Background:
In line with the UNDP Country Programme Document (CPD) and National Development Plan 2014-2016, Infrastructure development and the delivery of social and public services in the occupied Palestinian territory (oPt) are considered key elements contributing to the achievement of equitable, quality, inclusive and sustainable development.
Infrastructure plays a fundamental role (a) to cater for people needs of adequate basic social and public services and (b) critically to cope with their natural growth demands and (c) effectively to stimulate and catalyze national economic development. Increased access to social and public Infrastructure also emanates from clearly established national priorities and the respective strategic plans to strengthen the resilience of the Palestinians under the prolonged Israeli occupation and improve their living conditions in dignity, equity and quality, by reducing vulnerability, improving systems and national effectiveness and performance as well as mitigating environmental impacts and challenges. Towards addressing the national needs, UNDP Programme of Assistance to the Palestinian People (UNDP/PAPP) is historically engaged in supporting the national endeavors for formulating and implementation of a wide set of social, public and economic Infrastructure activities throughout the oPt.
In this respect, UNDP/PAPP- is seeking a candidate to fill the position of Programme Analyst, under the overall guidance and supervision of the Infrastructure and Engineering Team Leader. The Programme Analyst is responsible for supporting the management of UNDP’s Infrastructure Development portfolio in the State of Palestine.  The Programme Analyst supports the programme team’s efforts in the strategic planning and the identification of new programme opportunities within the thematic areas of Infrastructure development including the basic social and public services and eco-sustainable development, while ensuring consistency with UNDP Country Program’s priorities and creative responses to emerging challenges and opportunities.
The Programme Analyst analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio. The Programme Analyst will supervise programme support staff, coordinates activities of the projects’ staff. She/he works in close collaboration with UNDP´s programme staff, the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and trust funds as well as civil society.

Description of Responsibilities:

Ensures implementation of programme strategies in the Infrastructure and Sustainable Development area focusing on achievement of the following results:

-Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs programmatic instruments.
-Identification of areas for support and interventions within the thematic/sectoral areas assigned, especially in the areas of basic social and public services,cultural heritage, economic and eco-sustainable infrastructure,
-Design of new initiatives and program proposals in above sectorial areasin line with Country Programme and Government Strategic Plans.

Ensures effective management of the CO programme within the thematic/sectoral areas assigned  focusing on quality control from formulation to implementation of the country programme achieving the  following results:

-Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
-Provides guidance to project teams on UNDP rules and regulations and RBM for project management, in particular for new project managers in line with POPP, Country Office ICF and SOPs. Identifies implementation obstacles at early stage and supports finding solutions to overcome obstacles
-Assumes supervisory functions for Programme/Project Managers, Coordinators, Programme Associates, providing appropriate guidance and advise on programme and project related matters.
-Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
-Initiation of a project, presentation of the project to PAC, , finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, timely preparation of project boards, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects.
-Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions.
-Timely and effective preparation of audits and its follow-up.  All exceptions are timely reported.
-Regularly prepare analytical aggregate reports on activities, outputs and outcomes and preparation of donor reports.


Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Management Support Team,   focusing on achievement of the following results:

-Development of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
-Analysis and research of information on donors, preparation of substantive briefs in close collaboration with Academia and top notch practitioners, on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
-Mobilize resources in support of new project proposals under her/his assignment.
-Ensure timely submission of analytical donor reports, in line with reporting requirements of donor agreements

Ensures provision of top quality advisory services and  facilitation of knowledge building and management focusing on achievement of the following results:

-Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
-Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
-Sound contributions to knowledge networks and communities of practice Organization of trainings for the operations/ projects staff on programme issues
-Identify possible South-South or triangular cooperation, leveraging lessons learned in the area of the Sustainable Development Goals and eco-sustainable infrastructure
-Prepare relevant short papers on particular themes in Infrastructure.

Impact of Results:
The key results have an impact on the success of country programme within the area of Infrastructure Development and the provision of basic social and public services. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets in line with the country programme.

Qualifications :

Education:
Master’s Degree or equivalent in Engineering or Social Sciences or related field.

Experience:

-At least 2 years of relevant experience at the national or international level in providing management and substantive advisory services, hands-on experience in design, monitoring and evaluation of development projects in the field of Infrastructure Development and the provision/ delivery of basic service.
-Good general understanding of Sustainable Development, eco-sustainable Infrastructure and the challenges in the area of Infrastructure development at the Country Office. Experience in the usage of computers and office software packages, experience in handling of web based management systems and social knowledge networks.

Language Requirements:

-Proficiency in both of English and Arabic and Arabic languages.
