Background:
The Police Support Programme is a Palestinian Police-led initiative supported by the EU Police Co-coordinating Office for Palestinian Police Support (EUPOL COPPS), the PA Ministry of Interior and is implemented by the United Nations Office of Project Services (UNOPS). Its central decision making and project approval mechanism is the Programme Steering Committee (PSC) chaired by the Ministry of Interior and attended by the PCP Police Commissioner, the Ministry of Finance and a Donor Representative.
The initiatives agreed in the PSC are implemented by UNOPS with supervision from the PCP department heads. UNOPS has established a Project Management Office to manage the day to day delivery of projects.
The Palestinian Civil Police (PCP) lacks a central information system to supports their operational processes and needs. The IT Infrastructure project currently being implemented by UNOPS on behalf of Canada, which provides, essential hardware foundations to the PCP is now approaching completion. An information system for the PCP is a logical and essential addition to the IT Infrastructure. The two projects combined will then in turn improve the capacity and quality of the PCP operations.
Under the overall guidance of the Software development Manager, The Quality Assurance Tester (QA Tester) will report directly to the UNOPS Project Manager and will be responsible for the quality assurance and testing of PCP Information System. She/he will advise and directly assist the PCP in software design and development for the IT project. She/he will be stationed at the PCP ICT department headquarters and UNOPS Ramallah duty station.
 
Description of Responsibilities:
The Quality Assurance Tester will responsible for testing different Information System components and services for the PCP. These software services include, but are not limited to, Human Resources Management, Case Management, Incident Management and Document Management systems.
Successful candidates should have excellent hands-on-experience using similar modules and having practical testing experience with similar business modules. The QA testers will work directly with the software development teams and support them in the whole development life-cycle emphasizing on producing test cases that achieve the objectives of the software being developed.

The QA Tester will be responsible for ensuring adherence to the following:
-Implement regression testing
-Test new functionality and stress edge conditions
-Build out test repository and document all test cases
-Publish test results and build metrics
-Execute test cases
-Track issues found during UAT and throughout QA lifecycle
-Manage UAT Process

Documentation:
-Write test conditions and test scripts based upon specification documents and business user interactions as well as create test scenarios based on understanding of systems
-Document outcomes of test progress and incident tracking

Team Duties:
-Tracking and communicating issues.
-Work closely with development team to ensure high quality solutions that are consistent with architecture standards and meet organisational requirements.
 
 
 Impact of Results
-Successful completion of the tasks explained in the previous paragraph. The QA Tester’s primary responsibilities include system testing and quality assurance; and in fulfilling those responsibilities, management must balance the unique relationships between and among the projects employees, suppliers and beneficiaries
-Completion of working Police Information System as determined within the scope of the project. To have been an integral part of the successful delivery on time, budget and above the expectations of all stakeholders.  To have displayed a professional, dependable attitude that has operated toward making and keeping customers and a cooperative and positive spirit in working with other team members.

Good knowledge of organizations ICT strategy and infrastructure, Ability to develop innovative approaches to resolve a wide range of issues/problems. Good knowledge of relevant internal policies and business activities and processes within the area(s) in which the system operates. Demonstrated ability to manage projects and working towards the achievement of defined deliverables. Expert decision-making experience in the field and proven record of managing contracted onsite as well as offshore teams.
Communication – Excellent communication (spoken and written) skills, including the ability to convey complex concepts both orally and in writing, in a clear concise style. Demonstrated ability to communicate effectively at all levels.

Qualifications :
Education:
-First University degree in Computer Science, Computer Programming or any other related field.

Experience:
-A minimum of three years of relevant work experience.
-Minimum of three years’ of managing or working the UAT process
-Testing experience with exposure to ERP Systems or large scale information systems.
-Solid understanding of Quality Assurance Methodologies
-Good working knowledge of application integration and testing including QA role in software lifecycle
-Excellent documentation skills
-Solid understanding of Systems Architecture
-Excellent problem solving, planning and analytical skills
-Strong communications skills with a demonstrable ability to interact and influence at all levels within the organization as well as with clients
-Strong interpersonal and communications skills
-Understanding of stakeholder requirements.
Awareness of main project management methodologies/tools (e.g. Prince2) is highly desired
Language Requirements:
-Fluent in English orally and written.
