United Nations Children’s Fund (UNICEF) is willing to fill the following vacancy post:
Title: Health Specialist – Jerusalem, IMIS# 11700
Level: NOC – Fixed Term Appointment
Purpose of the Post :Under the guidance of the Chief Health, responsible for the planning, implementation, monitoring and evaluation of Maternal, Newborn and Child health project within the Child Survival, growth and Development programme
Key Tasks and responsibilities of the Assignment: The incumbent is to ensure that the following key results are achieved:
1. Contributes to the preparation of the Situation Analysis, and participates in the
development of the Maternal, Newborn and Child health Plans of Action and other related programme documents, as required.
2. In collaboration with the MOH and health partners provides technical advice in the planning, implementation, monitoring and evaluation of programme/project(s). Analyzes and evaluates data to ensure achievement of objectives and/or takes corrective action when necessary to meet programme/project objectives.
3. Participates in intersectoral collaboration with other programme colleagues. Assists in development of appropriate communication and information strategy to support and/or advocate programme development.
4. Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews with government counterparts and other partners. Proposes and/or undertakes action on operational procedures affecting project management and implementation.
5. Assists government authorities in planning and conducting training programmes.
Identifies training needs and objectives for the purpose of capacity building, programme sustainability, as well as promotion and advocacy.
6. Coordinates with the Operations/Supply staff on supply and non-supply assistance
activities ensuring proper and timely UNICEF and government accountability. Certifies disbursements of funds, monitors and submits financial status reports to the Sr. Programme Officer or Representative, as required.
7. Participates in the development of the Office and sectoral work plan so as to ensure the achievement of specific assigned objectives. Provides guidance and support to sub-office staff in meeting project objectives.
8. Ensures the accurate and timely input of project information in the computerized
programme system, and issues status reports for monitoring and evaluation purposes)
9. Prepares programme/project status reports required for management, Board, donors, budget review, programme analysis, annual reports, etc.
Selection Criteria:
- Academic Qualifications Advanced university degree in Medicine and/or Social Sciences with a Masters in Public Health, MCH or Epidemiology
- Experience Five years of progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation, in a related field.
- Competencies Knowledge of the latest developments in Immunization, IMCI, MCH and technology in related fields. Analytical, negotiating, communication and advocacy skills. Supervisory and managerial skills. Leadership and teamwork abilities. Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
- Languages Fluency in English and Arabic (spoken and written).
- Computer Computer skills, including epidemiological data management and use of various Microsoft office applications is desirous
