Training on “Intervention Approaches for Autism” for key rehabilitation professionals and “Service Planning for Autism” for upper level managers at seven rehabilitation centers and two CBR programs in the West Bank

December 2016 -June 2017



 CONTEXT & SCOPE

Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, our action and testimonies are focused on responding to their essential needs, improving their living conditions and promoting respect for the dignity and their fundamental rights. HI is currently implementing projects in more than 50 countries worldwide, including the Palestinian Territories.

The Middle East 2009 – 2014 Strategic Goals was to promote sustainable change for persons with disabilities while responding to the humanitarian crises. In this respect, the MERP developed actions in 4 fields of intervention: access to social services, disability rights and multi-stakeholders policy making process, inclusive community development and humanitarian relief.
The strategy under revision for the period 2015-2019 will continue promoting access to inclusive and adapted services for Persons with Disabilities and vulnerable groups along the continuum relief-recovery-development in close coordination with representatives of duty bearers, users and service providers. This new strategic period is intended to focus upon 3 fields of action, crises and emergencies, disability prevention and inclusion.
Since 2010, HI and its partners in West Bank have focused their action on improving the quality of services for PWDs by strengthening technical capacities of the rehabilitation workers, and by ensuring improved access to assistive devices. Handicap International also worked to improve access to accessible transportation options and information about existing rehabilitation services.
The proposed action builds on the AC3 project and also includes several new components: the support to existing CBR programs in the West Bank; the focus on local multi-stakeholder collaboration bringing together local authorities, DPOs, service providers and other community organizations; and the strengthening of linkages with mainstream service providers through referral networks and pilot initiatives to improve PWD’s access to services.

DESCRIPTION OF THE REQUIRED SERVICE

Objectives:

1)Conduct a Training Needs Assessment on professional competencies in providing clinical intervention and clinical management of Autism and ASD services within each organization.

Target Participants: 27 professionals from 9 organizations
Expected # of Days: 3 days

2)Provide professional training on clinical intervention for autism and clinical management for autism services to institutional and community based service providers in the West Bank.
The training program will be divided into 3 topics:

Topic(s) 1 (Clinical Intervention) will focus on
(1) understanding Autistic Spectrum Disorder (ASD),
(2) knowledge and skills related to best practice guidelines and standards in assessment and intervention of children with ASD,
(3) multi-disciplinary approach to treatment (and management) of ASD;
(4) application of the principles of family-centered approach to ASD service provision, impact of ASD in the family, and
(5) developing knowledge and skills related to application of the process in the local context;
Target participants: 18 (2 technical staff from 9 organizations)
Expected # of Days: 5 training days

Topic(s) 2 (Clinical Management of ASD) will focus on
(1) background on Autism and ASD,
(2) international quality guidelines for Autism service development,
(3) development of local standards for institutional and community service provided which includes multi-agency and multi-departmental co-ordination, referral systems and networking for continuity of services and pathway of care,
(4) monitoring and evaluation of ASD services (creating checklist to use during coaching sessions);
Target participants:  27 organizational staff (head of the Rehabilitation team, 2 managerial staff).
Expected # of Days: 2 training days

Note: Training schedule between two topics can be organized in different dates within the first 2 months of the consultancy

3) Conduct coaching and support to participating organizations in the field every month for 6 months after trainings ensuring lessons learned are practiced and documented by creating plan of support and schedule of visits to each organization.
Target: 9 organizations per month
Expected # of Days: 9 days x 5 months = 45 days coaching sessions to all partners

4)  Participate in at least 1 monthly technical review meetings specific to the subject of Interventions to Autism with the technical team  

SERVICE DURATION AND LOCATION

Services required within 6 months and divided into:
-3 days allocated to Training Needs Analysis (TNA) for partners technical and managerial staffs
-7 days allocated for Training to Partners (Topics 1 and 2)
-45 days allocated to Coaching to Partners between 9 organization after the training

EXPECTED DELIVERABLES AND SUBMMISSION

a)Comprehensive training report submitted to

Training Needs Analysis Report      Within 7 days after signing of contract
Training Plan    Within 7 days after signing of contract
Training Materials    4 days before the first day of the training
Post Training Report    7 days after the last day of the delivery of training

b)Coaching / On the job training
Coaching plan and schedule 
Coaching evaluation tools based on the outcome of the training.     7 days after the last day of the delivery of training
Monthly coaching reports    Every 1st week of the following month. 
        
c)Final technical report
-Final report on the training and coaching process including all the materials and tools developed during the 6 months submitted within 10 days after the end of the last coaching sessions to HI for review and validation.
-Technical and managerial staff competency profile (before and after) from each organization.


REPORTING LINES

-Communication and decisions between HI and trainer will be through the project manager- Rinda Saleh
-Technical field visits plan is coordinated with the technical officer& the Project Manager.

APPROXIMATE BUDGET

15,000NIS includes professional fees and incidentals including transportation during the training and coaching sessions.
Note: hall rent, transportation of participants, and refreshment costs during the theoretical trainings will be covered by HI.

Applicants are requested to provide a full proposal including price quotation for the services requested fitting with the below criteria:
-All proposals including price quote shall be in English and in ILS currency.
-Price quote shall be inclusive of VAT, signed and stamped.
-Delivery timeframe & payment terms shall be clear and mentioned in the quote fitting with the start/end dates requested by Handicap International.
-The advertisement fees for this assignment shall be included in the final selected trainer’s fees.

QUALIFICATIONS OF CONSULTANT

-Experienced working in the field of rehabilitation with good track record.
-Preferably PT and OT
-Higher education in the field of rehabilitation or closely related field (MSc or Phd) an advantage
-Knowledge and experience on training professional skills intervention approaches to Autism and field coaching.
-Preferably with five years of relevant work experience, in management of children with Autism (or intellectual disability), research and education.
-Good facilitation, social and communication skills, able to respect confidentiality.
-Excellent English language skills (reading, writing and speaking).
-Excellent technical reporting skills.
