Title: WASH Project Coordinator

Polish Humanitarian Action (PAH) is a non-governmental organization founded in 1994 in Poland. PAH runs both local and overseas operations. We have been running the mission in the oPt since 2006 focusing on water - sanitation and education. PAH in oPt is a small team of dedicated people with young spirit. There is lots of work but also lots of fun.

PAH activity is based on two pillars: humanitarian-development aid and education. PAH implements its overseas assistance through its missions in West Bank/Gaza, Southern Sudan where it has implemented mainly water supply and sanitation and food security projects. In 2011, PAH opened a new mission in Somalia where it focuses on implementing water and sanitation projects. PAH secures also access to food for malnourished children in Poland and worldwide.

Job context:

PAH is UNICEF’s implementing partner in the Project of „Supervision on improvement of sanitation conditions in schools of the West Bank”. The project consists of building and rehabilitation of sanitary facilities in around 30 schools of West Bank each year and hygiene promotion activities in around 50 schools each year.

General Responsibilities:
Coordination of  a WASH project and acting as a WASH specialist, including
-Participating in project strategy, proposal and budget preparation and follow-up.
-Preparing, planning and undertaking WASH activities, in coordination with UNICEF and Ministry of Education (MoE).
-Support in the preparation of the technical and tender documentation.
-Technical evaluation of tender offers.
-Daily supervision of WASH activities implemented by partners and subcontractors.
-Monitoring, evaluation and reporting of all WASH activities implemented by subcontractors.
-Providing technical support to implementing site engineers, hygiene officers and subcontractors.
-Budgetary control of WASH activities. Ensuring appropriate expenditure and quality.
-Approving project stages. Requesting corrections when necessary. Follow up.
-Coordination of all Hygiene Promotion component activities with MoE, UNICEF and following Donors’ requirements.
-Ensuring that all WASH activities are being implemented according to the signed contracts.
-Controlling project along log frames and schedules.
-Managing the team of 5 to 10 people involved in the project.

Co-ordination and communication:
 
-Attending WASH Cluster and other WASH related meetings in the project area
-Regular informing the Head of Mission verbally and with written reports on the state and progress of the WASH activities and the problems and/or solutions identified
-Writing the weekly reports on the development of the WASH activities and technical interim and final reports to stakeholders
-Communication and technical verification of various issues related to WASH activities with the HoM and WASH Advisor in the HQ.

Key qualifications and Skills: 
-Minimum of a Bachelor degree in civil engineering or architecture is required.
-Professional experience in independent project coordination, people management.
-Experience in the field within WASH sector.
-Experience in project supervision.
-Good organizing skills, ability to solve job tasks on their own, keep track of project documentation, ability to find solutions to new issues, independency.
-Excellent command of English.
-Excellent computer skills (MS Office, AutoCad, Photoshop or Correl).
-Arab speaker preferable.
-Experience in the field with other organizations working in humanitarian or development contexts.


PAH office is located in East Jerusalem. The candidate need to obtain a legal right to access Jerusalem and West Bank.
