WASH Officer
Palestinian Environmental Friends (PEF) is a leading non-profit organization,was established in 1998 by a group of Palestinian experts interested in environment and natural resources issues.
PEF is inspired by creativity, dignity, and transparency values, striving for people’s green healthy environment now, and in time to come. PEF is active all over Gaza Strip, and mainly tackles the issues of the following areas: climate change, green practices, water and wastewater, solid waste management, food security and livelihoods, shelter, education, public health, infrastructure and capacity building activities, and related awareness campaigns of the communities. Collectively, PEF works towards contributing to environment and culture, sustaining the local resources, and linking the Palestinian communities with global initiatives.
The Opportunity – WASH Officer
Contract Duration : 12 months
Main responsibilities:
- Develop and manage project plans (sometimes multiple plans) - review the plans regularly to ensure tasks and milestones are being achieved on time and prepare governance reports, project status reports, presentations, agendas, etc.
- Take an active part in the project issue/risk management process, by identifying and prioritizing existing and potential issues and risks and helping to develop strategies and controls to mitigate these. Use sound judgment to determine which issues and risks should be escalated to governance groups and prepare relevant reports/documentation.
- Check project compliance with implementation methodologies and highlight any issues to the Programs Manager or Executive Manager directly if the Programs Manager is not available.
- Plan, design, supervise, monitor, and follow up on projects’ day-to-day activities.
- Deal with the work's time, cost, and quality implications, and can work effectively within team, time, and budget constraints.
- Plan, schedule, prioritize activities, and address challenges in a project performance to meet objectives outcomes, impacts, and outputs are achieved in line with the resources available and project frameworks.
- Set goals to achieve plan and meet quality standards.
- Prepare, monitor, agree, and control critical elements of the process and liaise with all parties to ensure the task/project remains on plan.
- Identify and communicate potential threats and variations to the budget and program through continuous control for budget actual and foreseen expenses.
- Work closely with the public health team in planning, designing, implementing, and monitoring public awareness activities including IEC materials, mass media, and social media campaigns.
- Liaise with community groups, governmental departments, and other stakeholders regarding environmental issues.
- Coordinate with regulatory agencies and project steering committee, stakeholders, and community groups the project activities
- Conduct and manage workshops and focus Group Sessions with the project stakeholders
- Recognize and understand the corporate environment and cultural impacts on the project.
- Systematically gather and store data, information, opinion, and feedback, to check its validity, evaluate, and order it to enable conclusions to be drawn.
Program/project quality:
- Coordinate, together with other project staff and engineers the action plans and frameworks of the projects
- Conduct engineering supervision and monitoring of program impact to ensure the project goals are being met and that the project team can constantly improve the quality of program/project implementation.
- Develop, revise, and validate the water quality monitoring reports about the quality standards.
Develop and revise the TORs and reports for assessments and studies related to the WASH sectors
- Work closely with the MEAL officer to develop the project beneficiaries section mechanism including selection criteria and scoring mechanism, and to follow up the selection process ensuring accountability to beneficiaries.
- Ensure that program/ project field activities and events meet minimum PEF standards in their delivery and planning.
- Ensure standards are attainable and promote quality throughout organizational processes. Work appropriately within the guidelines
- Check available standards and procedures and determine whether they adhere to minimum global standards, in addition, give recommendations and modifications for standards and procedures development and improvement.
- Conduct site checks with other engineers and staff, beneficiaries, and stakeholders to ensure Values, Policies, and Codes of Conduct.
- Works closely with the Monitoring, Evaluation, and Reporting officer on documentation and dissemination of program/project and monitoring and evaluation information to placement communities and local stakeholders within appropriate PEF’s minimum standards of quality.
- Lead in planning baseline and end-line data collection according to the established evaluation
- Strategy, support data analysis and provide analytical reports.
- Work closely with the Programs Manager in updating the program/project performance on a daily and monthly basis.
- Assist in the design, review, and innovation of program/project quality and learning frameworks of projects.
- Understand and apply the organization's policies and procedures, tools, and technical requirements of the project.
- Establish productive relationships with all sector-related stakeholders, including donors, official bodies, private sector actors, and other NGOs/INGOs.
- Represent PEF at all relevant coordination meetings and external forums/workshops/conferences regarding the WASH sector.
- Coordinate with other NGOs to consolidate PEF's strategic niche in the WASH sector and identify strategic partnerships.
- PEF expects all team members to commit 5% of their time to learning activities that benefit PEF as well as themselves.
- Contribute to the development of PEF’s country strategy and annual plans
- You may, occasionally, be required to work on weekends and/or public holidays, for which time off in lieu will be granted.
- Support the promotion of PEF's vision, mission, and strategic goals.

Functional:
- Demonstrate a very good understanding of and experience in environmental and water resource engineering and management, the importance of professionalism, and codes of conduct.
- Demonstrate an understanding of the importance of health, safety, and the environment in the context of environmental and water resource engineering and management, and common procedures and processes used for the implementation of legislation, guidelines, and standard practice.
- Demonstrate ability to solve problems in the field with partners, local committees, and beneficiaries.
- Demonstrate ability to review and evaluate calculation means, engineering drawings, specifications and bill of quantities of the environmental and water resource engineering and management works.
- Understand the time and cost implications of decisions and can prioritize and identify critical issues.
- Outstands writing skills, with proven ability to meet tight deadlines.
- Communicate sensitively, effectively, and creatively across different constituencies.
- Very strong organizational and planning skills.
- Good IT skills, including databases, office software packages, and engineering design software e.g., AutoCAD, GIS, and MODFLOW.
- Good familiarity with all types of electromechanical materials and goods.
- Very good familiarity with gender equality issues.

Practical experiences
- Practical experience of not less than 4 years
- Minimum of 3 years of practical experience in WASH sector
- Minimum of 2 years of practical experience with NGOs, and CBOs as project coordinator
Language Requirement
- Fluency in English (written and oral).
