Background:
The Police Support Programme is a Palestinian Police-led initiative supported by the EU Police Co-coordinating Office for Palestinian Police Support (EUPOL COPPS), the PA Ministry of Interior and is implemented by the United Nations Office of Project Services (UNOPS). Its central decision making and project approval mechanism is the Programme Steering Committee (PSC) chaired by the Ministry of Interior and attended by the PCP Police Commissioner, the Ministry of Finance and a Donor Representative.
The initiatives agreed in the PSC are implemented by UNOPS with supervision from the PCP department heads. UNOPS has established a Project Management Office to manage the day to day delivery of projects.
The Palestinian Civil Police (PCP) lacks a central information system to supports their operational processes and needs. The IT Infrastructure project currently being implemented by UNOPS on behalf of Canada, which provides, essential hardware foundations to the PCP is now approaching completion. An information system for the PCP is a logical and essential addition to the IT Infrastructure. The two projects combined will then in turn improve the capacity and quality of the PCP operations.
The Systems Engineer will report directly to the UNOPS IT Project Management Advisor and will be responsible for managing and administering all aspects of the IT infrastructure related to the Police Information System. He/She will be stationed at the PCP ICT department headquarters and UNOPS Ramallah duty station.
 
Description of Responsibilities:
The Systems Engineer will be involved from the design stage through production troubleshooting, from DNS to networking to application behavior and is ultimately responsible for making sure the production systems are reliable and perform well. This position requires a deep understanding of networks, operating systems, multi-tiered Internet services, and the ability to learn new applications and concepts quickly. Strong scripting skills are essential.

The position will involve;

OVERALL
-Building out overall systems architecture to ensure that internal office needs and software development and production needs are stable and secure
SYSTEMS AND SERVICES
-Designing and documenting the environment, hardware specifications, and software layers to provide for a reliable, scalable, secure and highly available Systems Environment across multiple geographical locations

MONITORING AND ANALYSIS
-Analyzing complex system behavior, performance, and application issues

TROUBLESHOOTING AND SUPPORT
-Performing root cause analysis for service interruption recovery; create preventative measures and present to management.

AVAILABILITY AND BACKUP
-Ensuring stability, availability, performance and maintenance of the 24/7 mission-critical production environment
 
Impact of Results

Successful completion of the tasks explained in the previous paragraph. The Systems Engineers primary responsibilities include system administration, infrastructure implementation and progress reporting. Expected results;
-Design and document all systems, configuration and set-up using best practices
-Design and document disaster recovery procedures and practices
-Design, document and execute systems tests to complement the technical testing process
-Design, document and implement security controls
-All systems operational 24/7

Qualifications :
Education:

-Master’s degree in Computer Science, Information Systems or related; additional years of relevant work experience with extensive hands on systems experience preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree.
-Any Linux certification equivalent to LPIC-2 or LPIC-3 is preferred.
Experience:
Minimum 5 years of progressively responsible professional hands-on systems experience including to the following:

GENERAL
-Systems planning, setup and managing.

OPERATING SYSTEMS
-Strong experience with Linux system administration
-Deep knowledge of system internals (kernel, drivers, scheduling, memory management, TCP/IP stack, etc.)

PROGRAMMING AND ADMINISTRATION
-Solid knowledge of some scripting languages to automate administration tasks
-Desirable: Programming and troubleshooting skills in C/C++

NETWORKING
-Strong understanding of enterprise networks including: IPv4, IPv6, VLANs, VPN

SERVICES
-Strong understanding and in-depth knowledge of services like: HTTP, LDAP, DNS, DHCP, NTP, NFS, SMB, IMAP, SMTP, PXE
-Desirable: Working knowledge in SQL databases and application servers
-Desirable: Working knowledge in Asterisk

VIRTUALIZATION
-Desirable: Experience with virtualization

TROUBLESHOOTING AND PERFORMANCE ANALYSIS
-Proven understanding of how to isolate, diagnose, and resolve service delivery components
-Experience with monitoring and metrics tools

Language Requirements:
Fluency in oral and written English is a must
