Background
The UNDP/UNICEF/UN Women Sawasya II Joint Programme (Promoting the Rule of Law in Palestine) is the United Nations’ foremost programme aimed comprehensively at promoting and advancing the rule of law, justice, security and human rights in Palestine.
During the period 2014-2017 the programme has endeavoured to enhance the capacities of, and public confidence in, rule of law institutions, and strengthen access to justice, security and protection services, especially for women and girls. Interventions are designed with a view to sustainability and linking activities to ‘system-level’ policy development.
As part of the second phase of the programme and backed by a consortium of development partners, with numerous national and international actors, Sawasya II supports government institutions and civil society working in justice, security and protection to strengthen access to efficient, equitable and accountable services for Palestinians in Gaza and the West Bank, including East Jerusalem. Partnership with UN Women and UNICEF in this joint programme underpins the gender and child rights components throughout the justice chain and within relevant public services.
Civil society partners and academic institutions are vital elements of building an inclusive State of Palestine that respects, protects and fulfils human rights and gender equality, and promotes development, peace and security – the fundamentals of the United Nations’ mission in Palestine. Support rests on a supply and demand equation that combines enhanced service delivery by resilient justice and security institutions with the public’s ability to access such services and hold duty-bearers to account. By increasing public confidence in the sector, support is designed to be catalytic, strengthening state-society relations and creating an enabling environment for development and peacebuilding. Interventions are informed by a coherent theory of change and characterised by flexibility and responsiveness to institutional changes as a result of political developments. The Sawasya II programme is oriented around the following four mutually reinforcing outcomes:
State building efforts are reinforced by legal, regulatory and policy frameworks in line with international standards
Service provision is effective, accountable and inclusive
All Palestinians have access to justice, security and protection without discrimination
Women’s access to justice and security improved through gender-responsive service delivery and empowerment of service users
The Sawasya II Joint Programme builds on the achievements and findings of its predecessor programmes, and the comparative advantages of the involved UN agencies. Importantly, the Joint Programme (Sawasya) uses baselines captured during these earlier programmes as a means to monitor results and inform future planning.
UNDP/PAPP- is seeking a candidate to fill the position of Citizen Security Coordinator, under the overall guidance of the Chief Technical Analyst and the direct supervision of Project Analyst - Civil Society. As this position is related to Sawasya II Joint Programme (Promoting the Rule of Law in Palestine) in the occupied Palestinian territory with an expected duration of three years, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.
Duties and Responsibilities
Under the direct supervision of the Project Analyst – Civil Society and the overall guidance of the Chief Technical Specialist and working closely with the heads and members of relevant units within the PCP, the Citizen Security Coordinator will be responsible for the following:Support the roll-out of the PCP citizen complaints mechanism, including in an initial pilot location and in cooperation with all relevant units of the PCP and other interested parties.
Spearhead engagement with partner organisations of civil society in the area of community security and citizen safety, review project proposals, monitor implementation and ensure quality control;
Maintain close relationship with the Palestinian Civil Police in the areas of police accountability, citizen security and community policing, strengthening engagement with grass roots communities and the Palestinian people, including in liaison with relevant units to advance implementation of the Police Accountability Strategy, unified complaints, and code of conduct;
Lead programme engagement and coordination with EUPOL COPPS, the Office of the Quartet, and other relevant stakeholders on issues of citizen security, community policing and other relevant engagements in Palestinian police support;
Advance policy development in the area of citizen security, police accountability and community security;
Support PCP counterparts to lead design and roll-out of a comprehensive training programme on police conduct, in line with the new code of police conduct and in cooperation with all relevant units of the PCP and other interested parties.
Continuously implement a coordinated work plan with PCP to ensure implementation, monitoring and reporting of the PCP Accountability Strategy, in cooperation with all relevant units of the PCP and other interested parties.
Work with the Palestinian Bureau of Statistics and relevant institutional partners to facilitate accurate and reliable data collection, analysis, presentation and dissemination;
Support PCP counterparts to undertake the institutional development of specific units within the PCP, including the Internal Security Unit, Bureau for Grievances and Human Rights (BGHR), Inspector General’s Office (IGO), and Quality Department, including direct input to finalise unit mandates, terms of reference, job descriptions and standard operating procedures, as well as proposals for aligning human resources with planning processes and needs;
Support counterparts in providing advice to senior PCP management on the strategic and sustainable development of police institution. In particular advice will be focused on supporting the PCP to implement relevant aspects of the PCP Strategic Plan, Accountability Strategy and Implementation Plan;
Ensure that all project activities with the PCP are gender sensitive, responsive and mainstreamed;
Support PCP counterparts to undertake coordination activities with other justice sector institutions including the Ministry of Justice, Attorney General’s Office, and the High Judicial Council. In particular, support the PCP to engage with other justice sector institutions in relation to activating the Judicial Police.
Fully participate in the UNDP/UNICEF/UN Women Sawasya Programme, including in plenary team meetings, review and input of programme documents, regular reporting and other work or activities stemming from the programme, as requested.
Undertake any other duties as required by Direct Supervisor.

Required Skills and Experience
-Minimum MA Degree in public development, public administration, security reform, planning or other related fields from an accredited university.
-Minimum of 4 years of experience in public administration, institution building, planning or related fields, preferably within a rule of law environment.
-Proven mentoring and capacity development skills.
-Full knowledge of Palestinian Authority rules and regulations and experience in institutional, multi-year and annual planning processes.
-Very good knowledge in budgeting, organizational planning, organizational change and management
-Very good knowledge of the Palestinian Civil Police and broader environment
-Strong reporting and proposal writing skills
-Experience implementing strategic plans
-Excellent experience in networking
-Knowledge of human rights based and gender mainstreaming approaches
-Excellent writing and communication skills
-Full computer literacy (and strong knowledge of various software including Excel, PowerPoint and Word).
