Background:
The United Nations Volunteers (UNV) Programme jointly with the Programme of Assistance to the Palestinian People, United Nations Development Programme (UNDP-PAPP) are seeking experienced national UN Volunteer Specialist “Procurement Assistant”- for initial duration of 6 months, renewable based in Gaza.
This post is a United Nations Volunteers assignment and based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering brings benefit to the individual volunteer. It makes important contributions, economically, as well as socially. It contributes to creating social cohesion and capital, through helping to build trust and reciprocity among citizens.
The UNV Programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV volunteers contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive.
Description of Responsibilities:
Under the guidance and supervision of the Head of Procurement Unit and the Procurement Analyst of Gaza office, the UN Volunteer will work in close collaboration with the Operations Programme and projects staff in the CO to exchange information and ensure consistent service delivery. The UN Volunteer will undertake the following tasks, promoting a client, quality and results-oriented approach in the Unit:
-Ensure Implementation of sourcing strategies;
-Support to procurement processes;
-Ensure implementation of operational strategies focusing on achievement of the following results:
I-Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies;
II-Provision of inputs to the CO Procurement business processes mapping and elaboration of internal Standard Operating Procedures (SOPs) in Procurement in consultation with the direct supervisor;
-Provide procurement services ensuring high quality and accuracy of work;
-Support procurement processes for CO, DEX projects;
-Maintain filing system in the Procurement Unit;
-Assist in monitoring schedules and timetables for tender deadlines and bid openings;
-Screen in-coming and out-going mail and distribute them according to recipients;
-Creation of new vendors in UNDP existing Atlas system;
-Raising requisitions in Atlas system for required items by the procurement unit only;
-Custody, distribution and replenishment of stationery supplies for the Procurement Unit;
-Manage mail movement between the Procurement Unit and UNDP/PAPP main building;
-Drafting letters in English and Arabic when required;
-Maintain and update procurement activities and contracts log sheets;
-Maintain and update the inventory records of the procurement unit in coordination with UNDP/PAPP inventory focal person;
-Receive visitors and answer phone calls;
-Follow up on attendance sheet with leave monitor;
-Support knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:
I-Participation in the trainings for the operations/ projects staff on Procurement;
II-Sound contributions to knowledge networks and communities of practice;
-Any other related duties as may be required.
Furthermore, UN Volunteers are encouraged to:
-Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
-Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; network and build relationships with local organizations, groups or individuals, and support and/or participate in local volunteering initiatives; reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
-Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; initiate and/or participate in local volunteer groups, including assisting them in submitting stories and experiences to the World Volunteer Web site;
-Promote or advise local groups on the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible;
-Encourage, mobilize and support co-workers, fellow UN Volunteers and members of the local community to play an active part in peace and development activities on a voluntary basis;
-Discuss with supervisors how volunteerism for peace and development can be mainstreamed in the assignment and integrate activities promoting volunteerism for peace and development into work plans;
-Assist with the UNV “buddy programme” for newly arriving UN Volunteers.

-Successful delivery of the project activity results as per the project detailed implementation plan;
-Maintain accurate, quality and complete project documentation as well as timely reporting identified in responsibilities.

Qualifications :
The incumbent must be a dynamic, multi-functional person, who supports UNDP with professionalism, dedication and client orientation. The following qualifications are required:
-Secondary Education with specialized training in procurement; University Degree in Business or Public Administration, IT or Engineering would be desirable, but is not a requirement;
-Minimum 3 years of relevant experience;
-Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
-Fluency in English and Arabic; excellent communication and writing skills;
-Have affinity with or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN System.
Living Conditions:
As this is a national UN Volunteer assignment, the incumbent will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
Conditions of Service:
Contract is issued for six months at a time (renewable depending on mandate, availability of funding, operational necessity and satisfactory performance). Monthly Volunteer Living Allowance (VLA) – intended to cover housing, utilities, and normal cost-of-living expenses – is US$ 925. Life, health and permanent disability insurances are included, as well as resettlement allowance. UNV will provide a copy of the UNV Conditions of Service to the successful candidate together with the offer of assignment.
