WeWorld works mostly with girls, boys, women and youth, actors of change in every community for a fairer and more inclusive world. WeWorld has been working continuously in Palestine since 1992, acting both in humanitarian aid and development to provide Palestinian communities access to basic services and available natural resources, strengthen their protection and enhancing socio-economic and local development.

WeWorld has had a substantial presence and impactful contribution to the WASH sector in Palestine. The organization has been dedicated to the provision of essential WASH services to Palestinians, particularly those most in need and living in dire circumstances. WeWorld is a member of the WASH Cluster SoP’s Strategic Advisory Board (SAG) since 2020. WeWorld has produced and contributed to several WASH studies and publications on a variety of topics. Following the war in the Gaza Strip since October 2023 and the consequent catastrophic humanitarian crisis, WeWorld has been heavily engaged in the humanitarian response to support access to safe WASH services, addressing lifesaving needs.

  1. Purpose of the role

Reports to the Head of Programs-West Bank. Works closely with Head of Operations, Program Managers, and technical staff in oPt and the Global WASH Expert in WeWorld HQ Office.

This is a key position to ensure technical soundness and high quality of WASH programming at WeWorld. The WASH Manager will drive the development and implementation of a holistic WASH strategy and will ensure effective integration of WASH standards into all projects and interventions. The WASH Manager will actively participate in program design and proposal writing in the WASH sector to ensure continuous expansion of the WASH portfolio at WeWorld.

The WASH Manager is a key coordination position within the WASH Cluster requiring that the candidate possess a high level of communication and interpersonal skills, and ability to collaborate with donors and international stakeholders.

This position requires strong writing, program budgeting, project management skills, with an emphasis on outcome measurement. The ideal candidate will have strong administrative skills and will be highly organized with the ability to manage a diverse nature of tasks. She/he should be able to plan and manage time effectively, prioritize workload, and able to work under pressure. Strong IT skills (incl. MS Office, research, and databases) are a must.

  1. Main functions and duties

Program Development and Management

  • Contribute to the development and the implementation of WeWorld’s WASH strategy and standards in the West Bank and Gaza Strip, including the development of strategic tools.
  • Assist with the identification, design and writing of future WASH-related projects, providing technical and operational support, strategies, processes and best practices in the WASH sector.
  • In coordination with the technical team and operations unit conduct needs assessments in areas identified by the Operations and Programs departments.
  • Ensure that issues of protection, gender, livelihoods, DRR and environmental impact, operation and maintenance and sustainability are factored into the program design.

 

Coordination and Representation

  • Act as WeWorld’s focal point to the WASH Cluster; participate in its regular national meetings, West Bank coordination meetings, and other Cluster-based workshops and events as well as manage WeWorld team’s involvement in its various Technical Working Groups and Task Forces, in coordination with Head of Operations and Head of Programs.
  • Report WeWorld’s projects and interventions to the WASH Cluster and take-up coordination efforts with other stakeholders, particularly in WASH humanitarian interventions.
  • Harmonize and coordinate WeWorld’s WASH activities within the WASH Cluster and other relevant actors.
  • Participate in assessments and document development with the WASH Cluster.
  • Represent WeWorld in national, regional and international platforms and/or in project-related events when WASH and related sub-topics are discussed or presented.
  • Develop and maintain relationships with WeWorld’s WASH Global Expert and other experts and network at the regional and global levels within WeWorld and externally, in order to inform best practices and to provide learning opportunities for the Country WASH programming.
  • Highlight and bring to the attention of the Head of Operations and Program Managers any WASH innovations, good practices and opportunities emerging from the implementation of the WASH-focused projects and initiatives.

 

Technical Designs and Implementation:

  • Ensure that WeWorld projects are in line with the cluster standards and instructions, SoPs, and international standards,
  • Provide guidance and technical oversight to WeWorld engineers in designing all WASH projects, and specifically water and wastewater systems, in accordance with national and global standards.  
  • Support Project Managers in project implementation and monitoring when needed by developing appropriate supervisory, monitoring and evaluation systems for WASH interventions.
  • Develop concept papers and project ideas for potential funding opportunities in the WASH sector.
  • Contribute to the WeWorld’s publications, campaigns, multimedia productions and advocacy missions on the thematic topic of WASH in coordination with the Advocacy and Communications Manager.
  • Support in developing Operation and Maintenance guidelines for all WASH assets/initiatives carried out by WeWorld.
  • Coordinate the collection of all data related to WASH programming,  in coordination with MEAL department , considering WeWorld Global indicators

Quality Management

  • Participate and support in mapping and needs assessment exercises conducted by WeWorld.
  • Make sure project activities and reports are delivered with the best quality.
  • Support in the preparation of documents and agendas during field visits and produce visit reports.
  • Ensure accurate and timely preparation of annual reports as well as interim reports as required by donors.
  • Ensure that the needs of women, children, the elderly and people with disabilities are adequately addressed in planning and implementing WASH activities.
  • Perform any other duties as requested by the line manager.

متطلبات الوظيفة

Qualifications and Knowledge

  • An advanced university degree or equivalent in the fields of Engineering, or WASH-related Engineering, Humanitarian Studies, Development Studies, Hydrology, Environmental and Climate Studies, etc.
  • 4 years of experience in Development and Humanitarian WASH programming.
  • Excellent verbal and written communication skills.
  • Excellent coordination and interpersonal skills.
  • Fluency in English both written and verbal. 

Professional Experience

  • 4 years of experience in Project Development and proposal writing.
  • Previous work experience with NGOs working in the WASH sector.
  • Strong familiarity / previous experience in designing innovative programs related to water in sustainable livelihoods and agriculture.
  • Previous experience in advocacy will be preferred.
  • Proven experience in coordinating and manage relationships with international and local partner organizations and donors
  • Experience in managing acute emergencies.

  • Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project, AutoCAD or other technical design programs.

DESIDERABLE REQUIREMENTS

  • Knowledge and understanding of water and wastewater hydraulics and physical, chemical and biological properties; solid waste management practices, vector control and hygiene promotion/awareness raising strategies.
  • Knowledge and understanding of relationship between water, wastewater, solid waste, vector control to public health indicators, and value of hygiene promotion/awareness raising and behaviour change methodologies.
