Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women plays an innovative and catalytic role in Palestine since its inception in 1997. UN Women focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.
UN Women (UNW) is co-funding with the European Union (EU) a regional project “Spring Forward: Regional Programme for the Economic and Political Empowerment of Women in the Southern Mediterranean Region”. The project works at multiple levels aiming at: 1) empowering women politically in order to assure women's active engagement in decision making spaces; 2) empowering women economically; 3) enhancing regional knowledge and experience-sharing on women's political and economic rights.
The regional project is implemented in a number of countries, including Palestine. In view of the above, UN Women is seeking to recruit a National Project Cordinator, to be based in Jerusalem, will be responsible, under the direct supervision of the UNW country special representative for Palestine, for project implementation and achievement of project results. More specifically, the national project coordinator will exercise overall responsibility for planning, implementation, management, monitoring and coordination aspects of the project operations and personnel. In addition, s/he will facilitate linkages between the work of the Country Offices and UN Women Regional Office.
Description of Responsibilities:
Under the direct supervision of UN Women’s Special Representative, and in coordination with UN Women’s Programme Coordinator, the Project Coordinator will be responsible for ensuring the overall implementation of the project, which includes:
Summary of functions:
-Implementation of project activities
-Provision of top quality advisory and programme development services
-Facilitation of knowledge building and management
-Creation of strategic partnerships and implementation of the resource mobilization initiatives
Implementation of project activities
-Exercise overall responsibility for planning, implementation, management, monitoring and coordination aspects of the project operations and personnel.
-Coordination and supervision of the activities of the project staff, experts and consultants working as part of the technical assistance team,
-Work in close collaboration with the “Creating a One Stop Shop for Sustainable Businesses” Project team, namely the Program Manager, Programme Associate and Programme Assistant as needed for the execution of the joint activities and partnerships under the Spring Forward Programme and the “Creating a One Stop Shop for Sustainable Businesses” Project.
-Be responsible for the timely preparation and quality control of all substantive technical reports, briefs and required documents.
-Ensure timely production and submission of all partial and/or progress reports by all members of the project team, contractors and project partners.
-Effective application of RBM tools and monitoring achievement of results.
-Organize SAG, project review and/or evaluation meetings. Prepare background document, briefs, issues papers, progress reports for the SAG meetings and for donor reporting. Follow-up on the implementation of SAG decisions and recommendations.
-Have an overall responsibility for the timely budget management and follow-up on financial aspects of the project, including but not limited to budget monitoring and supervision, budget revisions, monitoring partners’ expenditures, submission of timely financial reports by the partners, cash advances and closures.
-In collaboration with project support, initiate procurement of goods and services including preparation of equipment specifications, ToRs and RFPs, managing process for the selection of suppliers, contractors and partners.
-Conduct field visits to supervise, coordinate and monitor field level activities of the project.
-Assume role and fulfil all responsibilities of budget holder in Atlas; and approve requisitions on atlas
-Creation of projects in Atlas, preparation of budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project, and generating financial reports as required.
-Regular monitoring and control of project expenditures on Atlas ensuring that all transactions are correctly recorded and posted in Atlas.
Provision of top quality advisory and programme development services
-Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to the UNW country office programme planning.
-Identification of areas for support and interventions within the thematic/sectoral areas assigned.
-Design and formulation of project initiatives within the area of responsibility, translating UNW’s priorities into local interventions.
Facilitation of knowledge building and management
-Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
-Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
-Sound contributions to knowledge networks and communities of practice.
-Organization of trainings for the operations/ projects staff on programme issues.
Creation of strategic partnerships and implementation of the resource mobilization initiatives
-Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
-Perform other tasks as requested by the Country Representative and National Programme Coordinator.

Qualifications :
Required Skills and Experience
Education:
Bachelor Degree in social sciences, economics, law, public or business administration or any other related field, Master’s Degree will be advantage.

Experience:
-4 years of relevant experience (combined with Bachelor degree) with focus on the area of governance and/or private sector development. Alternatively, 3 years of relevant experience (combined with master degree) as indicated above.
-Specific experience in gender-related initiatives is an asset.
-Prior working experience in the UN system, international NGO`s and/or in the EU funded projects is an asset.
-Familiarity with the EU project cycle is an added bonus.
Language Requirements:
Fluency (both oral and written) in English and Arabic
