Job Title: Gender Expert (local consultant)
Duty Station: Jerusalem and Ramallah
Duration of initial contract: 12 months renewable
UNIFEM, UNESCO, UNDP, and FAO are implementing a Joint Programme (JP) on Culture and
Development in the occupied Palestinian territory (oPt) in cooperation with the Palestinian Ministries
of Women’s Affairs, Culture, Tourism and Antiquities, and Agriculture. The JP aims at establishing
policies and practices for safeguarding tangible and intangible cultural heritage, developing best
practices to foster social cohesion, and utilizing the potential of cultural heritage and creative industries for inclusive economic growth.
In order to support MoWA’s mandate to mainstream gender in policies and programmes, UNIFEM, in close cooperation with MoWA, will select a (local) expert in gender-responsive programming. The gender expert will assume the following duties to ensure satisfactory implementation of the JP activities:

The gender expert will be responsible for Capacity development and technical advice:

-Ensure gender responsive implementation in all activities under the JP on Culture and
Development;
-Provide sound support in the design and implementation of the gender component of the training courses for the ministry personnel;
-Provide on-the-job coaching to designated MOWA personnel involved in the Programme
-Guide MoC and MoTA in the development of national sector strategies to ensure that the strategies are gender sensitive;
-Guide MOC and MOTA to upgrade the National Plan for the Palestinian Culture (NPPC)
-Support MoA’s Women’s Department in monitoring and evaluating the impact of ‘piloting
feasible interventions for successful marketing of local agro-biodiversity products in selected
communities’ activity in terms of women’s empowerment with a focus of building up on the
experiences from this initiative and other similar initiatives, ensuring women’s access to local
and international markets; Knowledge sharing:
-Document how Gender Responsive Programming (GRP) has been applied in the Program context and the impact it has had on accountability for gender equality;
-Contribute to the collection of sex and age disaggregated data as requested by the MDG –
Culture and Development Programme monitoring and evaluation framework;

Education and Qualification Requirements:
-Advanced university degree in social work, gender studies or related field.
-Specialist knowledge of Palestinian culture and development issues.
-A minimum of 3 years of working experience in the field of women’s empowerment and gender equality.
-Demonstrated leadership, communication, facilitation and networking skills.
-Excellent interpersonal and problem-solving skills.
-Excellent communication and writing skills in both English and Arabic.
