Background:
The UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 as UNIFEM. UN Women focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal and thoroughly taking into consideration the specificities of the context in Palestine, UN Women concentrates its efforts and interventions toward the realization of five strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.
UN Women works very closely with the Palestinian Ministry of Women's Affairs (MoWA) as the principal National Women’s Machinery for coordinating national efforts towards the integration of gender equality and women’s empowerment (GE/WE) in national planning and budgeting process. The Palestinian government is a high depend on the international development aid on the implementation of development programs, where the mainstreaming gender equality issues in this aid is very importance to ensure the equality between men and women to take advantage of the development results, so the UN Women has been working with Ministry of Women’s Affairs, Ministry of planning and the Local Aid Coordination Secretariat (LACS) to mainstream gender in Local Aid Coordination Structure (LACS) which were set up following the decision made at the meeting of the Ad Hoc Liaison Committee in December 2005 in London to improve the effectiveness of aid coordination structures in providing assistance and financial support to the Palestinian people in line with the OECD-DAC Paris Declaration on Aid Effectiveness. In that regard, UN Women has been supported the development of gender survey in LACS that provides policy recommendations to enhance the mainstreaming gender in LACS.
In 2013, the LACS co-chairs adopted the full membership of MoWA in all strategy and sector working groups as a national machinery for gender equality and women’s empowerment mandated and responsible to monitor the responsive of local aid coordination structure for gender equality and women’s empowerment national priorities. In addition, to increase the LACS member commitments toward gender equality and women’s empowerment issues the MoWA with support from UN Women was developed the gender charter in aid coordination, conducted several round table discussions for LACS member focusing on gender in development cooperation and finally developed the gender marker to track the development aid allocated for gender equality and women’s empowerment.
UN Women is seeking to hire a coordinator embedded at LACS to follow up on and coordinate the efforts of various partners to implement the LACS Gender Mainstreaming work plan in 2016 & 2017 to promote gender mainstreaming in the local aid coordination structure with a focus on supporting the role of the Ministry of Women's Affairs in this regard.
Description of Responsibilities:
Duties and Responsibilities
Under the overall guidance of UN Women Special Representative and the direct supervision of UN Women Program Coordinator and in collaboration with the Head of LACS, the coordinator will coordinate and support the efforts to mainstream gender equality and human rights in the local aid coordination structure. The main duties and responsibilities are as follows:
- Establish a Steering Committee to promote gender mainstreaming within the LACS comprising of MoWA, PMO, LACS and UN Women).
- Report on a daily basis to Head of LACS and ensure that all requirements related to the assignment are well coordinated with and approved by the head of LACS, as needed and requested
- Coordinate the working group’s meetings, agenda setting and drafting minutes of meetings and follow up on actions to be taken;
- Provide monthly updates to the working group on the implementation of the LACS Gender Mainstreaming Work Plan with the involvement of all relevant stakeholders;
- Follow up with various partners and stakeholders for implementing the LACS Gender Mainstreaming Work Plan;
- Provide technical support to enhance MoWA’s engagement in LACS Strategic and Sector Working Groups and ensure that MOWA representatives are present in working group meetings ;
- Foster coordination and communication among various partners and stakeholders working on Gender Equality and Women’s Empowerment;
- Organize, plan for and support policy discussions and meetings on Gender Equality & Human Rights in development and development cooperation;
- Coordinate and liaise with the heads of the strategic and sector working groups and ensure placing Gender Equality& Human Rights in meetings’ agendas.
- Follow up and evaluate donor commitments to the Gender Charter in the LACS and coordinate as needed with the heads of the strategy groups to enhance the commitment to the charter;
- Follow-up and evaluate the gender marker application in the DARP system and provide a set of recommendations to the working group on enhancing its application
- Work closely with MoWA to prepare a report on GEWE issues and gaps in the State of Palestine and presenting it at the strategic and sector working groups meetings;
- Disseminate information and analysis on GEWE gaps among LACS members;
- Coordinate and support organizing meetings with interested donors to support Gender Equality & Human Rights issues and discuss priorities and challenges
- Coordinate and support organizing Gender Equality & Human Rights awareness workshops targeting LACS members;
- Keeping MOWA aware about recent reports, M&E , outcomes of discussions with donors;
- Perform any other task as required by the working group.

Qualifications :
Education:
Bachler degree in social/political sciences, or related fields.
Experience:
- Minimum 4 years’ professional experience in the field of international development and cooperation and/or donor coordination, preferably in the Middle East,
- experience in governance, human rights and gender issues, preferably from previous experience in the Middle East, is an asset
- Experience in aid management principles, guidelines, practices and latest developments, is an asset.
Language Requirements:
- Written and oral proficiency in English is required.
