Trainer on development and implementation of advocacy and awareness campaigns


Project: Towards a Stronger and more Representative Disability Movement in Gaza Strip, occupied Palestinian territory, funded by CARITAS.

CONTEXT

Handicap International (HI) is an independent international aid organization working in situations of poverty and exclusion, conflict and disaster, working alongside persons with disabilities and other vulnerable groups. Handicap International is active in occupied Palestinian territory since 1996; HI gives the priority to the development of capacities of disable person's organizations at local, national, and regional level.

HI aims at developing the mechanisms and capacities to enhance access to services and supporting initiatives to remove barriers and enhancing inclusiveness of the community development process. In addition to that HI gives priority to emergency response through development of capacities and contingency plans with relevant partners for a quick reaction in case a crisis occurs.

Toward a sustainable change for persons with disabilities, the project is going to reach hundreds of persons with disabilities, their families, and their organizations through building on the achievements of the initial project and ensuring a sustainable development of a stronger and better coordinated disability movement in Gaza.

Capacity building and organizational development are the main major components in the project, to enable persons with disabilities to advocate for their right, through technical training on the process of disability policies for updating, changing, forming new one and the expected opportunities to invest it, to support disability representative bodies to reach an advanced level on disability rights and advocacy and to better identify advocacy opportunities.

The project will ensure that the disability movement positions itself as a key future stakeholder that is able to contribute meaningfully to discussions on disability programming and policy-making in Gaza. This development is important as well for DPOs and SHGs in order to avoid divisions and to assume a greater role as key civil society actors.

DESCRIPTION OF THE REQUIRED SERVICE PROVISION

Overall objectives:
Trainees with disabilities ;members of DPOs or SHGs will develop relevant knowledge in the field of advocating disability rights policies, and their capacities to develop and implement inclusive advocacy/awareness initiatives will be enhanced.

Training Output:
By the end of the training days, participants are expected to:
-Develop a common understanding about the advocacy/awareness initiatives.
-Recognize the importance of joint initiatives, and its best practices for working together effectively.
-Through the practical exercise, participants are going to develop joint advocacy plan, with clear action plan and financial budget to be implemented by Core Group members in the occasion of International disability day. The advocacy campaign should be in line with the main roles of the disability movement stakeholders with focus on signing the UNCRPD by the Palestinian state.

Training Methodology
Conduct 5 training days, the training will rely on participatory and interactive practical training methods. In that; there will be a combination of theoretical and practical sessions, and a combination of energizers, icebreakers and games. In addition to that, Short breaks and changes of the training methods are going to be used.

The curriculum will be characterized by:
-Power point presentations
-Group-work.
-Group discussion, which will require discussing the training material and exchange information between the participants.
-Homework: prior to training, Participants will receive tasks, assignment and documentation for preparation.
-Case studies related to the real situation to be used for the training purpose
-Role play, and simulation linked with the real life situation

The trainer obligations:
-Develop the training kit which include PPT, templates, Training TOR, Training matrix, tr. Agenda, evaluation tools, pre/post-evaluation, and self-knowledge evaluation
-Prepare a detailed training plan and agenda
-Contribute in the achievement of the expected training outputs
-Develop with the trainees a joint advocacy campaign and get the validation from HI team
-Follow the impact of the trainees benefit from the outputs of training during and after the completion of the training
-Committed to the work schedule
-Implement and analyse evaluation forms addressing trainees to measure aspects of skills acquired after the training
-Submit training report with analysis of the pre and post results and get the validation from HI team

CONSULTANTS PROFILE
-Higher Education degree, preferably a master degree in Human Rights or other related fields.
-Proven technical expertise on advocacy and supporting the disability rights.
-At least five years of relevant work experience with DPOs, SHGs and / or INGOs.
-Good background on disability, disability movement, understanding aspects and differences between service providers and DPOs roles.
-Excellent communication, interpersonal, and training skills.
-Ability to work under pressure and within a team
-Having positive, innovative, inspirational and problem-solving attitude.
-Excellent command of English language.

SERVICE DURATION AND LOCATION
The consultancy service provision contract is starting from July 7th to August 31st 2014, including the preparation, the training itself, evaluation, and reporting.

WORK SCHEDULE

Contract starting Date 7/7/2014
Delivery of training kit to HI for Validation 13/7/2014
Finalizing Training Kit after HI feedback 16/7/2014
Conduct Training days include developing the advocacy plan (4 training hours from 11:00 am to 3:30 including 30 minute break) 11, 12, 18, 19, and 20 / 8 / 2014
Delivery of training report to HI for Validation 25/8/2014
Delivery of advocacy plan to HI for Validation 25/8/2014
Finalizing the advocacy plan based on HI feedback 27/8/2014
Contract end date 31/8/2014

REPORT
Final Training report in English Language must be finalized based on the work schedule in line with the training curriculum.

RESOURCE PERSON
Within the framework of the service provision, the consultant will be asked to collaborate with Handicap Internationals disability rights/advocacy Team and in particular with The Project Manager and The Project Assistant who will be the focal contact persons for this service support & follow up.

The interested candidates shall provide Handicap International with a technical offer which includes:

Budget
The interested candidates shall provide Handicap International with an offer including full proper price quote and financial expectations per training hour. The time frame shall be fitting with the one defined by Handicap International in the time frame & work plan section and take into consideration the following points :
-Prices shall be in English and with ILS currency.
-Prices shall be inclusive of VAT
-Price shall be inclusive of transportation and communication fees
-Payment terms shall be mentioned.
