for a Needs Assessment of availability and quality of psychosocial services in East Jerusalem

Geographical coverage: Nine neighbourhoods in East Jerusalem, occupied Palestinian territory:   Jabal al Mukabiir, Ath Thuri, Silwan, Ras ‘Amud, At Tur, Al ‘Isawiya, the Old City and two other locations to be determined later.

Background   

War Child (WC) is an independent and impartial international non-governmental child right’s organization investing in a peaceful future for children and young people affected by armed conflict. We strive to empower children and young people, while enabling adults to bring about positive and lasting change in the lives of conflict affected children and young people. `WC has been working in the oPt since 2004, and has an office in Jerusalem and in Gaza.

The action takes place in the framework of the EU East Jerusalem Programme “Advancing the Rights of Vulnerable Palestinian Women and Children in East Jerusalem” Project implemented by War Child and funded by the European Union in partnership with the Heinrich Boell Foundation.

Through this  action, War Child aims at training coaches to implement quality creative psychosocial support services and leisure activities, building capacity and creating spaces to ensure adherence to child safety standards and children’s rights standards, and raising awareness on the rights of all children to psychosocial support, sports and leisure activities. This corresponds with the specific objective ‘Advancing the rights of vulnerable groups including rights of women, children, persons with disabilities and older people’. According to the UN Convention of the Rights of the Child (CRC, 1989) ‘children affected by any form of neglect, exploitation, or abuse […] any other form of cruel, inhuman or degrading treatment or punishment, or armed conflict are entitled to physical and psychological recovery and social reintegration’ (Article 39). ‘These rights apply to all children without discrimination of any kind, irrespective of the child's or his or her parent's or legal guardian's race, color, sex, language, religion, political or other opinion, national, ethnic or social origin, property, disability, birth or other status’

(Article 2). Furthermore the CRC highlights the specific situation of children with disabilities stating that ‘a mentally or physically disabled child should enjoy a full and decent life, in conditions which ensure dignity, promote self-reliance and facilitate the child's active participation in the community’ (Article 23)

The psychosocial needs of the children and how the context affects their lives needs to be investigated to inform current and future programming. 
In this needs assessment the locations, CBO’s and target groups to work with will be identified. This means this assessment will need to look at which CBO’s are able and interested to implement quality psychosocial activities and can benefit from support to increase their accessibility for girls and children with disabilities as well as to be a safe place for all children in the respective community. Also, it will assess the availability and capability of CBO’s in the targeted areas to carry out the project activities, in addition to assess the needs and priorities for the rehabilitation of safe play spaces.
 
This assessment phase will also include the establishment of a baseline for the project as to measure at the end of the project what has been the impact of the capacity building of the CBO’s, the efforts to increase accessibility and the psychosocial support given to the children. For this assessment tools will be developed as part of the assessment phase.



Purpose And Objectives   

The main objective of the psycho-social Needs assessment for East Jerusalem  will be to;
1-Assess the psycho-social needs, with a special focus on children and children with disabilities and young people, affected by the on-going conflict.
2-Map existing formal and informal resources for psycho-social support services for children and vulnerable young people in the targeted locations, especially existing community based organizations/associations.
3-Assess the capacity of the recourses/ Community based organizations
4-Collect relevant data and information on the current psychosocial interventions and how they are responding to the needs of the children; assess the tools and resources used on their cultural appropriateness.
Scope of work   

The assessment will focus on the following:
1-Describe the nature, context of the children and young people in the nine targeted locations in East Jerusalem.
2-Investigate the psycho-social needs for the children and children with disabilities in the targeted locations.
3-The situation of youth in the targeted locations
4-Girls participation
5-Existing Child Friendly Spaces (CFSs) in those communities and the effectiveness of those CFSs
6-Explore the on-going social, economic and political rehabilitation, to strengthen psycho-social support interventions.
7-What capacity exists in the community & civil society organisations to address psychosocial support, including specialized care for children with disabilities? What are the community mechanisms/networks with grass root presence who could be a potential partner for War Child and implementing partners?
8-Identify new areas of programming that need to be integrated into the current psychosocial intervention.
Coverage & Methodology


The study will cover the nine neighborhoods  in East Jerusalem mentioned above.
Focus group discussions and Key informant interviews should be part of the assessment and will be  conducted with Child Protection actors, that include government officials and civil Society organizations, community based groups, youth and Children will also be interviewed and other community activists.

Qualifications, Skills, and attributes

Companies and individuals are encouraged to apply.
1-Advanced University Degree in Social Sciences, international relations, international law, human rights or related field. 
2-Minimum of five years of significant experience in  INGOs.
3-Prior training and direct programming experience in PSS issues and CFS, including a good understanding of the IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings, Guidelines for Child Friendly Spaces in Emergencies and the INEE Minimum Standards.
4-Fluency in English (spoken and written), with good analytical skills.
5-Good computer skills.
6-Ability to work in a multi-cultural environment.

Payment Schedule

The consultant shall submit a detailed remuneration fee in Euros that includes all costs per working day (travel, health insurance, printing, taxes, etc...) excluding VAT. WC will provide office space for the consultant but all other expenses ought to be covered in the fee. WC will pay the agreed upon fee in one instalment paid upon the approval on the final assessment report.

-A technical offer no exceeding 3 pages describing in detail the methodology to be used to conduct the assessment tasks to accomplish the expected deliverables.
-A detailed financial offer in EURO clearly indicating all fees and costs (including rates and days, travel, communication, logistics).
-CV with cover letter indicating necessary qualifications and all relevant experience.
-Contact details of the last two references.

Commitment to the vision and goals of War Child Holland including adherence to the Child Safety Policy is required. Examples include:
-Ensure Child Safety and protection against potential risk at construction site; at the commencement of construction and proof clearing the site for child safety after completion of construction.
-Resist from engagements of children (persons below the age of 18) as workers in the construction.
-Keep the safety of children at primary consideration throughout the duration of the contract.
