BACKGROUND
Crimes committed in the name of "honor", so-called "honor killings", are not a new phenomenon in
the occupied Palestinian territory (oPt), nor an exclusive trend of the Palestinian society. Patriarchal
structures, power imbalance between women and men and underlying discrimination against
women constitute root causes of such crimes. In addition, the long-lasting occupation, coupled with
the on-going blockade of the Gaza Strip and harsh economic conditions exacerbate violent
reactions against women including honor crimes. Available data on these extreme behaviors varies
from source to source and does not reflect the real dimension of the problem but nevertheless
confirms that occurrences of honor crimes are an increasing problem. Fear of reprisals and further
abuse, taboos and secrecy surrounding these crimes contribute to their underreporting and lack of
denunciation.

In the Palestinian society, women and girls are regarded as the custodians of values and honor of
the family as well as the community. In the name of "honor", women may be killed for transgressing
or for being perceived to violate socially expected and culturally accepted behaviors. Conducts such
as being late, talking to a man on the phone, or mere rumors or suppositions may suffice to trigger
honor killings. Equally, victims of rape or incest may pay with their lives for the crimes committed by
the perpetrators, often their relatives, while they go unpunished. In the majority of cases,
perpetrators of these crimes are male relatives, often the younger members of the family. Women
are killed by poisoning, strangling, gun shot or forced suicide. While tarnished honor may prima
facie appears to be the motive of these crimes, other reasons related to inheritance, violence or
crime are frequently driving the commission of the crime.

The legal framework relevant for honor crimes in the oPt foresees through the provisions of the
penal code in force in the West Bank and the Gaza Strip lenient or reduced penalties for the
commission of honor crimes. At a recent conference1 focusing on these issues the participants
stressed the importance of legislation reform in the oPt to criminalize honor crimes and end
impunity. In this process advocacy and awareness raising initiatives appear together as fundamental tactics 1) to challenge cultural practices and believes, gender stereotypes and discriminatory practices that reinforce the acceptance of honor crimes at the community level; 2) to bolster actions and measures at the policy level.2

Considering the aforementioned information, fostered by the momentum of the UN Women global
advocacy initiative Say NO – UNiTE to End Violence against Women (www.saynotoviolence.org) ;
recognizing in young women and men the most receptive audience of a new message of
commitment towards building quality relations among women and men while refusing violence
under any form, any context and any circumstance; the UN Women office in the occupied
Palestinian territories designed a Honor Killing Youth Awareness Music Video Campaign. UN
Women collaborated with a renowned Palestinian band to produce a brand-new music video as part of a plan to implement an extensive dissemination strategy to widely spread the music video among national/regional/global media; Palestinian Youth, civil society organization as well as key
Palestinian Authority leaders.

UN Women wishes to bring on board a “Video Campaign Coordinator” to ensure the development,
organization and successful implementation of the honor killing music video campaign.

DUTIES AND RESPONSABILITIES
The “Video Campaign coordinator” will be part of the Media and Advocacy Unit of UN Women oPt
Office.

Main tasks, duties and responsibilities
-Draft and manage the list of invitees for the press conference launch (gather name, titles, emails and fax numbers, addresses) and accompanying correspondence (sending invitation by email, fax and mail) and manage the RSVPs;
-Act as the primary contact with the campaign partners/guests in confirming campaign details and relaying information;
-Liaise with the UN Women Media and Advocacy Officer regarding press coverage and media
requirements, and provide support if required
-In coordination with UN Women Media and Advocacy Officer ensure the implementation of outreach and media strategy of the campaign according to the plan finalized with and approved by the UN Women oPt Office
-Identify design/printing companies to produce outreach materials including press dossiers, brochures, posters and other materials as defined with and approved by UN Women oPt
-Follow-up the development of outreach material and gather feedback from event partners and UN Women
-Gather final approval from event partner and UN Women before printing any material related to the event/campaign
-Follow-up and ensure timely material production
-Update UN Women regularly on any changes in the project implementation process
-Establish a working relationship with UN Women partners for the initiative and associated communications mechanisms
-Attend meeting with the partners and service providers involved in the organization of the launch to ensure coordination of all event elements
-Prepare a draft copy of the Event programme scenario, including running times for review, revisions and approval by partners
-Liaise with all speakers to ensure talking points, speeches and interventions are set or prepared
-Ensure upload of the event on relevant website Liaise in coordination with UN Women Media and Advocacy officer with UN Women HQ for media/web vis-à-vis relevant global UN Women campaign
-Pursue national, regional and international media outlets in order to secure press coverage
for the campaign and the video.
-Supervise logistics and other related arrangements in the run-up and on the day of the event (security, artists, catering and so on)

Timeframe:
The assignment is expected to start as soon as possible (1 September 2012) and to be finalized by 31 December 2012

Key deliverables
1-Final draft work-plan of the campaign organization submitted, including main objectives,specific activities, detailed schedules, target groups
2 weeks upon contract signature
2-Final campaign report drafted
3 month upon contract signature

REQUIRED SKILLS AND EXPERIENCE

Core values/guiding principles

Experience and qualifications
-A minimum of 3 years experience in coordination/public relations/media/communication;
-Experience in the field of music, films, TV programmes production a plus;
Previous experience in working with hip-hop bands a plus.

Specific competencies:
-Proven track record in planning and coordinating high-visibility events;
-Demonstrated experience in developing and managing media and communication strategies;
-Understanding and experience of gender equality issues, including in the context of conflict and post-conflict situation;
-Demonstrated strong coordination and facilitation skills;
-Excellent planning, management and organizational skills;
-Able to work well under pressure and capable of coordinating multiple tasks at once;
-Previous experience with another international organization is an asset
-Strong communication skills in Arabic and English (oral and written).

Language(s) required:
-Fluent spoken and written English and Arabic.
-Knowledge of Hebrew a plus
