Job Title: Strategic Planning Consultant/trainerVacancy
Introduction:
The Modern Community College (MCC) has received a grant from the Accreditation and Quality Assurance Commission (AQAC)-Ministry of Education and Higher Education Funded by the World Bank and the European Commission (EC), to implement the project of “ Enhancing Self- Assessment and Strategic Planning in Palestinian Higher Education Institutions “ and intends to apply part of this to recruit for highly qualified Strategic Planning Consultant/trainer.
Assignment Objective:
Modern Community College is considering the selection of a highly qualified Strategic Planning Consultant/trainer to be part of the small core staff responsible to provide strategic planning guidelines
and hold training courses to ensure that the Project is being implemented according to the submitted and approved Grant Implementation Plan (IP) Main Tasks and Responsibilities:
1. Ensure the successful implementation of the project through preparing project implementation plan and providing adequate following up for the project activities.
2. To provide the Project Manager with a suggested action plan with tasks and schedule in correspondence with the implementation plan and budget.
3. To evaluate the extent to MCC and Al-Umeh have achieved their overall and immediate objectives.
4. To analyze thorough implementation process of institutional system and to highlight good practices and lessons learning
5. To train and increase the awareness of all staff members involved in the Project including administrative staff members, full time and part time instructors in the both institutions on strategic planning methods
6. To chart out the institution planning process and guidance through timelines for best practices planning values and to review, revise validate the institution mission, vision, and value through expert facilitation process and accurate definition of the institution
7. help in preparing a package tool-kit of guidelines approach and tools for the institution future self assessment process
8. To provide necessary recommendations to serve as basis for the Strategic Planning process
9. To review the institution set of goals for developing the best plan framework through expert facilitation time
10. Used efficiently and template for planning terminology in order to reach the strategic priorities.
11. To perform and formulate SWOT analysis report using participatory approach
12. Develop action plans and progress based on criteria and priorities.
13. Preparing training materials.
14. Working within the concepts of trainer.
15. Conducting training courses for targeted groups.
Deliverables:
- Inspection report: this includes Revision the mission, vision, and objectives of both colleges.
- First progress report: This includes lists of training courses & ompletion of training courses in strategic
planning process including training materials (soft and hard copies) in Arabic language.
- Second progress report: This includes conducting SWOT analysis.
- Third progress report: This includes developing a system to conduct the strategic planning process
including both the academic and administrative.
- Forth Progress reports shall include the documents of the institution capacity of self-assessment.
- Final progress report indicating obstacles, lessons learned and recommendations.
Required Competencies:
• BSc. in Management, strategic studies Engineering or any other related field, (master degree is a asset)
• A minimum of three years of professional experience in the field.
• Excellent organizational skills, ability to manage multiple priorities and proven capacity to work well under pressure and meet deadlines
• High degree of independence and flexibility
• Excellent communication and team work skills.
• Excellent Command of English Language.
• Excellent reporting and formal writing skills.
• Excellent computer skills.
Place of Work: Modern community College
Time Frame: The duration of the assignment is 4 months
Contract: Lump Sum Contract
