Background:
The Project Manager will be based at the UNODC Programme Office Palestine (Palestinian Territory) in East Jerusalem, which falls under the management of the UNODC Regional Office for Middle East and North Africa (ROMENA) in Egypt. The incumbent will act as Project Manager for the project ‘Forensic Human Resource and Governance Development Assistance for the Palestinian Authority’, providing managerial, coordination and administrative expertise for the development and implementation of the project. The incumbent will work under the general guidance of the UNODC Regional Representative, the direct supervision of the Technical Adviser on technical and substantial matters and of the Head of the Programme Coordination and Analysis Unit in ROMENA on operational matters and in close consultation and cooperation with the Laboratory and Scientific Section (LSS), and the Regional Section for Africa and the Middle East (RSAME) in UNODC HQs.
Work implies frequent interaction with UNODC staff at various levels, staff of other entities of the United Nations system in East Jerusalem, the Palestinian Territories and in the region, government officials, universities, representatives of donor countries, national and international institutions (IGOs, NGOs), and representatives of the local and international forensic community.
 
Description of Responsibilities:
Management tasks
-Advise on and develop operational policies pertaining to project implementation and management.
-Review and monitor project activities on a daily basis to ensure smooth implementation;
-Review and monitor annual/quarterly work and budget plans and detailed implementation plans in coordination with the project team and in accordance with approved costed workplans and agreed timescales; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties and ensure follow-up actions.
-Provide constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations and risk assessment. Ensure efficient management of the Monitoring and Compliance function.
-Ensure implementation of effective internal controls, such as maintenance of the project activity and internal/external financial expenditures tracking control systems. Monitor financial delivery against work plans and preparation of relevant periodic reports.

Reporting tasks:
-Monitor implementation of all project activities and report on the progress. He/she will ensure the timely and accurate submission of progress and financial reports in accordance with UNODC procedures;
-Prepare and deliver all necessary financial and operational revisions and reports.

Administrative tasks:
-Ensure compliant financial resources management and efficient procurement services
-Ensure compliance of project and office operations with UN/UNODC rules, regulations and policies, implementation of corporate operational strategies, establishment of management targets and monitoring of achievement of results.
-Stay abreast of policy changes related to project policies, procedures and financial management and brief staff on the changes
-Provide substantive support to the administrative and budgeting systems for the project, planning and monitoring of project documentation and expenditure of financial resources, in accordance with UNODC rules and regulations.
-In consultation with the project forensic experts, identify, draft terms of reference and engage experts for support project activities.
-Maintain a secure, reliable infrastructure environment for information and communication technologies (ICT) and adequate planning for business continuity.

Liaison tasks:
-Coordinate and liaise regularly on project activities and implementation with ROMENA and UNODC Headquarters in Vienna, designated project focal points and other senior authorities.
-Ensure coordination and involvement of Palestinian partners, including the Ministries of Justice and Interior, Palestinian Civil Police, universities and civil society organizations;
-Arrange regular meetings with stakeholders to facilitate and ensure implementation of activities and efficient communication and exchange of information;
-Develop, maintain, and intensify contacts with Government institutions and authorities, local representatives of other United Nations organizations, NGOs, civil society organizations, donors and resource persons regarding project activities.
-Support the preparation, finalization, adoption, and implementation of policies/strategies related to the project.
-Work closely with the Senior Technical Adviser and the project team in supporting coordination work between stakeholders and the supervision and monitoring of project implementation systematically through discussions with counterparts.
-Supervise locally recruited project support staff
-Perform other related duties as assigned.

Impact of Results

The key results have a direct impact on the execution of the UNODC-oPT project ‘Forensic Human Resources and Governance Development Assistance for the Palestinian Authority’ in terms of efficient project implementation, coordination, monitoring and evaluation; effective and timely liaison with colleagues and concerned parties internally and externally; and efficient use of resources. Successful implementation of the project enhances UNODC’s ability to work effectively with the Palestinian National Authority in the occupied Palestinian Territory.

Qualifications :
Education:
Advanced University Degree (Masters or equivalent) in Business Administration, Operations Management, Social Sciences, International Development, Economics, Law, or related fields;

Experience:
-Minimum 13 years of professional experience in the implementation, administration, monitoring and coordination of complex projects/ programmes, in a team environment;
-Managerial and organizational ability including experience of managing financial resources;
-Experiences and good understanding and knowledge of the region;
-Professional qualification in project management and financial management highly desirable.
-Work experience within the United Nations system, including knowledge of UN policies, guidelines and procedures is desirable;
-Strong diplomatic skills are desirable;
-Professional experience and work practices of the various international as well as Palestine institutions concerned with drug control and/or crime prevention as well as with International NGOs or UN Organizations will be an asset;
