Formative Evaluation Consultant

Introduction

Hisham Hijjawi College of Technology (HHCT) has received a grant from the Quality Improvement Fund (QIF) - Education to Work Transition Project- Ministry of Education and Higher Education and funded by the World Bank for the project entitled: "Development of the Auto Mechatronics Diploma Program". The project is designed to upgrade program curriculum and infrastructure and build the capacity of the academic staff in partnership with private sector employers. It aims also to enhance students’ employability and strengthen collaboration between TEIs and private sectors employers. Accordingly, HHCT seeks the selection and employment of a Formative Evaluation Consultant.

Assignment Objective:

HHCT is considering the selection of a professional and qualified consultant to be part of the consultation team, who will be responsible for conducting evaluations of the implemented curriculum of the Auto Mechatronics Program including students’ placement after each semester of the diploma program.

Tasks and Responsibilities

Formative Evaluation Consultant will be responsible for the following tasks:
-Review the needs assessment reports, and the upgraded curriculum including the final report,
-Design and implement proper methodology to conduct this assignment, (evaluation tools for Auto Mechatronics curriculum, including learning modules, students’ practical training (internship), satisfaction of private sector and academic staff feedback). The  evaluation tools should match newly adopted approaches for teaching and learning,
-Design and implement effective evaluation plan showing all components to be evaluated,
-Conduct the 4 evaluations of the implemented courses and students placement after each semester (this will include students, academic staff and private partners satisfaction, academic achievements, measuring the fulfilling of the outcomes, etc), 
-Preparing evaluation reports after each semester and presenting them to the project director and steering committee,
-Define new trends and evaluation procedures to evaluate the students’ internship and practical training courses, including planning, following up and evaluation system).

Deliverables:
- Detailed action plan for developing and submitting the deliverables of the assignment (including methodologies and evaluation tools),
-Detailed report after conducting each evaluation per semester, i.e. 4 reports,
-Detailed report on the new internship methodology including planning, following up and evaluation).
-Final Comprehensive Report documenting the whole conducted activities including but not limited to: implemented activities, surveys, findings, recommendations, proposed actions, current needs and lessons learnt.

 

Qualifications and Skills

Qualified consultant should hold the following:
-At least a BSc degree in electrical, mechanical or mechatronics engineering. A Master degree in educational administration or any related discipline from a recognized University is a plus,
-Proven experience in conducting similar assignments,
-At least three years working experience in TVET sector,
-Experience in M&E, quality and curriculum development,
-Fluency in Arabic and English,
-Excellent report writing skills.

Time Frame: The expected level of effort for the Formative Evaluation Consultant is estimated as 40 working days within the period from October 1st 2015 till May 30th 2017.
