Background:
UNESCO is supporting the development of Palestine's first policy institute focused on gender. The institute as a non-partisan, autonomous entity whose policy driven mandate is to execute the following four core functions:
-Policy agenda setting – problem identification underpins the center’s work
-Policy formulation – provide evidence-based action oriented policy advice and guidance for integrating gender across different sectors and national gender related strategies
-Policy review – provide review and recommendations on the status of policy implementation to change the reality for women and secondly, to review ministerial processes related to gender to help advocate for progressive practices
-Coordination – maintain the GPI library as an accessible shared resource, provide a platform and ‘safe’ space for policy debates, dialogues and idea exchanges as well as disseminating information between all relevant stakeholders
Description of Responsibilities:
-In close partnership with the Board of Directors, develop a vision and strategic plan to guide the GPI during the establishment and handover phases
-Identify, assess, and inform the Board of Directors and take proactive action on internal and external factors that affect the institute
-Provide leadership in developing program, organizational and financial plans with the Board of Directors and staff, and effectively implement work-plans and policies authorised by the board
-Foster effective teamwork between the Board and among GPI staff, visiting fellows, consultants and seconded ministry staff
-Act as the spokesperson for the institute
-Conduct official correspondence on behalf of the Board as appropriate and jointly with the Board when required
-Represent the institute at community, governmental, donor and other partner activities to enhance the branding and image of the institute
-Develop an operational work plan which incorporates goals and objectives that work towards the strategic direction of the institute
-Ensure that the operation of the institute meets the expectations of its clients, Board and donors
-Oversee the efficient and effective day-to-day operations of the institute
-Draft policies for the approval of the Board and prepare procedures to implement the organizational policies; review existing policies on a quarterly basis and draft detailed progress reports using qualitative and quantitative evidence-based data to support and recommend changes to the Board as appropriate
-Provide support to the Board by ensuring a complete dossier of supporting documents a week in advance of any board meetings and accurate approved records for all meetings.
-Oversee the planning, implementation and evaluation of the institute’s programs
-Ensure that the programs and services offered by the institute contribute to its mission and reflect the priorities of the Board
-Monitor the day-to-day delivery of the programs and services of the institute to maintain or improve quality, through detailed reports for donors, partners and stakeholders.
-Oversee the planning, implementation, execution and evaluation of special projects
-In liaison with the Administrative focal point, determine staffing requirements for organizational management and program delivery
-Oversee the implementation of the operational policies, procedures and practices in accordance with the adopted Financial, Administrative, Human Resources and Procurement guidelines.
-Establish a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations
-Participate in the monitoring and evaluation of the performance of institute objectives in line with the agreed work-plan and link that to individual team members performance to ensure that staff develop the right technical and personal competencies, training and support to help further the institute's mission
-Ensure that all staff, consultants and fellows receive formal orientation to the institute and that appropriate training is provided
-Implement a formal performance management process for all staff which includes monitoring the performance of staff and giving timely feedback on an on-going basis and conducting an annual performance review
-Coach and mentor staff as appropriate to improve and maximize on performance
-Apply appropriate disciplinary measures when necessary using appropriate methods in line with the agreed performance management system in place. After all mitigation attempts have been made, release non-performing staff using appropriate and legally defensible procedures and in line with the adopted institute policies.
-Work with staff and the Board (Finance Committee) to prepare or implement any agreed comprehensive budgets
-Work with the Board to secure adequate funding or monitoring of existing funds for the operation of the institute
-Research additional funding sources, oversee the development of fund raising plans and write funding proposals to increase the funds base of the institute
-Participate in fundraising activities as appropriate
-Approve expenditures within the authority delegated by the Board
-Ensure that sound accounting and record-keeping procedures are followed through the Administrative focal point
-Administer the funds of the institute according to the approved budget and monitor the monthly cash flow and expenditure of the institute, providing the Board with comprehensive, regular reports on the revenues and expenditure of the institute
-Ensure that the institute complies with all legislation regarding taxation and required levies
-Communicate with stakeholders to keep them informed of the work of the institute and to identify any changes in the target audience served by the institute for long-term planning
-Establish good working relationships and collaborative arrangements with community groups, funders, politicians, and other organizations to help achieve the goals of the organization
-Develop a strategic visibility plan that provides a clear and concise message telling the institute's story to encourage measurable growth
-Oversee the execution of visibility and maintain excellent media relations
-Represent the institute in all media relations by participating in interviews, developing press releases and all other media type engagements

Qualifications :
-A Master degree in Management, Public Policy, Public Administration, Economics, Development Studies, International Relations, Gender Studies or related field
-A minimum of 10 years professional work experience at a similar senior level in comparable fields
-At least 5 years of demonstrated success in a leadership position that included fundraising, partnership development, reporting and financial management (including work-plan, budget development and analysis)
-Fluent level (reading, writing, speaking) in both English and Arabic is required.
-United Nations or NGO/INGO project experience will be an added advantage
-Proven proficiency in MS Office programmes (MS Word, PowerPoint, Excel, Outlook, Explorer)
-Proof of a valid ID card/permit that allows you to work in Ramallah will be requested for shortlisted candidates.
