Background
The UNDP/UNICEF/UN Women Sawasya II Joint Programme (Promoting the Rule of Law in Palestine) is the United Nations’ foremost programme aimed comprehensively at promoting and advancing the rule of law, justice, security and human rights in Palestine.
During the period 2014-2017 the programme has endeavoured to enhance the capacities of, and public confidence in, rule of law institutions, and strengthen access to justice, security and protection services, especially for women and girls. Interventions are designed with a view to sustainability and linking activities to ‘system-level’ policy development.
As part of the second phase of the programme and backed by a consortium of development partners, with numerous national and international actors, Sawasya II supports government institutions and civil society working in justice, security and protection to strengthen access to efficient, equitable and accountable services for Palestinians in Gaza and the West Bank, including East Jerusalem. Partnership with UN Women and UNICEF in this joint programme underpins the gender and child rights components throughout the justice chain and within relevant public services.
Civil society partners and academic institutions are vital elements of building an inclusive State of Palestine that respects, protects and fulfils human rights and gender equality, and promotes development, peace and security – the fundamentals of the United Nations’ mission in Palestine. Support rests on a supply and demand equation that combines enhanced service delivery by resilient justice and security institutions with the public’s ability to access such services and hold duty-bearers to account. By increasing public confidence in the sector, support is designed to be catalytic, strengthening state-society relations and creating an enabling environment for development and peacebuilding. Interventions are informed by a coherent theory of change and characterised by flexibility and responsiveness to institutional changes as a result of political developments. The Sawasya II programme is oriented around the following four mutually reinforcing outcomes:
- State building efforts are reinforced by legal, regulatory and policy frameworks in line with international standards
- Service provision is effective, accountable and inclusive
- All Palestinians have access to justice, security and protection without discrimination
- Women’s access to justice and security improved through gender-responsive service delivery and empowerment of service users
The Sawasya II Joint Programme builds on the achievements and findings of its predecessor programmes, and the comparative advantages of the involved UN agencies. Importantly, the Joint Programme (Sawasya) uses baselines captured during these earlier programmes as a means to monitor results and inform future planning.
Under the supervision of the Project Analyst in Gaza, the focus of this position is that of Component 3: “Civil society contribution to the rule of law and community access to justice in the Gaza Strip enhanced.” Civil society in this context includes civil society organisations, academic institutions, professional associations and coordination networks and working groups.
UNDP/PAPP- is seeking a candidate to fill the position of Civil Society Organizations Coordinator, under the overall guidance of the Chief Technical Specialist and the direct supervision of Project Analyst in Gaza. As this position is related to Sawasya II Joint Programme (Promoting the Rule of Law in Palestine) in the occupied Palestinian territory with an expected duration of Three Years, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.
Duties and Responsibilities
The Civil Society Organisations Coordinator will be expected to deliver the following key results, under the daily supervision of and reporting to the Project Analyst (Gaza):
- Agreements with civil society partners are developed, refined and managed in accordance with programme results framework as well as UNDP rules, regulations and processes. Oversight of the CSO portfolio will involve the regular review of partners’ timely implementation of planned activities and commitments under agreements, monitoring of the proper use of funds in accordance with work plans and justifying any necessary amendments in response to evolving circumstances.
- Strategic partnerships with civil society organisations (human rights, access to justice, legal aid and rule of law) are established and strengthened through the provision of technical support (including proposal development, gender responsiveness and sustainability measures) as well as support for monitoring and evaluation, financial/narrative reporting, communications/visibility and general strategic coordination with other organizations.
- Networks and coordination mechanisms for civil society organizations are established and strengthened, including through continued support for existing networks (e.g. the Awn Access to Justice Network and the Legal Taskforce in Gaza) to ensure information and experience-sharing and promote closer collaboration. Ensure the Sawasya Programme is well represented at, and supports various development and humanitarian coordination meetings including inter-agency working groups, civil society forums and coordinating mechanisms.
- Contribute to the assessment of the impact and effectiveness of the Sawasya Programme through regular field visits and regularly highlighting achievements, progress and challenges through impact and results-driven reports based on reliable data collected in accordance with Sawasya’s monitoring and evaluation strategy.
- Communications about the Sawasya Programme’s successes and challenges are clear and timely; the CSO Coordinator will regularly contribute articles for the Sawasya newsfeed and other relevant communications.
- Participate as a team member in the Sawasya Programme including participation in working groups, justice sector coordination meetings and plenary team meetings; review and input to programme documents, plans and reports and regular reporting and other work or activities stemming from the programme, as requested.
- Carry out any other relevant duties as requested by the Project Analyst (Gaza) and act in support of requests by the Joint Programme Manager of the Head of Gaza Office

Technical / Functional Competencies
Independently uses project management experience to develop and monitor projects on a range of human rights and access to justice issues in collaboration with civil society partners.
Knowledge of human rights, advocacy, access to justice and security concepts and principles and ability to apply to strategic and/or practical situations.
Demonstrated capacity to foster and develop partnerships and build sustainable capacity in civil society organisations in Gaza.
Required Skills and Experience
- MA Degree in Management, Law, Public Policy, Human Rights, Development or International Relations or any related fields from an accredited university.
- Minimum of 4 years of progressively responsible experience in relevant fields, including at least 2 years working with civil society in Gaza.
- Experience in relation to the justice sector in Gaza, legal aid service provision or human rights advocacy an advantage.
- Experience of working with community organizations and civil society or universities as well as with public institutions desirable.
- Proven mentoring and capacity development experience.
- Ability and willingness to work under pressure and travel to the West Bank is required.
- Fluent written and spoken English and Arabic (mandatory)
