong computer skills, including database systems management (Access…)
OTHER
Education: University Degree in social sciences, psychology, public/community health care management, or other related fields
Work experience: Minimum of 10 years relevant professional work experience in mental health and psychosocial support and particular experience in humanitarian recovery programs.
Languages: Fluency in English. Arabic would be a plus.
Duration of the contract: 6 months from July 1st to December 31st 2010
