Watchman/Crowd Controller
Medecins Sans Frontieres (MSF – Doctors Without Borders) is an international humanitarian aid organization that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters, and to victims of armed conflicts, without discrimination and irrespective of religion, creed, or political affiliation.
To support our activities in Gaza-North, we are seeking a WATCHMAN/CROWD CONTROLLER.
The ideal candidate should be able to plan, organize, and evaluate the activities concerning nursing and the team associated, according to MSF values, policies, and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action.
- Main Purpose
Carrying out surveillance and guarding activities in MSF facilities, according to MSF protocols and security rules, in order to ensure the safety and security of all mission's personnel and premises.
Accountabilities
- Surveying the MSF premise's access and guides people to reception within authorized hours. Contacts administration team for authorizing people access.
- Watching MSF premises and property's perimeter fence through regular patrols. Remaining on duty until other watchman comes to do a handover, never leaving the post unattended.
- Organizing traffic of vehicles within the premises and directs them in and out.
- Checking that the doors and windows are locked and lights are off when people leave premises. Checking that security lights are working properly and informing line manager of any possible problems.
- Keeping area within MSF premises clean and tidy (ex. empty dustbins, sweep paths, etc.) and performs general maintenance activities of the garden (ex. cut grass, maintain flower beds, prune trees if necessary, etc.).
- Maintaining watchmen's torch and other lighting tools, returning used batteries and keeping the necessary supply of spare batteries. Maintaining communication equipment (radio) in working conditions and providing battery availability.
- Supervising diesel/petrol tank levels and providing spare can(s) of fuel. Ensuring the correct functioning of generator and water pumps (starting, switching off, record sheet of operating hours and maintenance) as well as the correct use of extinguishers (being aware of their location.
- Informing line manager of arrival of any materials before unloading and helping MSF staff carry heavy items, if necessary.
MSF Section/Context Specific Accountabilities
- Receive and welcome visitors.
- Support the registration team and manage patient flow through ticket number organization.
- Guide patients after registration through the facility to different services.
- Provide general information about MSF activities and working hours, referring non-routine inquiries to supervisor.
- Participate actively in medical meetings and health education sessions.
- Assist medical team to identify patients needing specific medical assistance and community members in need.
- Alert medical team immediately if patients show signs of distress.
- Share information about MSF activities and services with the community.
- Mediate between patients when needed.
- When registration closes, guide new patients to alternative options (other health facilities, next available days, registration appointments).
- Manage the waiting areas, including bench and chair arrangements. Clean the waiting area.
- On Morning and evening help the medical team to organise all services and clean the non-medical waste.
- Refilling water cisterns and informing line manager when there is a shortage.
- Ensure handwashing stations are regularly filled with water and soap. Guide patients on proper hygiene practices.
- Act proactively by providing support to both the medical team and patients when needed, with particular attention to patients with physical limitations.
- Ensure the safety of both: staff and patients. In situations of conflict or heightened tension, take proactive steps to de-escalate and promote a calm, respectful environment, aiming to foster understanding and harmony among all parties involved.

Education None is required, desirable literacy
Experience Six months in medical facility, NGO

Very good communication skill required
Lives around Gaza City center. (less than 5 minutes foot from the facility located near Shifaa Hospital)
