Background:
Part of the broader UNDP/PAPP Governance portfolio, this Joint Programme aims to develop and maintain the conditions for a viable Palestinian state based on the rule of law and principles of gender equality. The Joint Programme (“Sawasya”) will work to enhance the capacities of, and public confidence in, rule of law institutions, and strengthen access to justice, security and protection services, especially for women and girls. Interventions are designed with a view to sustainability and linking activities to ‘system-level’ policy development.
Support rests on a supply and demand equation that combines enhanced service delivery by resilient justice and security institutions with the public’s ability to access such services and hold duty-bearers to account. By increasing public confidence in the sector, support is designed to be catalytic, strengthening state-society relations and creating an enabling environment for development. Interventions are informed by a coherent theory of change and characterised by flexibility and responsiveness to institutional changes as a result of political developments. The Programme is oriented around the following seven mutually reinforcing interventions:
-Capacity of justice and security institutions strengthened and linkages forged
-Civil society contribution to rule of law and community access to justice in the West Bank enhanced
-Civil society contribution to the rule of law and community access to justice in the Gaza Strip enhanced
-Gender responsiveness of justice, security and legislative actors strengthened
-Women and girls access to justice and security improved by ensuring accountable service provision to prevent, protect and respond to violence, and by addressing their broader legal needs;
-Juvenile justice and adherence to child rights improved
-Capacity of key actors and stakeholders to monitor progress and results in rule of law development increased.

The Joint Programme builds on the achievements and findings of its predecessors: the UNDP Rule of Law & Access to Justice Programme in the oPt (2010-2014), the UNDP/EUPOL COPPS Joint Programme (2012-2014), and the UN Women Project on Support for Delivery of Security and Justice Services for Women (2011-2014). Importantly, the Joint Programme (Sawasya) uses baselines captured during these earlier programmes as a means to monitor results and inform future planning.
The Project Specialist (Rule of Law) will be responsible for the management, implementation and delivery of key components under the programme’s Outcome 3 (Civil society contribution to rule of law and community access to justice in the Gaza Strip enhanced) while supporting delivery of relevant components related to other programme outcomes.
UNDP/PAPP (Programme of Assistance to the Palestinian People) is seeking suitable candidates for the position of Project Specialist – Rule of Law, Justice and Security. Under the direct supervision and guidance of the Joint Programme Manager, the Project Specialist will contribute to the implementation of the UNDP/UN Women Joint Programme Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People, also known as Sawasya (2014-2017). The expected duration of this Service Contract is 18 months with extension conditioned on satisfactory performance evaluation as well as funding availability. The Gaza Project Specialist (Rule of Law) shall work under the direct supervision of the Joint Programme Manager and maintain a secondary reporting line to the Gaza Head of Office.

Description of Responsibilities:

-Programme Implementation and Strategic Management   
 -Support the Joint Programme Manager in her/his functions to oversee and manage all programme implementation function in the Gaza Strip, including budget and finance management, work planning, procurement, recruitment, monitoring and evaluation and reporting functions.
 -Support the Joint Programme Manager in her/his functions to coordinate and manage the overall delivery of the Joint Programme in an effective and efficient manner, working closely with all stakeholders including government authorities, civil society organisations, academic institutions, UN agencies and entities, and donors/development partners.
 -Supervise and support the UNDP Sawasya Rule of Law team in Gaza, ensuring timely and efficient delivery of the programme outputs in Gaza through day-to-day planning, implementation, monitoring and evaluation, using a client-satisfaction approach.
 -Closely monitor the delivery status and prepare written monthly progress updates – both narrative and financial – in relation to the agreed work plan and implementation strategy. Contribute to the preparation of the bi-annual progress reports.
 -Prepare annual work plans, a human resource plan and procurement plans in line with the programme outputs and objectives.
 -Manage human resources issues in Gaza including planning/provision of training to ensure satisfactory performance, assessing performance and supporting the Joint Programme Manager in recruitments.
 -Assess the impact and effectiveness of the programme through regular field visits and highlight achievements, progress and challenges photographs and narrative description of work with partners, particularly that directly impacting the targeted communities, and upload in a timely manner to knowledge management media provided through the programme.
 -Suggest and structure Gaza itineraries for visiting colleagues, donor stakeholders and evaluation teams.
 -Provide support in advancing thematic coordination on rule of law and access to justice in Gaza and ensure consistency and complementary implementation in relation to other UNDP programmes.
 -Represent UNDP in inter-agency fora related to rule of law or access to justice in Gaza.
 -Assist the Joint Programme Manager in monitoring the Programme Risk Assessment, in particular with regard to the political, legal, social, economic and security situation in Gaza.
 -Keep the Joint Programme Manager abreast of programme planning, development and/or obstacles in Gaza in order for UNDP/PAPP senior management to provide regular update to the PA Stakeholders.
 -Regularly brief the Head of UNDP/PAPP Gaza Office to ensure integration of the programme within the overall programmatic approach of the Gaza Office.
 -Carry out any other relevant duties as requested by the Joint Programme Manager.

