Background:
The United Nations Human Settlements Program, UN-Habitat, is the United Nations Agency for Human Settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.
UN-Habitat is leading the implementation of a 8-months DFID funded Project: “Building Blocks-Supporting State-building through Neighbourhood Planning in Gaza”  in partnership with the Palestinian Housing Council (PHC) and Norwegian Refugee Council (NRC).

The 2014 conflict in Gaza resulted in an unprecedented level of loss and human suffering. A further 13% of the housing stock was damaged or destroyed, including some 20,000 homes totally destroyed or rendered uninhabitable, leaving over 100,000 people displaced. Significant reconstruction efforts have not yet begun, and have largely not considered the need for urban planning in advance of construction.

The overall objective of the project is to contribute to state-building in Palestine by improving national-local government and local government-community collaboration through a neighbourhood spatial planning process.  In essence, the project aims to support overall state-building ambitions through a technical entry point of urban planning and provision of a new forum for dialogue and coordination between National government, local government and citizens.

Under this project, UN-Habitat is recruiting a Project coordinator who will work under the direct supervision of Head of Gaza Office and under the overall supervision of the International Chief Technical Advisor/Head of Programme.
Description of Responsibilities:
The Project’s coordinator key tasks are:
A-Providing technical and managerial  support to the implementation of Neighborhood Planning Project in Gaza through:
1-Supporting UN-Habitat’s team in effective and timely execution of the project activities led by UN-Habitat With the following specific tasks in close cooperation with the project’s team and implementing partners (PHC and NRC):
-Support PHC in establishing physical premises of the Neighborhood Technical Support Center, recruitment of staff..
-Support PHC and NRC in community consultations, development of representative mechanism with the community and engagement in leading community through the planning process.
-Support PHC in the training needs assessment for technical staff of the municipality, development of training curricula, and implementation of training.
-Support PHC and the municipality in the visioning exercises with community, urban planning and design workshops and the vetting of draft plan with community and consensus building.
2-Coordination among all project partners and stakeholders to ensure streamlined and efficient implementation of all project activities and help achieve the project’s goals and expected results.
3-Facilitating all project community and stakeholders consultations and documentation of consulting processes and outcomes.
4-Coordinating the work of implementing partners (PHC and NRC) in all related project activities including field work, needs assessment, research and consultations.,

Qualifications :

-Education: A Bachelor degree preferably in International Development, Community Development, , Business Administration , Management, Urban Development , Architecture or a related field. A Masters degree would be an important asset.
-Experience: Minimum of (6) years, for BA degree holders, and three (3) years for Master degree holders, working experience in areas related to human settlements, project/programme management and coordination, urban development, international development, or socio-economic development.
-Proven understanding of critical urban and development issues in Gaza;
-Excellent working knowledge of MS Office-Word, Excel, Power Point; GIS-based software, AutoCad, and graphic illustration programs;
-Fluency in spoken and written English and Arabic;.
-Familiarity with UN procedures, and UN-Habitat in particular will be an advantage;
-Sound judgment, excellent analytical skills, strong networking and interpersonal skills, ability to plan, organize and coordinate work and to cope with a demanding workload is expected;
