Job Title: Self-Assessment and Strategic-Planning Consultant/Trainer
Terms of Reference
Introduction:
Hebron University (HU) has received a grant from the World Bank and the European Commission (EC) through the Ministry of Education and Higher Education, to implement the project of “Institutional Self-assessment and Strategic Planning” and intends to apply part of this to recruit for highly qualified Self-Assessment and Strategic-Planning
Consultant /Trainer
Assignment Objective:
Hebron University (HU) is considering the selection of highly qualified Self-Assessment and Strategic- Planning Specialist to be part of conducting brainstorming and training workshops and developing the action plan depending on the Strategic Planning Framework. These will be designed and carrying out in order to ensure that the Project is being implemented according to the submitted and approved Grant Implementation Plan (IP)
Main Tasks and Responsibilities:
1- Upgrading/revising the strategic plan and assisting in producing the revised plan based on the completed self-assessment study which developed in phase A.
2- Designing and developing training materials and building the action plans for workshops depends on its time schedule and prioritized topics.
3- Conducting brainstorming workshops (4 workshops in strategic planning)
a- To review the generated outcomes of the new suggested strategic planning framework.
b- To develop an action plan which includes all the addressed and identified weaknesses, areas of development, suggested solutions, and main significant strategies related to human resources and curriculum development.
4- Documenting the results.
5- Evaluating the training & workshops programs and submitting final report including two
main items; the first one tackles the consultant suggestions related to the self-assessment and strategic planning exercise and framework, second one tackles the evaluation of the training &workshops programs, interviews and focus group that have been carried out.
6-Submitting the final report and the strategic action plan including ; actions, priorities, budget, and timing schedule.
Deliverables:
1- 4 Brainstorming workshops.
2- Training materials for workshops.
3- An action plan for implementing the new strategic planning framework.
4- Final Report indicating all the related details of the conducting training & workshops programs.
Required Competencies:
- At least a Master Degree in the field of business administration, strategic planning &
self-assessment or any related fields.
-A minimum of three years of professional experience in higher education administrative work.
- Good knowledge in strategic-planning & self-assessment in higher education institutions.
-Good knowledge in brainstorming applications.
- Excellent Command of English Language.
- Excellent communication and team work skills.
- Excellent reporting and formal writing skills.
- Excellent computer skills.
Place of Work: Quality Applications Training Center – Hebron University
Time Frame: The consultant shall work according to the assignment from 10 October 2009 till the 10 December 2009.
Contract: Lump Sum Contract.
