Water Engineer

 

The Young Expert will fulfil the vacancy of Water Engineer, who will consider working under two Water Governance and Operator Partnerships through the Dutch Blue Deal and WaterWorX programme - between the Palestinian Water Authority (PWA) and the DWA Dutch Water Authorities (DWA) by World Waternet (WWn) , The partnership strives to elaborate into a long-term collaboration between DWA and PWA from 2020 to 2030 in the West Bank to mobilize and facilitate local expertise, support PWA, Salfit and Municipalities and JSC in North Hebron Governorate, in establishing a strong regional water and wastewater utility for both Salfit and North Hebron as part of implementing the foreseen water sector reform – based on the 2014 Water Law and roadmap.  

The Water Expert will be following the Blue Deal programme to support the regional water utilities in the West Bank, particularly in our selected partnership areas in 1) Salfit governorate (main focus) and 2) North Hebron area. The expert should live in Salfit or Ramallah Governorate (and willing to travel to Salfit daily, maximum two day a week coverage of travel expenses) and will be placed at the Municipality of Salfit, with two days a week visits to PWA (Ramallah) and monthly (maximum) visits to North Hebron.

Scope of Work:

 

The recruited expert will work closely with PWA as well as municipality of Salfit on the subject of Water and climate as described in the Blue Deal programme. Besides Water and climate, it is important that the Waste Water,NRW ,GIS and other project components will also continue in the region.

 

Through the Young Expert Program (YEP), a personal coach guides individual in their personal development.

The Palestinian Water Authority (PWA) Focal point will be the responsible of the Day-to-day supervision, coaching, and mentoring.

Supervision and coaching will take place on-the-job and in regular meetings, with or without other experts present.

Program Managers at World Waternet (WWn) provide additional support, mentorship, and supervision to ensure alignment with the Water Operator Partnerships (WOPs).

There will be frequent contact with Program Managers, at least bi-weekly through MS Teams calls.

They will have frequent contact, at least bi-weekly via MS-teams call. Weekly meetings for coordination between PWA and WWN in management, communication, institutional involvement with operational staff of WWn, Palestinian project coordinator, and the two other Young Experts.

The candidate will closely collaborate with other Young Experts, such as the NRW Expert North Hebron and Wastewater Expert North Hebron.

 

Assist in BD/WWX partnerships alongside the Palestinian project coordinator, including:

Acting as a liaison between PWA, Salfit, and World Waternet.

Managing communication, follow-up, and institutional development.

Monitoring partnership plans, schedules, budgets, and expenditures.

Generating progress reports and identifying partnership opportunities.

Proactively seeking ways to improve program execution.

Coordinating BD&WWX partnership activities with PWA and World Waternet Program Managers.

Implementation of Water Safety and Climate Adaptation Plans: Implementing water safety plans and defining climate adaptation plans in Salfit Governorate, North Hebron, and other municipalities in the West Bank.

Technical Support: Providing technical input on water safety plans, rainwater harvesting, and climate adaptation strategies for Salfit and North Hebron Governorates.

Water and Wastewater Monitoring: Conducting assessments to improve drinking water and wastewater monitoring

Training Programs: Overseeing and implementing water and climate training programs in North Hebron, Salfit, and with the Palestinian Water Authority (PWA) through the e-academy of World Waternet.

Wastewater Management Support: Coordinating with the NRW Young Expert and Wastewater Young Expert to support water and wastewater management in Salfit Municipality and North Hebron Municipalities.

Stakeholder Management: Managing stakeholders involved in water and climate issues within Salfit Governorate.

Develop proposals: Ability to identify and recognize new project opportunities and formulate them into concrete project ideas and proposals and the ability to connect with other donors

 

Bachelor's or master's degree in engineering, ecology/environmental sciences, water management.

Maximum 4 to 5 years working experience. and Maximum of 30 years old (as per Young Expert program requirement)

Understanding of water safety planning (including water quality analysis, infrastructure, source protection, etc.).

Understanding of integrated water resources management.

Experience in using Microsoft Office 365, Excel, and spreadsheets.

Ability to learn quickly and adapt to the dynamics and institutional settings of PWA, Salfit Governorate, and North Hebron Governorate.

Experience with organizing workshops and training sessions.

Proficient in spoken and written Arabic and English.

Ability to work effectively both independently and as part of a team.

Willingness to travel and work regularly within the West Bank and occasionally travel outside of Palestine once or twice a year.

Strong intercultural relations and excellent communication skills for working with Dutch and Palestinian teams and organizations.

Ability to identify and recognize new project opportunities and formulate them into concrete project ideas and proposals and the ability to connect with other donors.

High degree of flexibility and ability to adapt to unusual circumstances and imperfect conditions.
