Background:
UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 as UNIFEM. UN Women focuses its activities on one overarching goal, namely to empower Palestinian women and girls and to allow them to enjoy their human rights. In support of this goal and thoroughly taking into consideration the specificities of the context in Palestine, UN Women concentrates its efforts and interventions toward the realization of three strategic goals: Engendering humanitarian action and increasing the effective leadership and participation of women in peace and security; supporting women's income security, decent work and economic autonomy; and promoting a life free of violence for women and girls in Palestine. For this, UN Women in collaboration with its partners aim to contribute to a legislative and policy framework that prevent violence and empower those affected by violence to recover; address structural barriers preventing women from economic participation and provide women entrepreneurs with the needed skills, financial resources and partnership to access a more equal share of the market; and ensure that policy makers have the capacity to effectively implement, monitor and track women’s peace and security commitments and place women’s rights at the centre of humanitarian action in Palestine.
“Haya: Eliminating Violence Against Women Joint Programme:
“Haya: Eliminating Violence Against Women Joint Programme:
Through the generous funding from the Government of Canada, a UN Consortium composed of UN Women, UNFPA, UN Habitat, and UNODC, has launched a new 5-years joint programme “Haya: Eliminating Violence Against Women”. The Joint Programme aims to help end violence against women with an ultimate outcome of reducing the vulnerability of women and girls in the Palestinian society to all forms of violence and from the threat of such violence. This will be achieved through working on three intermediate outcomes focusing on:
1. Decreased harmful practices and attitudes that perpetuate and validate violence against women and girls within targeted households and communities;
2. Increased access by women and girls of gender-responsive ending violence against women (EVAW) services (economic, medical, psychosocial, security, shelter) free of discrimination; and
3. Strengthened institutional capacity to develop and implement legal and policy frameworks that promote and protect women’s and girls’ rights with regards to violence against women
UN Women is seeking to recruit a Project Associate under the Haya joint programme. Under the overall supervision of UN Women Special Representative and direct supervision of the Haya Project Manager, the Project Associate will work in close coordination with the Haya Joint Programme teams of supporting UN Women component”. The Project Associate will provide effective support to the management of the Programme, to financial resources management, to the programme as well as to knowledge building and knowledge sharing.
Description of Responsibilities:
The Project Associate will undertake the followings tasks related to the implementation of the UN Women component of the joint programme:
1. Provides effective support to management of the programme, focusing on the achievement of the following actions:
• Support the efficient and timely implementation of the programme’s activities;
• Assist in the development of programme’s workplans (including procurement and financial plans) and provide support for monitoring projects’ budget in terms of expenditures per the work plan;
• Establish and maintain the projects’ follow-up system for actions and deadlines;
• Support to coordination efforts with programme’s partners and ensuring flow of information with women’s organizations, government organizations, donors and local NGO’s; arranging for meetings with stakeholders and draft minutes of meetings as requested;
• Prepare and draft ToRs, contracts and agreements and MoUs for programme’s partners and consultants and follow up submission of progress reports and agreed deliverables;
• Support in drafting progress reports, inception reports, donor reports, briefings, success stories and press releases, as requested;
• Draft formal correspondence, in both Arabic and English, as needed;
• Translation of documents (Arabic/English) when requested
• Arrange and coordinate appointments and meetings as well as field mission plans for in-coming and outgoing official missions;
• Organize workshops, activities and events related to the programme interventions, as needed;
• Provide support to the Programme’s Monitoring and Evaluation Actions through organizing meetings/workshops with relevant stakeholders;
• Review and collection of information on recent reports on Palestinian women and other related issues released from different UN agencies and partners;
2. Support to Financial Resources Management
• Support the Project Manager in the financial management of programme interventions;
• Perform regular spot check visits to partners to verify financial documents;
• Ensure timely and quality liquidation of funds and
• Support in the creation of project budgets in Atlas, preparation of budget revisions, revision of project award and project status, operational and financial closure of ATLAS projects;
• Support in the preparation of required documents for financial audits for UN Women and partners;
• Create e-requisitions in Atlas and register of goods receipt in ATLAS.
• Support the Project Manager in the financial management of programme interventions;

• Supports in providing inputs for enhancing linkages between the programme interventions and UN Women’s Strategic Note and Annual Work Plans;
• Support in providing inputs and information for evidence-based advocacy;
• Support the Project Manager in the formulation of programme’s strategies;
• Support the collection, analysis and presentation of information for identification of areas for support, policy and programme’s formulation/implementation;
• Supports in providing inputs for enhancing linkages between the programme interventions and UN Women’s Strategic Note and Annual Work Plans;
• Support in providing inputs and information for evidence-based advocacy;
4. Supports knowledge building and knowledge sharing, focusing on achievement of the following actions:
• Participation in workshops and trainings as requested by the Project Manager;
• Contributions to knowledge networks and communities of practice;
• Keeping up to date with the latest advancement in the field of information and knowledge sharing.

Qualifications :
Education:
Bachelor’s degree in social sciences, Business Administration, Finance/Accounting, or other related fields.

Professional Experience:
• Minimum of 4 years of experience working in finance, accounting, project financial management, planning and coordination;
• Previous technical expertise in the area of Ending Violence against Women or gender fields is a strong asset.