-Technical Advise on Access to Justice   
In close collaboration with the Gaza team including the UN Women Gaza Coordinator, substantively contribute to the following activities:
 
-Maintain an up-to-date a mapping on the activities of CSOs in the field of rule of law and access to justice in Gaza to identify gaps and ensure concerted engagement by relevant actors, both international and national.
-Create strategic partnerships with specialized civil society organizations and supervise the provision of support to enhance access to justice for the people in Gaza including supervision of the selection process of CSO partners; keep Joint Programme Manager abreast of selection results and provide regular updates of selection criteria etc.
-Supervise the provision of technical and financial support to local CSOs in the field of legal assistance to strengthen their expertise and efficiency.
-Maintain and support the further development of a coordination mechanism among all stakeholders which will ensure the capacity development of national civil society organizations and the system in providing for the legal aid needs of the Gaza community and promoting legal awareness.
-Supervise the conduct of regular public outreach and civic education sessions.
-Engage in capacity- and confidence-building with the justice and security sectors, including consultative and participatory processes with national stakeholders as well as with women/youth’s networks and legal professionals.
-Organize baseline information gathering on access to justice and judicial performance in Gaza.
-Extend partnership with the Palestinian Bar Association to improve and increase provision of legal aid services in Gaza Strip.
-Ensure the maintenance and development of a legal aid clinic in Gaza in consultation with the Palestinian Bar Association and existing rule of law and human rights organizations.
-Liaise with national counterparts, UN agencies, national and international NGOs and targeted populations in relation to access to justice issues.
-Conduct thematic analyses and programme review, including strategic guidance on activity planning and implementation strategies relevant to Gaza.

-Financial and Operational Management
 -Ensure integrity of financial and administrative procedures as well as a consistent application of UNDP rules and procedures with regard to programme implementation and operations.
 -Supervise requisitions, purchase orders and payment requests in ATLAS, and ensures monthly delivery updates to the Joint Programme Manager on financial delivery performance in Gaza.
 -Provide leadership and oversight to ensure that qualitative services are provided to national counterparts and beneficiaries including fair and transparent procurement process and efficient operational support.

-Partnerships and Resource Mobilization Strategy
 -Support and assist the Joint Programme Manager in resource mobilisation efforts, including by developing a strategy in this area.
 -Ensure coherence, complementarities and coordination with other development actors in the area of Rule of Law and Access to Justice in Gaza.
 -Advocate for and substantially contribute to UN and multi-partner joint planning and/or programming initiatives, in particular within the Early Recovery framework in Gaza:
 -Build partnerships with local and international civil society organizations throughout programme implementation.
 -Identify funding opportunities and support the Programme Manager with programme resource mobilization efforts with donor partners, including the development of advocacy/communication tools in support of resource mobilization.

-Policy Inputs and Knowledge Management
-Identify sources of information related to policy-driven issues, identification and synthesize best practices and lessons learnt directly linked to Rule of Law and Access to Justice programming in Gaza.
-Contribute to UNDP global knowledge networks and communities of practice.
 

Successful implementation of the UNDP/UN Women Joint Programme, Justice and Security, particularly in relation to Component 3, as articulated in the programme document.
-Thorough, quality project documentation maintained including monitoring data, progress reports, CSO reporting and due diligence assured
-Production of accurate, quality, timely and complete project reporting

Qualifications :
Education:
-Master’s Degree or equivalent in Law,  Public Administration, Legal Affairs, Political Science or directly related field

Experience:
-Minimum of 6 years of progressive experience in managing development projects.
-Formal qualifications and/or operational exposure/experience in justice sector reform, access to justice, legal reform or related issues.
-Experience working with public institutions as well as with grassroots organizations and civil society required.
-Experience in programme/project planning and execution as well as monitoring and evaluation of projects would be an asset.
-Sound analytical skills on political, legal, social, cultural and any other relevant issues, particularly as relate to the State of Palestine.
Language Requirements:
-Fluency in Arabic and English, including excellent writing skills.
