Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women has played an innovative and catalytic role in the occupied Palestinian territory (oPt) since its inception in 1997. UN Women oPt focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

UN Women aims at increasing prevention of Violence against Women and Girls and improving access to security, protection and justice for Palestinian women and girl survivors of violence. To this end, UN Women applies a holistic approach using international standards and women’s voices to increase specialized, quality, multi-sectoral protection of women and girls. UN Women also aims to bring gender equality dimensions into humanitarian programming, response, and assistance through ensuring that gender equality commitments are adopted and implemented in humanitarian programme response, and assistance, as well as in humanitarian structures.

Considering the  huge impact of the Israeli operation“ Protective Edge“ ( July 2014) on the lives and protection of Palestinians women and girls in the Gaza Strip;  in light of IASC Guidelines for Gender-based Violence (GBV) Interventions in Humanitarian Settings and the Protection Cluster Needs Analysis Framework (2014-2016) & Strategic Response Plan for 2014 Humanitarian Programme Cycle (HPC) which both identify GBV as a priority concern specifically with regards to “Lack of, or limited access to, services in response to GBV”; in alignment with UN Women strategic plan Outcome 3.2 “Specialized, quality, multi-sectoral survivors-based services available and accessible to women and girl victims of violence”; and aligning with the work of stakeholders within the GBV sub working group functioning under the UN inter-agency Gender Task Force (GTF), UN Women will implement the project “Improving Holistic Protection Services for Women and Girls in the Conflict Affected Context of the Gaza Strip” (2014-2015), which is funded by the Japanese Government, to provide holistic protection services to women and girls victims of gender based violence in Gaza with particular focus on women and girls IDPs and/or living in overcrowded houses.  Through the project, UN Women, in coordination with OCHA and the cluster system, will also capitalize on its innovative approach in including gender dimensions into humanitarian response in the Gaza Strip, including building the capacity of humanitarian sectors and clusters in the area of gender mainstreaming in humanitarian action and supporting improved coordination among actors for advancing gender equality and women’s empowerment.

In this framework, UN Women Palestine country office would like to recruit a qualified Project Manager to be responsible for the overall management of the project “Improving Holistic Protection Services for Women and Girls in the Conflict Affected Context of the Gaza Strip”.
Description of Responsibilities:

Under the overall supervision of UN Women’s Special Representative, direct supervision of UN Women Programme Officer in Gaza; the Project Manager will be responsible for the following duties and responsibilities:
The Project Manager based in Gaza will undertake the following tasks, duties and responsibilities:
Prepare a detailed work plan to implement proposed activities in Gaza in coordination with the UN Women team in Gaza;
Ensure timely implementation of all project activities and monitor the proper use of funds according to signed agreements and work plans;
Regularly review planned activities, and make necessary modifications/ratifications when needed in response to any emerging circumstances;
Manage all project procurement activities, including preparation of an annual procurement plan for the programme, and complete submission of LAMRC and contracts;
Review of contributions agreement; managing contributions in Atlas.
Regular monitoring and control of project expenditures on Atlas ensuring that all transactions are correctly recorded and posted in Atlas;
Timely initiation of project budget revisions to ensure availability of funds, in close coordination with Operations team;
Contribute to the  development of technical documents for the project, such as concept notes, and clear action plans for each project activity; prepare terms of reference, memoranda of understanding, project cooperation agreements, and letters of agreement with government and non-governmental partners;
Monitor the work of partner organizations and consultants contracted under the project through conducting regular meetings, field visits and workshops to ensure open channels of communication and cooperation, as well as timely submission of quality progress reports and agreed deliverables;

Support building partnerships at the local level in Gaza, and in collaboration with the Programme Officer in Gaza, coordinate with the relevant stakeholders as deemed necessary;
Provide technical support to project CSO partners;
Advise UN Women special representative and Programme Coordinator on ways to ensure synergy with UN Women country strategy and United Nations Humanitarian Country Team (HCT);
Regularly brief the UN Women Special Representative, the Programme Coordinator, as well as Programme Officer in Gaza in order to ensure coordination, linkages and synergies between all areas of work carried out by UN Women’s Palestine office;
Provide evidence based advocacy inputs to inform UN Women’s advocacy efforts, as well as its communications and partnership strategies;
In cooperation with UN Women media and communication team, support the project communications and visibility activities;
Creation of projects in Atlas, preparation of budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project, and generating financial reports as required;
Manage the development of project knowledge products;
Creation of e-requisitions in Atlas for the programme and register of goods receipt in Atlas;
Making budget check for requisitions, POs and vouchers;
In cooperation with the Gender and Protection Specialist, support providing technical expertise to humanitarian sectors and clusters with regards to mainstreaming gender in humanitarian action;
Facilitate partnership and collaboration with OCHA, humanitarian sectors and clusters, and GBV SWG to support the achievement of project results;
Support setting up and coordinating a Gender Coordination group for humanitarian action in Gaza in cooperation with CSO partners and humanitarian actors;
Attend development and humanitarian coordination meetings as requested by the Gaza Programme Officer and provide documented updates on the results of those meetings and the needed follow-up actions;
Assist in resource mobilization efforts in accordance to country resource mobilization plan;
Report on a regular basis to the UN Women Gaza Programme Officer and UN Women Programme Coordinator;
Provide programmatic and technical support to UN Women programme in Gaza as deemed necessary.
Performance of other duties, as required.

Qualifications :
Education:
-Bachelor Degree in Management, Law, Human Rights or International Relations, Master’s Degree will be an advantage.

Experience:
The Project Manager should have the following experience:
Minimum 4 years of relevant experience in project management; 
At least 3 years of proven experience in managing projects, human rights focus on women’s and girls’ protection preferably in humanitarian settings;
At least 2 years of experience in gender mainstreaming and/or women’s empowerment;
Demonstrated strong management, coordination and facilitation skills;
Excellent communication skills (oral and written);
Strong analytical ability;
Excellent computer skills and strong knowledge of Excel, PowerPoint and Word.
Good interpersonal and communication skills; ability to collaborate within a small team;
Previous experience in working with humanitarian sectors and clusters is an asset;
Previous experience with a multilateral or international organization is an added advantage.
