1-Background:
Persons with disabilities (PWDs) comprise at least 15 % of the global population, with approximately 80 % living in developing countries. Thereby, women with disabilities (WwDs) face the "intersection" of gender and disability, which combines to create a particular experience of discrimination, distinct from those of non-disabled women or men with disabilities, which also impacts on their political participation. The United Nations Development Program (UNDP) ranked the Arab World as the second-lowest region in the world on the Gender Empowerment Measure; this indicates the lack of relevant knowledge and skills in WwDs and their organizations as regards to disability rights, gender and political processes and mechanisms and effective means of advocacy for their political rights.
Due to this discrimination against women with disability and the lack of organizations that target this issue, Stars of Hope Society (SHS) was established as an effort to address the needs of women with disability and support them in realizing their rights. Since its foundation in 2006, SHS has been eager to increase awareness about women with disability, their status, reality and needs as an endeavor to promote equality in education, employment and all walks of life. Furthermore, SHS has been successful at increasing the awareness of women with disabilities on their rights, as well as building their capacities and developing their professional skills to increase their chances on reaching out for equal job opportunities.
2-Project Context
The project will enhance the access of people with disabilities access to medical and rehabilitation services which will develop their health maximize their functionality, increase their independence and social integration aiming at improving the people with disabilities quality of life. The project is therefore focusing on two demotions; the first is on direct intervention where urgent needs of People with disabilities will be met through provision of qualitative and comprehensive medical and rehabilitation diagnostic, referral and therapy professional services, including family training, provision of the medications, tests, and technical assistive aids and devices. In addition to create integration opportunities to people with disabilities in the social life, and educational system, plus the social change activities toward people with disabilities, and their rights. And the second, on rights based approach awareness, capacity building of the local partner HWC staff working in rehabilitation, promotion of rights of persons with disabilities as well as training the women with disabilities on rights and conventions, support to implementation of community women with disabilities advocacy initiatives highlighting needs and rights of PWD with specific attention to women with disabilities as being the most marginalized and are in greater need for support and inclusion.
3-Scope of Work
Given the restrictions WwDs face due to their disability and gender, access to information and service providers, documenting the challenges of WwDs as faced in their daily lives (through a film) and during accessing work and public services locations plus behavioural and attitudinal restrictions will be a good tool for advocating for the rights of this group and highlight the issue to decision makers and stakeholders. Stars of Hope Society is therefore seeking an expert production advertisement company to implement an Advocacy Documentary Film on Women with disabilities from different location in Hebron. See section 5, in addition to producing a booklet on a topic related to a thematic area of an issue facing women with disabilities, the main topic will be discussed with SHS staff and the selected party before signature of the contract.
4-Profile of the Company, Group
-Profound knowledge in casting and filming.
-Strong ability to approach marginalized women and reflect their stories in technical manners
-Ability to convert challenges in daily life of disabled people into real visual image or video.
-Familiarity with accessible formats and sign language translation as demanded by PwDs.
-Profound knowledge in casting, animations, edition and final submission of film materials.
5-Work Description
The documentary film shall be produced within the following main criteria:
-Duration of Film to be from maximum 12-15 minutes
-Targeted persons: 3-5 Women with disabilities and 2-3 organizations offering services.
-Location of filming: 3-5 Locations in Hebron Governorate (Halhul, Dair Samet, Idnah, Beit Ula and Sa’er)
-Subject of the film: see context above; the film will document and reflect the sufferings of several women with disabilities in their daily lives this will include insight on availability and quality of education and health services as well as transport and access issues. The same image will be also commented on from organizations side; Health work committees in Halhul will comment as well as the Union of disabled persons in Hebron, Ministry of Health or other titles to be assigned later all from Hebron City.
-Language of Film: Arabic
-Highly accurate English translation provided
-Film must include sign language interpretation including the fees of a sign language interpreter.
-Film must be delivered also in the form able to uploaded on You tube channels and social media outlets.
-Production of 400 DVD copies with proper label and cover
6-Time Frame
The Movie shall be ready for public release MAXIMUM by March 10th 2014.
7-Instruction to Applicants
-Questions: Technical assistance is limited to answering questions regarding clarification of any article. Submit all questions at the SHS email provided at the top of this TOR.
-Offer Content Requirements: All offers must be submitted in the following format and include all of the required information.
-Applicant Information: On a cover sheet to the offer, provide the official name, address, phone number and email address of the applicant, as well as the name of the principal contact person and the name of the person authorized to execute the contract.
-Project Description/Work Plan: Provide a summarized description of the services to be provided. See section 5. Work Description
-References: Provide a minimum of three references of current clients, complete with personal contacts, phone numbers and addresses, of companies for which the individual/organization has performed similar services.
8-Review of Proposals
-A review team designated by the SHS Executive Director will evaluate all proposals.
-A final decision on this matter is expected to be made no later than January 30th 2014.
-Proposals will be reviewed in accordance with the following weighted criteria:
-The proposed approach to the task.
-The level of experience of the individual(s) identified to work on this project
-The individual’s/organization’s experience with similar projects
-The sample designs of previous similar works. i.e. You tube published works
-The total proposed cost of the project
9-Conflict of Interest
-Applicants agree that they or their employees do not currently have, nor will they have, any conflict of interest between themselves, and the SHS or SHS-funded projects or collaborating partners in Palestine. Any perceived or potential conflict of interest must be disclosed in the proposal.
10-Contractual Agreement
-The SHS will issue a contract/letter of agreement with the selected applicant.
-The manner and time of payment will be addressed in the contract/letter of agreement.
11-Rights Reserved to the SHS
The SHS procurement officer reserves the right to reject any and all proposals or to waive any irregularities and omissions if, in its judgment, the best interest of the SHS will be served.
Closing date: The completed technical and financial proposal must be received no later than 3:00 p.m. January 28th 2014. Please write on the outer envelope the following sentence:
