Background:
The United Nations Educational, Scientific and Cultural Organization (UNESCO) Ramallah office seeks to engage an experienced Project Coordinator for the NET-MED Youth Project.
Under the overall authority and supervision of the Head of the UNESCO Ramallah Office and in close liaison with the NET-MED coordinator in the West Bank, the contractor shall support the implementation of the EU funded project “Networks of Mediterranean Youth – NET-MED Youth” in Gaza, aimed at contributing to the creation of an enabling environment for young women and men to develop their competencies, exercise their rights and meaningfully engage as active citizens, particularly in decision-making relating to social, economic, educational and cultural policies and their planning processes. It focuses on the development and /revision of public policies on youth by reinforcing the capacities of young women and men (particularly those active in civil society) as well as of all those stakeholders working on youth-related issues (civil servants, locally elected officials and others).
Description of Responsibilities:
In this framework, the Contractor shall:
- Provide expertise, ensure effective planning, coordination and close supervision of activities in Palestine.
- Facilitate the development, implementation, monitoring and evaluation of National action plans following a participatory approach, engaging all concerned stakeholders – particularly youth organizations – and on the basis of a contextual analysis, by identifying national and local needs and priorities.
- Liaise with key stakeholders in the target country (youth-led and/or youth-focused and other civil society organizations, Government Officials, UN system agencies, donors, media, etc.), as well as with UNESCO staff at Headquarters and in other field offices, to ensure effective planning and implementation of the project.
- Contribute to the planning and implementation of actions particularly seeking to ensure that the project contributes to the empowerment of young women, as well as of youth belonging to disadvantaged groups (e.g.: youth living in rural areas, youth with disabilities, youth who are part of displaced populations, etc.).
- Document and facilitate the exchange of good practices, tools and approaches foreseen under the programme, at the national and regional level; foster synergies and ensure complementary approaches in line with other existing programmes focusing on youth.
- Closely monitor the budgetary issues of the project, its execution rate and coordinate project-related administrative and contractual commitments, including missions in consultation with the Head of Office and the Head of the Administrative Unit.
- Coordinate with the Media focal point to ensure sustained media coverage, communications and visibility of the project’s activities.
- Participate in the UN Thematic Group on Young People meetings and provide coordination for UNESCO’s contribution to any joint UN cooperation in the field of youth.
- Submit a detailed monthly report (narrative and quantitative) to UNESCO highlighting process, monitoring tools, results, challenges and next steps for the project, paying close attention to budget monitoring, implementation of agreed activities as well as evidence-based reporting on agreed project objectives.

Qualifications :
- A masters level (advanced) degree in Development Studies, Sociology, Project Management, Public Management or similar field is required.
- A minimum of five years working experience in the above or similar fields is required. Experience within the subject matter and scope of the NET-MED Youth project will be a distinct advantage.
- Fluent level (reading, writing, speaking) in one language and a good working knowledge of the other – English and Arabic – is required.
- Excellent facilitation, communication and presentation skills. Ability to engage effectively with a diverse audience including high level UN and Government-level principals.
- Proven Project Design, Monitoring and Report writing skills, ability to formulate creative, high-impact project documents, Activity plans, Results-based Budgets, with a focus on maximum results, outreach and high-impact projects, is required.
- A vibrant approach to Youth-centered approaches as well as knowledge of current government legislation and policies in the scope of this project will be an added advantage.
- Ability to collaborate and engage with the NET-MED Youth team while at the same time work in a self-directed manner, respecting the set guidelines and committing to quality work produced within the deadlines stipulated is desirable.
- In-depth knowledge of Youth projects in the Palestinian context will be an asset.
- United Nations or EU project experience will be an added advantage
- Proven proficiency in MS Office programmes (MS Word, Powerpoint, Excel, Outlook, Explorer)
- Proof of a valid ID card/permit that allows you to work in Ramallah will be requested for shortlisted candidates.
