Water, Sanitation and Hygiene (WASH) Head of Project

For a period of six months

The Candidate will:

-    Prepare a detailed work plan with specific milestones; showing clear focal point from project staff per task.
-    Manage involved counterparts (design of work plans, objectives follow up, design and negotiation of contracts/Terms of reference.
-    Follow up the design of the identified activities in coordination with the Engineering Specialist.
-    Follow up the preparation of the beneficiaries’ contracts, communities’ agreements, MoUs to be signed with the relevant party.
-    Ensure timely implementation of the planned activities as identified in the project work plan and agreed with the Line Manager.
-    Ensure that the project experiences are capitalized and systematized through preparation of success stories, lessons learned, press releases when needed, methodology documents and capitalization reports.
-    Set up and ensure an appropriate monitoring system is carried out and is appropriate according to the objectives and indicators in the log frame of the project.
-    Support donors and stakeholders’ visits to the field and coordinate with relevant stakeholders through preparation of agenda, printed materials (project fact sheet if needed) and writing of visit report upon completion with clear photos.
-    Manage the project budget for the activities as agreed with donors, including Budget Follow Up and Treasury Forecast.
-    Preparation and carrying out of internal evaluations of the project when necessary.
-    Participate in the design of WASH problem statements, position paper, concept papers and project proposals.
-    Maintain and cultivate relations with coordination bodies, local authorities, counterparts, beneficiaries and other external factors related to Action Against Hunger activities.
-    Prepare the monthly activity progress report.
-    Participate in writing mid-term and final reports to the donor in collaboration with the Technical Coordinator.

Profile of the Candidate:

-    Bachelor degree in civil engineering or any related field; studies in international cooperation / development (highly desirable).
-    Good knowledge in water and sanitation, rehabilitation and construction of infrastructure.
-    At least three years’ experience in humanitarian or emergency programming; strong preference for experience in WASH projects.
-    Demonstrated experience in project design, monitoring and evaluation tools and methods.
-    Demonstrated project management and direct project implementation experience.
-    Demonstrated experience in budget development and management.
-    Experience in working with and coordinating with international and national NGOs.
-    Knowledge in humanitarian or emergency programming.
-    Experience in Monitoring and Evaluation of programs/ activities is a plus.
-    Good communication and interpersonal skills, including training, capacity building and presentation skills.
-    Strong analytical skill.
-    Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
-    Valid driving license and proven driving skills.
-    Excellent in reading, writing and speaking both Arabic and English.
-    MS Word, Excel, PowerPoint, and email/internet software.
-    Ability to travel in West Bank and stay overnight.
