Base: Ramallah, with frequent visits to Hebron, Tubas, and Gaza offices
Reports to: (hierarchically) to Country Director , (technically) to WASH technical referant (HQ)
In Coordination with: CMT, Project Managers, Project Technical officers
Job description
We World-GVC is recruiting a WASH Coordinator, who reports to the Country Director and works in coordination with Operations Manager, Area Managers Project Managers and Project technical Coordinator.
The WASH Coordinator, while being directly in charge of overseeing a selection of WASH-focused initiatives, will also support the Project teams in the harmonization and implementation of all WASH-related components, which constitute part of the Organization portfolio. S/he will contribute, in coordination with the WASH Referent (HQ) and the CMT to design and implement the WASH strategy of the organization. Furthermore, s/he will support the assessment, monitoring, and reporting of WASH component activities, as well as liaising with external stakeholders (Partners, local authorities, etc.) and representing WeWorld in the country at Cluster level. S/he will ensure the technical relevance of WASH interventions according to Country strategy and priorities, and define standards in coordination with the Technical Coordinators and under the supervision of the Country Director. Main tasks and responsibilities
Program Development and management
- Contribute to the development and the implementation of WeWorld WASH strategy and standards in the Country, including the development of strategic tools; identify aims and objectives of overall WASH program.
- Assist with the identification, design and writing of future projects, providing technical and operational support, involving the coherence with donors’ policies, strategies, processes and best practices in the WASH sector.
- In Coordination with the Technical and GIS Coordinator Conduct needs assessments in areas identified by the Operation and/or Program departments.
- Ensure that issues of protection, gender, livelihoods, DRR and environmental impact, operation and maintenance and sustainability are factored into the program design.
Technical Designs and Implementation:
- Assist WeWorld engineers in designing all WASH projects, and specifically water and wastewater systems according to local and global standards, including respecting global and nationals standards (such as SPHERE standards) are integrated and respected in all steps and procedures.
- Support WeWorld technical Coordinator in liaising with WASH cluster and make sure that WeWorld projects are in line with the cluster standards and instructions.
- Support in developing Operation and Maintenance guidelines for all WASH assets/initiatives carried out by WeWorld.
- Support Projects Managers in projects monitoring when needed by developing appropriate supervisory, monitoring and evaluation systems for WASH interventions
Quality Management
- Participate and support in mapping and need assessment exercises conducted by WeWorld in oPT mission
- Make sure project activities and reports are delivered with the best quality
- Support preparation of documents and agenda during field visits and produce visit reports
- Ensure accurate and timely preparation of annual reports as well as interim reports as required by donors
- Plan and manage WASH program in a phased and prioritized manner with full consultation and coordination with WeWorld staff and other agencies both governmental and non-governmental.
- Ensure that the needs of women, children, the elderly and people with disabilities are adequately addressed in planning and implementing WASH activities.
Coordination and Representation
- Ensure representation of WeWorld within national WASH cluster, Technical Working Groups and PWA, in coordination with Technical and GIS coordinator and Operation manager;
- Represent WeWorld in national and international fora and/or in project-related events when WASH and related sub-topics are discussed or presented
- Participate in assessments and documents developments with the WASH cluster
- Develop and maintain relationships with WeWorld WASH Global expert and other experts and network at regional and global level within WeWorld and externally, in order to inform best practices, capitalize hat has been already implemented and provide learning opportunities for the Country WASH programming
- Harmonize and coordinate WeWorld WASH activities within the WASH cluster and other national relevant actors.
- Highlight and bring to the attention of Operation and Program managers any WASH innovation, good practices and opportunities emerging from the implementation of the WASH-focused projects and initiatives.
- Perform any other duty as requested by the line manager.

Qualifications and Knowledge
- An advanced university degree or equivalent in the field of WASH engineering, Water Reuse, Development Studies, and Project Management.
- 4 yrs of Experience in Development and Humanitarian WASH programming
- Good verbal and written communication, interpersonal and team skills
- Fluency in English both written and verbal.
- Valid and clean driving license
Professional Experience
- Experience in Project Development and proposal writing
- Previous work experience with international NGOs will be preferred
- Previous experience in advocacy will be preferred
- Proven experience in coordinating and manage relationships with international and local partner organizations and donors
- Experience in managing also in acute emergencies.

DESIDERABLE REQUIREMENTS
- Knowledge and understanding of water and wastewater hydraulics and physical, chemical and biological properties; solid waste management practices, vector control and hygiene promotion/awareness raising strategies.
- Knowledge and understanding of relationship between water, wastewater, solid waste, vector control to public health indicators, and value of hygiene promotion/awareness raising and behaviour change methodologies.
