UNRWA is the largest United Nations programme in the Middle East. It provides education, health care, relief assistance and social services to Palestine refugees. 1. FUNCTIONS AND RESPONSIBILITIES:
In accordance with the Agency policy and procedures, the incumbent represents the Field Director and liaises, as required, with government authorities at ocal level, local authority and refugee community representatives on the general application of Agency policies and programmes in the area to which assigned; acts as administrative head of the area to which assigned; directs, coordinates and controls administrative, finance, supply,   distribution, transport, personnel building maintenance in close collaboration with unit heads at Field Office, directs and controls camp services in the area; ensures compliance with HQ and Field directives, manuals and instructions in the performance of those services; coordinates the work of the functional programme heads in close
collaboration with Heads of Departments to ensure that the Agency’s operations and programmes are running efficiently and in accordance with HQ and Field directives, manuals and instructions; observes and reports on the efficiency of Agency operations and programmes in the area to which assigned and assists in and advises on the coordination of such operations and programmes; takes corrective measures within authority as outlined by DUO, where applicable; is responsible and accountable for control and disbursement of funds allotted to the area by Expending Officers; is responsible for general training of Agency staff assigned to his/her area; performs such other duties as may be assigned.
2. .IMPACT OF INCUMBENT’S WORK
(A) Importance of decisions and proposals made by the incumbent Decisions made by the incumbent have an important impact on work. Recommendations/proposals are very important as they aim at maintaining the smooth running of the Agency’s operations and services to benefiting Palestinian Refugees, and at securing good relation and cooperation with official and non-official authorities and NGO’s.
(B) Possible consequences of involuntary errors made by the incumbent Erroneous recommendations/proposals could have a negative effect on the operations of the Agency and on the Agency’s relation with the community and with official and non-official authorities being incumbent of the post acts as Field Office Director’s representative with government authorities and refugee community as well.
3. INDEPENDENCE OF WORK
(A) Application of guidelines
The incumbent should apply Agency policies and supervise the operations of the programmes, which aim at improving UNRWA performance at all levels.
(B) Supervisory control over work of incumbent
The incumbent’s work should progressively be reviewed by his/her supervisor to ensure that all objectives are achieved up to Field Office Director’s satisfaction.
4. MINIMUM QUALIFICATIONS
(A) Academic and professional qualifications
A university degree in Business or Public Administration, or related discipline.
(B) Experience
At least six years of administrative experience of which three years should have been in large governmental or international organization at a senior level.
(C) Language
Excellent command of written and spoken English and Arabic.
5. DESIRABLE QUALIFICATIONS
• Thorough knowledge of the Agency, its history, mission, operations, regulations and rules, and of his area.
• Possession of a valid driving license.
6. ADDITIONAL INFORMATION
• High level of interpersonal and managerial skills.
• Proven negotiating skills with community and organizational players including at progressively higher levels in large organizations.
• Proven experience in dealing with sensitive situations including areas of specific security concerns
