Background:
The United Nations Volunteers Programme (UNV) jointly with the United Nations Human Settlements Programme (UN-HABITAT) are seeking national Youth UN Volunteer “Urban Planner”- for duration of 6 months with possibility of extension, based in Ramallah.
This post is a United Nations Volunteers assignment and based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering brings benefit to the individual volunteer. It makes important contributions, economically, as well as socially. It contributes to creating social cohesion and capital, through helping to build trust and reciprocity among citizens.
The United Nations Volunteers (UNV) Programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive.
Description of Responsibilities:
Under the direct supervision of the Project Manager for “Support the Palestinians’ Right to Develop in East Jerusalem”, the national UN Volunteer will undertake the following tasks:
- Review existing secondary data available on the Palestinian neighborhoods in East Jerusalem, and upload relevant/updated information on the developed database.
- Collect information on the number, location and status of the developed Outline and Detailed Plans in the Palestinian neighborhoods and upload it on the database.
- Manage a Database that: i) Links planning/housing situation in East Jerusalem to other socio-economic and demographic data, and ii) monitors the status of the Outline and Detailed plans developed in East Jerusalem.
- Update the collected information regularly and highlight any significant evolvements related to plans authorization, rejection, court cases, objections, etc.
- Analyze the collected data and develop up to date fact sheets and infographics based on reliable information that can be utilized for advocacy messaging and briefings.
- Submit quarterly reports to the project manager highlighting the progress made and the updates made on the database during the reporting period.
- Provide support to the project’s activities and other related office work when needed, and as requested by the project’s manager.
Furthermore, UN Volunteers are required to:
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
- Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Outputs:
- The Palestinian Authority’s and the UN agencies advocacy messages on East Jerusalem is strengthebed through evidence based data and information.
- The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs);
- Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment;
- A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Qualifications :
Profile Requirements:
- BSc. in Urban Planning or Architecture
- Previous experience in handling / managing spatial data and information
- Robust knowledge in:
- AutoCAD and AutoCAD Map 3
- ArcGIS Desktop/Server
- Graphic Design Software such as Adobe Illustrator and Photoshop
- Excel
- Strong command in English (writing and speaking)
- Ability to work under pressure
- Language requirements: Fluency in spoken and written English and Arabic, Knowledge of Hebrew is considered an important asset.
Living Conditions:
As this is a national Youth UNV assignment, the volunteer will be responsible for arranging his/her own housing and other living essentials.
Conditions of Service:
A 6 months contract; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.
Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of ILS 4,641 is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
