Background:
Within the framework of UN Women occupied Palestinian territory (oPt) and the Women Human Rights Programme (WHRP) projects, UN Women wishes to recruit a Monitoring and Evaluation (M&E) Associate with specific competencies on Violence Against Women (VAW).
The complexity of violence against women in the Palestinian context, and the response to it through donor-funded projects, presents challenges that require regular monitoring to inform further strategic planning and implementation of action plans to combat VAW, through sustainable and nationally-owned initiatives.
Benefiting from UN Women expertise and experience in the field of combating violence against women in the oPt, and aiming at enhancing accountability to the donors, UN Women intends to recruit a VAW M&E Associate to undertake rigorous collection, organization and analytical interpretation of data and information, in light of specific technical experience and expertise in the field of VAW in the oPt. The Associate will ensure the efficient and timely monitoring of all projects managed within the WHRP.
The VAW M&E Associate is responsible for guiding the overall M&E strategy and implementation of WHRU related activities within the projects and via partners, plus providing timely and relevant information to project stakeholders. This entails close communication with all involved in M&E design and coordination: core project and partner M&E and other staff; representatives from primary stakeholder groups; and the Project Manager, external consultants and field staff when appropriate, plus members of external M&E-related missions.
Critical tasks for the M&E Associate are setting up the M&E system and ensuring it is implemented effectively by the key stakeholders, namely the primary stakeholders and implementing partners. This is undertaken through the joint development of a shared M&E system that is based on existing formal and informal mechanisms and systems among key stakeholders. Moreover, ensuring all WHRP M&E related information is up to date and input within the UN Women overall M&E System. This needs to be supported by facilitating stakeholders to value, have appropriate capacities for and undertake their own M&E activities, and to link these into an overall assessment of project progress and needed actions.
Description of Responsibilities:
Under the overall supervision of UN Women oPt Special Representative and the direct supervision of the WHRP Project Manager, the VAW Monitoring & Evaluation Associate will undertake the following tasks and responsibilities:
1-Develop M&E tools and systems to monitor and evaluate WHRU projects implementation:
-Support in the development and institutionalization, in consultation with partner agencies and for approval by the Project Management Team, of project’s M&E system;
-Support in the develop of periodic assessment and reporting template and user guidelines for key institutional actors, partners and stakeholders;
-Support in the development of indicators for measuring results of project implementation;
-Support in the development of tools for evaluation and impact assessment of the project;
-He/she will also assist with developing standard M&E instruments and updating data in the UN Women M&E database.
2-Organize project monitoring and evaluation activities:
-Assist in planning and implement ingregular project monitoring and evaluation activities (periodical meetings, annual assessment, etc.) among key institutional actors, partners and stakeholders to provide up-to-date information, feedback on the status of project implementation;
-Collect, analyze and disseminate in a timely manner project progress reports in consultation with partners, stakeholders, project coordinators, partner agencies and other relevant sources of information.
3-Prepare plans, reports and other project-related documents:
-Assist the Project Manager in the preparation of yearly and quarterly work plans, reports, project presentations and other project M&E-related documents and correspondence;
-Prepare quality reports/ project documentation for dissemination to the stakeholders;
-Assist Project Manager in extracting critical lessons learned and good practices from final evaluation, audit and monitoring reports.
4-Provide advice for better project management and implementation:
-Advise the Project Manager and stakeholders, on the progress of project implementation, assess progress and identify constraints and gaps in implementation and recommend appropriate responses;
-Hold quarterly meetings with all partners collectively to jointly assess the monitoring and progress of the projects;
-Analyze and evaluate data to ensure achievement of objectives and recommend corrective action, when necessary, to meet programme/project objectives;
-Provide technical advice to programme staff, government officials and other counterparts and coordinate and manage the evaluative elements of project’s milestone meetings;
-Identify issues, challenges, and lessons learned and regular provision of recommendations for corrective actions on project implementation procedures and processes.
-Perform all other tasks that may be assigned by the Programme Manager from time to time.

Qualifications :
Education and Experience:
-BA degree in Social Science, development studies or related fields;
-2-3 years of relevant working experience, specifically in the areas of VAW, gender equality and women’s rights and monitoring and evaluation;
-Demonstrated knowledge of gender and human rights concepts;
-Direct, specific and proven experience in VAW related projects and/or services for the protection of women from violence;
-Professional working experience in international development organizations especially in the area of monitoring and evaluation; working with learning and capacity development initiatives, preferably in the context of a developing country;
-Experience of working in the field of reporting and monitoring to include experience in developing plans, tracking results, reporting to different constituencies. Previous monitoring experience with a UN agency highly desirable;
-Experience in results-based management (RBM) is desirable;
-Previous experience of working in the UN system highly desirable;
-Excellent computer/information systems skills;
-Experience in working and liaising with governmental and non-governmental actors;
-Excellent communication skills, oral and written, both in English and Arabic;
-Ability to work as part of a team, in partnership, and to perform independently;
-Personal commitment, result oriented, and capacity to work effectively and under pressure and to deliver timely.
