Thematic Evaluation Consultancy
Purpose & Scope:
ActionAid Palestine is seeking a qualified woman consultant to undertake a thematic evaluation of Women for change project: supporting women's goals and livelihoods in Southern Hebron. The evaluation aims forexploringthe existing and potential links between work on women’s economic justice and violence against women. This work has the potential to inform ActionAid’s conceptual framework for programming on women’s rights in Australia and internationally, and to provide guidance tools to support ActionAid staff and women in communities to develop their visions and activities for change.
Expected deliverables:
-Desk review of relevant literature (researches, studies, evaluations…etc.) concerning the correlation between the economic justice and aspects of VAWG in the Palestinian context
-Conduct three FGDs and at least six in-depth interviews with women to triangulate data and document case studies.
-Country level report drafted, verified with stakeholders, finalised and shared with AAA
-Relevant sections of draft synthesis report verified with stakeholders and feedback shared with AA
Prerequisites for accepting Consultants offers:
Technical offer:
-Provide evaluation plan and timeframe for completing the assignment no later than 30th of May, 2016
-Curriculum Vitae of women consultants who possess relevant consultancy experience – please make a reference to other consultancy assignmentsin the same field
-At least one sample of evaluation work conducted by the applicant related to women’s rights, VAW, GBV…etc.
Financial offer
-Prices must be VAT exempted. Otherwise 5% income tax deduction from the total cost for local individuals who are not registered at official quarters.
-The Consultant has to provide a valid deduct from source letter.
-Prices must be in US Dollars valid for 30 days from the closing date.
Consultant capacities:
-Experience managing evaluations of women’s empowerment programs with a specific focus on VAWG and women economic empowerment
-Proven research and evaluation experience and technical analysis of data (quantitative and qualitative)
-Strong understanding of HRBA approach and women’s empowerment programming
-Strong English language and report-writing skills
-Community facilitation skills in line with participatory approaches guidelines and AA’s ALPS manual
-Understanding of methods for rigorous qualitative data analysis
-Good understanding of the context in south Hebron communities in terms of Israeli policies in area C and in particular those in relation to women’s rights violations
