Water and Sanitation (WASH) Officer
OBJECTIVES OF THE PROGRAMME
To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State's health and development agendas, and harmonized with the United Nations country teams.
DESCRIPTION OF DUTIES
- Assist in the emergency rapid assessment for WASH (water, sanitation, hygiene, waste management), vector control, and infection control needs in health facilities and related health activities during emergency incidents.
- Support follow-up on WASH activities within health facilities and related health activities in the context of health emergencies and other public health initiatives.
- Provide basic technical input on WASH standards and assist health partners with WASH-related tasks, including participating in the implementation of plans to build or rehabilitate health facilities.
- Support with the onsite implementation of recommended infection control activities in health facilities and related health activities supported by WHO, focusing on medical waste management, safe and dignified burial of infectious bodies, and protection of health staff and patients.
- Assist in setting up WASH, vector control, and infection control mechanisms in health facilities and ensure health activities are conducted according to WHO standards.
- Support training for MOH staff and WHO partners to build local competencies and ensure compliance with WASH standards for all health activities.
- Prepare situation reports on WASH activities and provide recommendations on the status of WASH initiatives and the situation within the country.

REQUIRED QUALIFICATIONS
Education
Essential: A first level university degree in engineering, health of humanitarian logistics or other related field, with specialization in water and sanitation from a recognized university.
Desirable: An advanced university degree (Master’s level or above) in public health with a specialization in water and sanitation and/or hygiene. Degree or training in computer applications in water and sanitation project design and related database systems.
Experience
Essential: At least one year of relevant experience, in the implementation of water and sanitation assessment. Experience working with national authorities.
Desirable: Experience or a sound knowledge of WHO mandate and goals or in UN organizations/agencies, international institutions, health cluster partners, recognized humanitarian organizations or NGOs.
Skills
Demonstrated knowledge of emergency response situations in the field of water and sanitation with proven ability to identify and solve technical problems in difficult circumstances.
Concrete technical skills and knowledge in WASH (water, sanitation, hygiene, waste management and other related areas),
Excellent analytical and organizational skills, with proven ability to elaborate and implement projects.
Excellent interpersonal skills with ability to promote cohesive actions and convince officials with tact and diplomacy.
Ability to write in a clear and concise manner, and to present factual information.
Knowledge of WHO, the UN System or NGO work in the field of response relief and/or of their practices and procedures as related to the work.

REMUNERATION
Remuneration comprises an annual base salary starting at ILS 236, 510 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
